every city to provide for its citizens pure airpure water abundance of light and free highways all of which are absolutely necessary for the well being happiness and pros perity of those dwelling within its gates In order that these essential of life may be provided without stint as they should be and inasmuch as they must be supplied without a single ex ception to every member of the mu nicipality the task of supplying them should be undertaken and accomplish ed by the municipality itself and not intrusted to a private party or corpora liOn Should the municipal selfadminis tration of water supply be admitted the question then arises shall the self aduiiiiistnuion be extended to other public service industries which a1 though not of indispensable necessity to all citizens rro used by a large per centage of them such as gab and eke tic light street railway andeven tee phonesI first discuss the municipal ownership of the water supply as this is admittedly the must important and indispensable of public service Industries apolicy of liberal abundant sup ply of pure water to every citizen being dicated by public policy Statistics show Manual of American Water- Works that in 1896 there were no less than 3190 complete works in existence in this country 1 of which are owned by the municipalities which they supply while 1489 are owned by private companies 17 plants being of unknown ownership For the purpose ot comparing the cost to the private consumer ofpuUlic and private ownership I selected 30 works operated in the moro populus cities under coudi tions as nearly as possibl alike and denpite the drawbacks at present at tending the municipal management of works In large cities owing to the prevalence of the spoils system 1 found that the rate charged by them is less than that charged by the private com panics The average is as 2045 to 2555 annually per average household These comparisons as a matter ol course are hut approximate because of the great diversity existing in dif ferent cities in the methodbf obtain ing the necessary supply of water ow lug to the distancoof the points of de livery from the source of supply the ditl rendejit the price of coal etc As an illustration of the result of long public management of city water works those operated by the city of Cincinnati will servo a good exam pic they having been continuously operated by reduced from 07003100 to 174 253CC per annum sol that the present city officials will find it possible vith6ut Increasing the pres gnt rate of paying from the surplus earnings the interest and sinking fund charged on the indebtedness created by the building of the new six and one halfmilliondollar water works This clearly demonstrates that under reasonably good management even un municipalitycly and abundantly than under private manigement How much greater the advantage therefore could the spoils system now in vogue be displaced by civil tervfce competent men be retained- in positions capably filled and prefer ment be the reward of duty well and faithfully performed The municipal ownership of water works is therefore no longer an untried problem i its success has been clearly demonstrated in the past i the agitation for its adoption in thote cities which do not yet possess their own works argues its continued success in time futureThere is another feature of private ownership of public utilities on which I dpsire to touch Tho profits they make are frequently eo large as to make it of great importance to them to have their respective franchises asnearly as possible peren nialand whenever a renewal is about to be had tl en large corruption funds are brought into play which are used for influencing the public press and also directly in bribing time individuals ntrusted by a municipality with the conduct of its affairs It is therefore not altogether a rare occurrence to see two or three corporations hold undis puted sway in a community by Influenc- Ing elections of members of the legisla ture of councilmen and other officials with whom they have to deal If by self administration this bane Ilnl influence in our municipal life can be eliuiiuatedj the gain from the stand point of morality alone would be in calculableBefore recommending however the extension of public ownership from water works to street railways gas electric light ete I think it absolutely essential that the merit system be first introduced to prevent the manipulation ofthcse large enterprises by politic ians for selfish or political purposes In fact I think tit such an extension without the safeguard ot civil service would be a great menace to the community The discharge of great numbers of old employees and substitution of nowand untried oneswbich would ac company every change of adminitra tion would certainly result in demorali zation to this and in great financial loss In addition to this the enormous ncreivse in patronage would enable the political boss to more securely in treuch himself in power so that the difficulty of dislodging him already great would under such conditions be well nigh insuperable This danger would be entirely dis pelted by the application of tho merit system under which employees after laving beeif appointed regardless of politics and because of fitness for their respective positions cannot be did charged except by degree of a non partisan civil service commission for causeIn ordur that all this may be accom pushed it will be necessary that a great er measure of home rule be accorded our cities and that they be rendered secure against the continuous meddling of State Legislatures Tho absurd condition now prevailing wioroby members of the Legislature a great majority of whom are from coun try districts and unacquainted with the needs of municipal life should dictate the method of government of a city which they in no way represent is in every way repugnant to sound reason and in direct contravention of the spirit- If not the plain words of the various State constitQlions How often is Legis lative aid invoked and obtained by cor porations against the express desires of the people of some community and in the face of vigorous protest and how often do politicians carry out their ne farious schemes through this same agencyIn that public utilities may be safely managed by a community it is necessary that there be a distinct sep aration pf the executive and legislative departments of the city government and that the executive department to whose charge the rianagernent of the service industries should be intrusted have at its head one official who should be held responsible fonts proper ad ministration and should therefore be endowed with time necessary The socalled federal s powerlj ion most nearly meet with monte of this scheme of government Under it the mayor is at the head of the administration end on him rests the responsibility of its proper con duct He Is invested with the appoint ments of the heads of the departments of law public safety accounts and pub lie Improvements with power of re moval upon stating to council his reasons for EO doing The supervision of tho public service industries should then in my opinion be assrnelto the directorY of public in proveinents who should have the pow er to appoint superintendents of the various industries The employees un der the superintendents however should be appointed unde the nfcrit system and removable only for cause by nonpartisan civil service com mission y uclra ystem incnldi indeed pnl great power hue the liiwila or one of j ficial the mayor but the good or bad management of the affairs of the car ralion could then be brought to the ilnor of the proper person and the present unsatisfactory condition of dividing till n noiihlbMity between many officials would bo obviated Important questions affecting the management of the several industries would be considered by the mayor together with his cabinet consist ing of the heads of departments and disposed of as they arise In conclusion I would say that the administration of our cities which have been called the nerve centres of tho social industrial and political world represents the one problem of government that remains unsolved in our republic Its present condition with hilt few exceptions is a reproach to our civilization und our form of gov ernment As Prof Wilcox has said in his Study 01 City Government inlthoamongst us find it worth their whiles to turn aside from the pursuit of their business long
