He has been Clerk of the Lee County Court, and was elected Judge of that county whon ho had to meet- and over come a Republican majority of nearly two hundred. Mr. Hill is the only candidate from the Tenth Congressional District, which gives him a splendid chance to secure tho nomi nation if his friends are prudent in their conduct. 41.-. -Atti-lfnAp could transact business without tnking out insurance upon his stock; he could not obtain credit from Eastern sellers if ho did not carry sufficient insurance in solvent companies. Nor could money be borrowed upon mortgage if the mortgager did not insure the mortgaged property. If all the counties enter into this crusado against the solvent companies who have formed these boards to secure stable, equal and profitable rates, and similar verdicts aro returned by the juries and-thsentences are affirmed by the Court of Appeals, it must result in the withdrawal ot these companies from tho State or from these counties which desire to drive them out of their limits. The fines imposed in Franklin.Scnttand Woodford amount to largely over $50,000. This sum must bo paid if tho Courtof Appeals affirms these judgments out of premiums; for this is the only sourco from which the companies derive income, and must in the end bo paid by the insured. All judgments against corporations which io a businees dependant upon public uses are in the end paid by thoso who need and use the facilities furnished by iuch corporations. The enormous judg ments found against railroad and transportation companies are paid by the passengers and shippers who use the instrumentalities of transportation furnished by the companies; and their chief effect is to raise and maintain higher rates for passenger and freight traffic, or tho facilities for freight and passenger transportation are lessened and made slower, meaner and more inconvenient. The companies merely advance the money and then recoup by charging higher rates, decreasing wages and furnishing cheaper facilities. ' The position taken in this district by Col. Allen, and the fact that two grand juries have met and adjourned without action since the verdict in tho Franklin court have been approved, are of inesli mable advantage to the business inter est of Lexington. Col. Allen is clearly right when he declares that ho will not take steps to prosecute unless the rates areexhorbitant and unreasonable, and when they become so lie ought to DM.&K.
