the redemption of their party pledge to the doubtful power of the Senate The people will hardly be deceived by their abandonment of legislative action to meet iu political convention and flippantly interests of labor should be always sedulously regarded In any modification of our tnrilt laws additional aud more direct and efficient protection to these interests would be afloided by the restriction aud prohibition of the immigration or importa- ¬ tion of laborers from other countries uhoswnim upon our shores having no purpose or intent uf becoming our fellow citizens or acquiring any per inaueut Interest in our country but w ho crowd every field of employment with unintelligent labor at wages which ought not to satisfy those who make claim to Americau citizens ¬ laws as shall tend to check the Importation of such articles as are produced here Thus in proposing to increase the duties upou such articles to nearly or quite a prohibitory poiut they con- ¬ fess themselves willing to travel back- ¬ ward in the road of civilization and to deprive our people of the markets for lhir goods which can only be gained and kept by the semblance at least of au interchange of business while they abandon our consumers to the unrestrained oppression of tiie domestic trusts and combinations wbichare iu the same platform perfunctorily con derauedTbey propose further to release eutirely from import duties all articles of foreign production except luxuries the like of which can not bo produced in this country Tbe plain people of Ihe land aud the poor who scarcely use articles of any description produced exclusively abroad and not already free will find it difficult to discover where their iuterests are regarded in this proposition They need iu their homes cheaper domestic necessaries and this seems to be entirely unprovid- ¬ ed for in this proitosed scheme to serve the country Small compensation for this neglected need is found in tbe further purpose here announced and covered by tbe declaration that if after the chances already mentioned there still remains a larger revenue than U requisite for the wants of the Government the entire internal taxa ¬ tion should be repealed rather than surrender any part of our protective system Our people ask relief from the undue and unnecessary burden of tariff taxa ¬ tion now resting upon them They are ollered instead free tobacco and free whisky They ask for bread aud they are given a stone The implication contained in this party declaration that desperate measures are Justified or necessary to save from destruction or surrender what is termed our protec live system should confuse no one The existence of such a system is eu- ¬ tirely consistent with tbe regulation of the extent to which it should be applied and the purpoaes only and that in a limited way and should the cisterns be given to lie city one could nut hire n boy to pump the water and put it in the house for any tiling like as cheap as the water work would supply t Many of the families who already have water at their doors obtained by large expenditure of private means haul water from their neighbors ponds for laundry purposes at certain seasons and never have it as convenient as de tired Tlie water works will be more valua- ¬ ble to the city of Richmond than our proposed railroad and still will not cost tbe city as much It will be impossible to estimate the value of water works or appreciate their many advantages until we have enjy t d them Nothing will improve tiie sanitary condition of our city but an abuodaut supply of water Howev- ¬
