all the bonds about CO cents on tho dollar in coin j the result being that by legislation it was pro vided that the people should pay to tho bondholders two dollars for every one dollar loaned to the Appeals in au opinion by Judge Payhter affirmed two judgments of the Mercef Circuit Court in the case of the Commonwealth against W A Bottom The question raised was the legality of a local option election held in the city of Harrodsburg on May 10 1898 when a similar election had been held in the county within three years of that time The Court of Appeals holds that the people were not required
