isIintellsiflidgreater portion of the past two sum more in Utah on business my business taking me all over tho State irto the most remote rural districts and bringing me iu contact with nil classes of Utahs population Often I was many miles from the railroal Naturally while making these trips- I talked with the people in reference to their old prauticeof polygamy when I coud do so with propriety and without interfering wifli my own itituit s To my surprise every one talked freely anti with evHent frankness My op l ortunitius fur judging of the senti ments of tho people were very good For instance I stopped two weeks with a gentleman who had served three terms in the Utah penitentiary because he persistently refused to jive up two of his three wives spout a week at a boarding house run by a former wife of a Mormon Bishop stopped with the Bishops themselves ou several ocea sioiifi in different localities traveled seventyfive miles through the country with the son of a Mormon by a plural wife stayed for a week and n half with a former Bishop who as the Mormons expressed it has apostaled left the church and heard expressions on the subject from innumerable individuals of all classes in the church and out of it After this experience I believe I understand tho situation thoroughly even bettor than many nonMormon residents in Utah because as a rule their observations are confined to sin gle locality and then I was wholly without prejudice political or other wise The avenigo Gentile as non Mormons are calledwho resides in Utah is intensely anti Mormon they view the situation through a partisans glass There are many causes for this often it is brought about froui tho fact that tho Gontilcs want the ofllces to which tho Mormons almost invariably elect their own friends and church members I have noticed that several newspa pjrs take the ground that the disposition among the people of Utah to resume the practice of polygamy is grow ing In justice to those people I want to say that such is not the case The Mormons cannot according to their vn creed consistently encourage po Ivgamv now True from tho date of their revelation I on the subject down to the time polygamy was declared un lawful they taught it Nit part of their religion and put it into practice but after polygamy was made a crime by act of Congress and the constitution ality of that law tested in the highest court in the land the church issued a manifesto Jorhidding its future practice They were compelled to do this by their own creed One of their foun dation doctrines is that first of all they must submit themselves to the temporal power Mr Roberts occupied a very prominent place in tho church and the other leaders certainly know it if he is now in the face of the law made by the Mormons and in the see of the manifesto issued by the chinch tire ticing polygamy and if he is guilty I am surprised that ho line not long sluice beon excommunicated by the church This Is at least to accept the situation while the young people almost en masse are out spoken in their opposition to polycamv and icvolt at the mere suggestion of a possible return to it This feeling among the young people is shared by nearly all of the women young or old The women I heard express themselves were without exception not only strong antipolygamiitp but many boldly asserted that it was forced upon them in tho first place by the church This is the present situation But if Mr Roberts is found guilty if he really tins three wives and Congress fails to umcat him what will be tho result In my judgment such neglect of plain duty on the part of Congress would be let rimental not only to our common nonntrj but especially to Utah Since 1852 Congrcs has never failed when called upon to act to place its stamp of disapproval uypon this social evil end to fail now would be to admit error upon all former occasions and might 90 encourage the leaders of Mormoniem that they would seek a repeal of law now upon the statute book of Utah prescribing the penalty for those guilty of polygamy III other words they might seek to make the old custom lawful so it may be consistently restored as a part of their practice The clause in Utahs constitution would be n dead letter with no penalty prescribed Utah is a sovereign State and what could our national government do if she shoald repeal this law I do not intend to intimate that nothing could be done but do say it would present very nice legal question Possibly the mitipolyganiist laws passed by Con ross when Utah was a Territory were unnecessarily radical I am inclined to this bolief but it is too late now to recedeThe question is asked How would Congress proceed iu this mattei There is no contest Many newspa pers answer this by referring to Article Section 5of the Constitution which provides that Each house shall be ihe judge of the elections returns nun qualifications of its own members hue the authors ot this answer have evi dently not read the Constitution lately This clause simply menus that each house may judge of the fairness of the elections the regularity of the returns and of the qualifications of its members as measured by tim requirements of tho Ctnistiutiou The Constitution ays Article Section 2 second para graph No person shall be a Repre sentative who hliall have not attained to the age of twentyfive years and been seyen years a citizen of tho United Suites and who shall not when elected be an inhabitant of the State in which he shall be chosen Is Mr Roberts qualified under this provision If so ho cannot rightfully be unseated under tho clause so frequently referred to But there is anotner provision in the Constitution which seems not only to give Congress the power hut the right to expel a member largest single wheat field in California is now being planted to the grain that makes the stall of lIfe It covers over 25000 acres or torty square miles- Thisenorinous Hold of grain is located 011 the banks of the San Juan river near time town of Clovis While it is true that larger acreages of wheat have been planted by certain ranchers in this State there seems to be no record of an exact parallel
