During the two weeks preceding the opening of the school the Trustees shall vi it all the parents of pupil children and urge upon them the necessity of prompt and regular attendance at school They shall make careful inquiry as to whether any children are unable to purchase the necessary books and immediately re- Â¬ port the names of all such children to the County Superintendent only During the constitute a Board of Examiners for the county who shall examine all the Teachers applying to teach the common schools of the coun- Â¬ ty Before they shall be authorized to give any certificate saiJ examiners shall take and subscribe au oath that they will faithfully discharge their duties that they will not give to any erson a certificate uutil they have fully examined the applicant touching his or her qualifications aud fitness to teacli as required by the common school law said affidavit slipll be filed iu the office of the County Court The series of questions for any examination shall be kept under seal by the County Superiuteiideutaud shall be first open Â¬ ed by him at the hour of examination in presence or the County Board of Examiners and the applicants fur cer- Â¬ tificates It shall be the duty of said Board to see that no assistance either direct or Indirect is given to or obtain Â¬ ed by any applicant during the ex- Â¬ amination No certificate shall be issued on the day of examination uor shall any answers to questions be pass ed upon in the presence of auy appli Â¬ 1 he County Superintendent cant and at least one of the Examiners shall be present and shall conduct all examina Â¬ tions and sign all certificates They shall hold examinations for white teachers on the first Friday Iu July August September November and January aud for colured teachers on the second Fiiday of same months aud no examinations shall beheld at any other time whatever Each ex- Â¬ amination may continue two days if necessary The State Board of Ex- Â¬ aminers shall carefully prepare for white Teachera five series of questions upon the common school branches and the theory aud practice of teaching aud the same number of colored teach- Â¬ ers all of the same grade and at least one mouth before each examina- Â¬ tion they shall forward one of said series of questions uuder seal to each County Superintendent of the State designating the mouth for which the same shall be ued If auy County Superintendent shall fail to receive auy series of questions within two weeks ot the examination he shall immediately send written request to the State Board of Examiners to fur- Â¬ nish the one years of age which may be ptld in work at one dollar per day or iu ma terial at a price Itxed by the Trustees and a tax not exceeding twenty five cents on each one hundred dollars worth of taxable Diploma or Certificate from any Chartered School of this Commonwealth will cease from the first day of June 1888 From this date every Teacher of a common school of this Commonwealth will he required to obtain a certificate of qual ification from the Board of Examiners tu the county iu which the school is to be taught and no person will be jiermilled to teacli any common school in this Common wealth without a cer- Â¬ tificate or qualification from the Coun- Â¬ ty Board This law will not of coutse interfere with auy common school that may be Iu session any time during the month of Juue 1S8S Â¬ Iustitute ns herein prescribed shall be subject to a fine of fifty dollars Teachers and all Persons expecting to leach must attend Institute Pen- atyfor non attendance unless prevented by Disability 1 All teachers who have schools in session or under contract and all persons who contemplate teaching a common school at auy time during the school year must attend the full ses- Â¬ sion of the Institute Tho County Superintendent shall revoke the cer- Â¬ tificate of any teacher who shall fail or neglect to attend the full session of the IustiiUte unless the Superintendent shall be fully satisfied that such failure has beeu caused by actual sickness or other disability During the Institute there shall be a suspension of such schools as are In session but no re- Â¬ duction of the Teacheis salary shall be made on account of such suspension except as hereinafter provided The time ot the Institute shall not be ac- Â¬ credited to the Teachers unless the Institute be held during the session of his school and then he shall only have credit fur thedays and parts of days of actual attendance At the close of the Institute the County Superintendent shall give to each teacher or other persons iu attendance a certificate of the number of days aud parts of days that the said teacher or other person had attended which certificate of at- Â¬ tendance shall be filed by the Teacher with the Chairman of the Board of Trustees of the district who shull make report thereof to the County Superin tendfciit at the time of reporting the school Duties of County Superintendent dur- Â¬ ing session of the Imtitute Dispo- Â¬ sition of Pees 22 The County Superintendent shall be present during the entire session of the institute shall have the roll called every morning aud afternoon and shall keep strictly dally register of the presence absence aud tardiness of the Teachers and other members and of the exercises of the Institute He may collect two dollars but in no case shall he collect less than one dollar from each teacher or other person In attend- Â¬ ance ou the institute at the time of These fees shall form matriculation a Couuty Institute fund Out of this fuud the County Superintendent shall pay all necessary expenditures includ- Â¬ ing the publication of the proceedings of the Iustitute and Association iu pamphlet form A copy of the pub lished proceedings shall be forwarded by the Couuty Superintendent to the office ot Superintendent of Public In- Â¬ Auy resdue after the pay struction ment of the Institute expenses shall constitute a fuud for the formation of a County Teachers Library under the control and supervision of the County Superintendent aud Board of Examin ers Bond required of County Superintend ent 23 Ou or before ttie first Monday iu September 18SS each County Su perintendent must enter into covenant before the County Court of his county to the Commouwealth of Kentucky with sufficient security in not less than double the amount of the school fuud that may be due the county for that school year to be approved by the Court tor the faithful discharge of his duties aud the said bond shall be re newed for each successive year Settlements required of the Couniy Superintendent Penalties 24 Each County Superintendent shall with the penalties attached as now provided by law on or before the first day of February annually after this act goes into effect settle bis accounts for sucli school year as far as the districts may have beeu taught out and paid with the Couuty Judge of his county aud forward a copy of said settlement certified by the Clerk of said Court to be corrected to the Superintendent of Public Instruction If said settlement at said time does not include a full settlement for all money drawn aud paid to said Couuty Super- Â¬ intendent then on or before the first day of August succeeding the termi- Â¬ nation of each school year he shall make a supplementary settlement for the balance not before accounted for in a similar maimer as hereinbefore provided for in this section Said set- Â¬ tlement shall embrace all sums receiv- Â¬ ed sioce the date of his last settle- Â¬ ment by said County Superintend- Â¬ ent for the benefit of Common Schools taught during the school year a full statement of all such sums paid out by him for what to whom and when paid aud should any part of said fund received by him as aforesaid remain uncalled for and not paid out aud will uot be called for he shall immediately refund said amount to the Stale Treasurer stating at the same time why It was not called for and to what district it belongs aud at the same time notify the Superintendent of Public Instruction that he has refunded said amount that he may give said County Superintendent prop- Â¬ er credit on his books
