indicate that the new treaty with Spain has been concluded It comes within the provisions of the reciprocity clause of the McKinley bill and ex Minister John W Foster who negoti- ¬ ated the terms of the treaty will soon be back in Washington with the full text Secretary IHaine gave Mr Fos ter definite instructions before he de- ¬ parted that he should make no conces¬ sions for our government beyond those made in the McKinley bill and that he should make clear to the Spanish cabinet the distinctions between the powers of the president over the duties on sugar hides coffee and tea and his powers over the tariff on other articles not named in the reciprocity section He was directed especially to make it plain that our government would not surrender the duties on tobacco as desired by the Spaniards Mr Foster followed his instructions so well and with so thorough a knowledge of the Spanish language and character that the Spanish government promptly gave way They desired at first to open Cuban markets to a few articles of no great commercial importance in return for the opening of our markets to free sugar They proposed that a separate treaty should then be made in which they should admit American flour to Cuba at reduced duties in return for the admission of Cuban tobacco to this country Mr Foster nde it clear that such an arrangement could not be made and that if Spain did not yield a reasonable return for free sugar the duty on sugar would be relmposol on January 1 1893 Mr Foster had the advantage over the Spanish government of offering them the alternative of accepting his terms or inviting insurrection in Cuba which was likely to end in the ss of the isl- ¬ and and its annexation to the United Sta es Spain is compelled to surrender a large share of her customs reve- ¬ nue in Cuba by the new treaty but she naturally preferred that to losing the island altogether The concessions Bhe has just made can never be recalled without endangering her sway in Cuba and the same concessions will bring Cuba into closer sympathy with this country Madrid April 18 The draft of the new commercial treaty between Spain and the United States looking toward partial reciprocity of trade with Cuba was concluded yesterday It is under stood that the treaty fixes very low duties on flour and other articles im- ¬ ported from the United States into the Antilles Gen John W Foster the spe- ¬ cial American envoy who has negoti ¬ ated the new treaty will leave Madrid for home to dav ¬ ¬ ¬ ¬ ¬ ¬ ¬ ¬ ¬ 911705809 Superintendent Porter of the census bureau has issued a bulletin upon the subject of precious stones diamond cutting and lapidary work in the United States The bulletin shows that up to the present time there has been very little mining for the pre- ¬ cious or semi precious stones in the Inited States and then only at irregular periods This is particularly true of diamonds of which only a very limited number have been found They have been discover- ¬ ed in certain districts in California Xorth Carolina Georgia and recently in Wisconsin but the discoveries have been rare and purely accidental Sap- ¬ phires of inferior color have been found near Helena Mont The em- ¬ erald and other beryl gems havo been mined to some extent in Alexander county N C on Mount An tero Col and at Stoneham Me Turquoise and garnets have been found in Arizona and New Mexico The entire production of the precious stones and ornamental minerals in the Inited States during the year was Slb8807 Of this amount S iti was agatized and jasperized wood 673 turquoise stones and SU000 quartz Diamonds to the value of SI 006710 were cut during the year In tho nineteen lapidary works in Hew York and Massachusetts The im- ¬ portation of rough and uncut diamonds in 180 amounted to fl29207 in JKoO 187 and the total for the decade was 3 1315529 while in 1881 there were imported 443990 worth showing that there was ninety four per cent more cutting done in 1889 than in
