Ihe Chair and CouiH ilnien Brooks Rice Smith and Caperton were in their place City Clerk Greenleaf read lirst the proposition of the Rich niond Water Works Company and then the others To all present I as he had been absent for several months and in conse- 1 quence not familiar with the situation that the Council adjourn until next day to give him an op port unity to examine closely the several propositions Councilman Caperton also said he would like to have further time The Council then adjourned to 11 oclock the following day At the appointed hour the City Fathers met in their chamber at City Hal and proceeded at once to business Representatives of the several water works companies were present The Council announced that the proposition of the Richmond Water Works Company had their preference but they desired certain amendments and specified them The representative consented and the amended pro posit ion was thereupon ac cepted The water proposition was followed by a gas propositionj and they were accepted together The stock of the Richmond Waterworks Co that of the Richmond J as Light Co and ako that of the Richmond Electric Light Co had beeu purchased by a syndicate of Southern and Eastern capitalists and the syndicate had agreed to build water works and enlarge and improve the gasworks provided the city would accept a proposition to use water and fras lights With the decision of the Council therefor the three properties passed into the hands of the syndicate and Richmond was launched on the high 6eas of prosperity Hereunder we give the contracts in substance ¬ ¬ ¬ - ¬ ¬ PROPOSITION The Gas Company agrees to erect a gas works of sufficient size to manufacture nd distribute 75000 cubic feet of gas per day with a holder capacity ot not lew than 25000 cubic feet to begin with Gas to be made of coal oil or both or of any ma terial hereafter proved an improyement on existing methods To inciease the size of its main pipes on Portland Maine and A E Board man of Macon Ga through the Richmond Water Works Company The Council carefully considered each of these bids and the one adopted by the Council was by far the best for the city and its crawled out and made its way down the trunk until it happened to see the boy Then It scam ¬ pered back Ossian went home and the next af¬ ternoon set a big box trap at the foot of the tree and baited it with tho remains of tho trout the family had had for breakfast That was very good bait for many sorts of animals found in the north woods and It was effectual In this case In the morning there were three very funny looking half grown coons in the trap and Ossian had a terrible tug of it but no end of fun getting the trap home for he had to drag It on an old hand sled When his father came in to breakfast for the trap was visited at daylight ho told Ossian that two of the coons would just serve to make a good pie for dinner while the third could be saved So for Christmas or Thanksgiving two of them were killed and Mrs Llnd ¬ ley boiled them and made a thiok gravy with cream and poured the gravy and the boiled coon into a big milkpan that had been lined with bis- ¬ cuit crust and put a cover of crust over all and baked It in the oven until It was a delicate brown all over the top About the time tho baking was done Ossian came in from a half days work repairing fences along the edge of tho woods where the breete blew tho smells of balsam and spruco and hemlock around him continually Ossian was hungry and when he studied that baked pic he stood on one foot and drew the other up to angry oat and at the same time spread tho fur on its ringed tail in a way that was interesting It learned to snarl when told that dogs were coming and as a climax to all its other tricks it would when told to laugh lie down on its back paw the air with all four feet open wide its mouth and squeal in a voice that was excruciatingly funny But as Mrs to all who heard it Lindley justly observed the more it learned the worse it became In its be ¬ havior about tho pantry and the moro care had to be observed to keep It out of mischief Its latest exploit has set the wholo country side talking Although by no means a drinking man Mr Lindley on occasions takes a hit of strong liquor and the particular favorite which pleases him most is good whisky He keeps a bottle of It In the house all tho time and takes three or four drinks a year from it Last Saturday night after a hard days work in the rain Mr Lindley concluded that a drop with hot water sugar and nutmeg just be- ¬ fore going to bed would about touch the spot and so Mrs Lindley mixed It for him Thon the family wont to bed and to sleep As tho first rays of sunshine came Into the family bedroom on Sunday morning Mrs Lindley awoke
