protection qf all the people against oppression and extor tion while Mr Depews suggestion looked mainly to the protection of investors against fraud Both statesmen rely upon Publicity as tho remedy and both ask that the National Government shall compel that Publicity by an exercise of its power to regulate interstate commerce Mr Bryans suggestion is that the Government shall forbid any corpora tion to do business in any State other than that of its Incorporation except under a national license and that as a condition of such national licensing each corporation shall make complete reports of its capital stock earnings Ac showing that its stock has not been watered and that its dividend ratios are based upon actual investment In brief the licenses should be issued under such restrictions as would make monopoly Impossible There can be no donbt of the consti tutional power of the Government to regulate trusts in some such way as this Tho regulation of the railroads by the Interstato Commerce Commission has established an AXaCt precedent for this and it has also demonstrated something of tho practicability Qf such regulation At present there is almost a complete nullification of tho laws against industrial trusts and other monoplies because Mr McKinlays AttorneyGeneral holds that the States alone have power over them while the State officials plead that they aro vul nerable
