of the physical care of children Attention is especially turning to that class of children whose parents are either too ignor ant or too careless to pay proper gard to their bodily welfare especially is the state growing to a sense of its duty in regard to the children in its schools The schools are no longer looked upon as dumps where children can be placed and kept without crimination as to age capacity or physical condition Parents as well as pcdagogists are growing more and more awakened to the absolute loss of time involved in sending little children to the public schools who have no right to be there A sick child has no place in the school at all a defective child has no place among children who are normal and all children below ten years of age are being treated with nothing short of cruelty when the full plement of hours is exacted from them There was never yet seen a normal child who was fitted to sit still in doors from nine oclock until four with a break of only one hour at noon Such an arrangement means in the winter no daylight playtime at all The child is kept at an tin natural tension when attension is de manded of him for hours at a stretch and study is made odious to him so that lessons become associated in his mind with all that is weari some and to be avoided Many a poor little boy plays tru ant iihd takes his punishment again and again He knows that retribu lion is inevitable and yet he faces it because although he could express it the of spending the long day at the school dcsjr is intoleiable lie is not a natural criminal he one under the system He is simply a natural healthy little boy able to attend to his teacher up to a certain point and then able no longer do what he or his teacher will If truancy and backwardness and inattention result from some physi cal defect such as imperfect eyes or deafness the case is even more cruel and natural mental development is a physical impossibility until the de fects are remedied Much good work has already been done in the direction of physical examination of defective children and much has also been done to remedy the partial or actual starva tioa which is the piteous state of so many children ol the poorer classes but much remains to be done and especially in the matter of the num ber of hours in school demanded of children under ten years of age Deal at home as much ac possible Weir has in his an old ledger kept by his great grandfather the Old James Weir who was Greenvilles first merchant James Weir came to Muhlenberg county in 1798 and some time during the year 1800 be gan a general store in a log house west of and across the street from the corner of Main street and Court Place With the exception of this ledger nil the old books and that had accumulated in the Weir home during three or four and were not removed to Jacksonville Illinois in 1905 were destroyed by fire this spring This faded old book some interesting facts and figures pertain ing to the olden times Just as the tombstone inscriptions show when a man was born and when he died so these ledger briefly tell what some of the earlier settlers purchased and how much was paid for goods In itself this ledger of 1814 throws very little light on the subject of Muhlenbcrgs early days However it is more than a drop in the buck et for when considered in with local traditions and history it becomes an This book is about inches long 6 inches wide and 2 inches thick Altho its leather covers and its 500 pages show their age both are well preset vcd The is evidently by one Jacob Zimmerman The ledger contains the accounts of 320 people all of whom probably lived in Muh lcnbcrg at the time the transactions took place Most of the names are still represented in the county but many arc gone and forgotten The first entry is dated August 5 1813 and the last was made in August 1815 All prices and totals are in English pounds shillings and pence except the few conected with eastern houses the post office and the one pertaining to the sale of a slave which are in dollars and cents Today She value of a pound a little less than 500 a shilling 25 cents and a penny 2 cents How ever the calculations in this ledger indicate that at the time of these ac about 300 which made the shilling 15 cents and the penny a little more than i cent The figures here copied show the prices paid for goods The first column represents the number of pounds the second the shillings and the third the pence These items are taken at random and arc con fined to single purchases for when more than one the annual meeting of the Stockhold ers on Sept 5 1910 the following motion was made and carried unanimously by the eight Directors present That the price charged per thousand gallons for water in the city of Greenville be raised from 25c per thousand gallons to 40c per thousand gallons and that the manufacturing rate be raised from 15c per thousand gallons to 20c per thousand gallons the minimum charge of 100 per month to remain the same but to cover only two thousand five hundred gallons of water This change to go into effect on Oct 1 1910 The board of Directors wish to set forth to the citizens of Greenville the reason for this action The Company has in vested at the present time in the Water Works the sum of 2160088 from which it derived an income during the last year of 224414 this being less than one half of the annual income from the Light plant or the Ice plant each of which represent a smaller investment than the Water plant There is a considerable portion of the city which does not have the water service and the citizens residing there are justly calling for water mains Considering this fact together with the fact that the income from the Water plant does not pay the expenses the Board of Directors decided that the only action they could take which would be fair to the citizens and the Stockholders would be to raise the rate charged for water The Board trusts
