than that distinguished Kentucky Democrat and courtly gentleman ex Gov James B McCrpary who was seen at the Rigga last evening In the twelve years of his service as Congressman he worked Incessantly for the interests of his district and State and in the councils of his party he was always deemed one of the best and wisest advisers On beingasked the situation in the Blue Grass State Gov McCreary said There is nothing but good feelingprev alent in the ranks of the Kentucky Democracy A spirited canvass is go ing on between the three aspirants for the Governorship but it matters not to which tho nomination fans the Democratic candidate will be elected I think we will carry the State by from 25000 to 30000 votes A great many who went away from the party in 1896 have returned anti all bitterness be tween opposing factions has boon al layed We lost tIme State in 96 but next year Mr Bryan or wboeveriis the Presidential standard bearer of the party will get Kentuckys electoral vote I importance to this community was the subject of much comment That an electric railroad will be built from Lexington to this city is by some knowing ones considered reasonably certain In view of the seriousnes of the subjective reprint the report of civil engineer Totten made from notes made along the route last week MB TOTTENS REPORT To Mr J TSladeand Dr David Bennett GENTLEMEN In the matter ofthe proposed electric railway from Lexington to Richmond along the turnpike I write to say that in our carriage reo connoisance of the route I saw no special difficulties of construction from an engineers point of view The road would require very light work in grading and masonry for 23 of the 24 miles proposed the three miles including tho crossing of the Kentucky river would require more work but at no great cost except as to the bridge at the river The route from Lexington following the turnpike is remarkably straight for fourteen miles to the river hills with but few curves and gently undulatjng grade a few only of the grades being as much as five feet in one hundred The drainage to be provided for is very small acd the item of masonry in Ihe elimale will not amount tQmuch South of the river the same features obtain except that the hills approxi mate more generally the maximum gradient of 5 per cent Time route al the river crossing will re quire careful study as there is a choice of routes both north and south of the bridge I think however that a good line can be had with no grade to exceed the 5 per cent maximum that is neces sary to the rest of the lino The old bridge can be purchased and strengthened to suit the new require monte or a new bridge can be erected but considering the cracked condition of the north abutment of the present bridge I should rather favor a new structureTo the road three sources of power will be required one at Lexing ton one at the river and one in Rich mond Those at tho termini can be combined wIth time already existing plants or power can be purchased The plant at the river where water can be had in abundance and compound condensing engines can be used will be more economical to operate than the others and should supply the greater part of the required power It is possible also thai dependent on the future location of the lock in the river the Kentucky river may supply a part of the necessary power at no distant time The 23 miles ef proposed line along the turnpike passes through a thickly settled farming district with tine mann sions within sight at frequent intervals It passes also no lees than five post offices each with its little village around it a nucleus for future growth The country traversed is as fine as any in the Blue Grass Region and that as everyone knows is the finest in the world I see no deal of attention at the hands of various circuit judges we append this article from time Paris Repot ter where recent ly the grand jury indicted time companies for violating the antitrust laws of time state The jury in the case stood C for to C against punishment Jt is a matter of regret that the in vestigatiou in time trial of the insurance coiftpanles did not take a wider range and cover a longer period of time for the education of the public on time general subject of insurance One year 1897 was allowed in proof as far as Bourbon county is concerned It developed that in that year the agencies collected about 32000 and paid out in losses commissions and expenses about 19000 Whether profit of 13000 was reasonable or unreasona ble or whether that was a good bad or averageycar the evidence was not conclusive The reduction of the average of rates in the town after the building of the water works and putting In the electric alarm system was very slight and no evidence was presented to show whether the rate before 1890 was a losing one or not to the companies The companies certainly are so bound together as to rates and risks that they act as one company and herein lay grounds for tIme charge of combination but time fact remained that they did not raise the rates but rather lowered them gave them grace in time sight of some of time jurors The fact that thirty large insurers testified that they were satisfied wIth the rates Is not conclusive evedenco that the rates are reasonable The av erage insurer is totaU dependent upon the agent for information and the until it Is low ered Tho Court of Appeals will soon decide whether these companies are technically guilty of violating anti trust law by forming themselves in such boards as the Kentucky and Tennessee
