ConculGcncral writes Practically for more than a century and absolutely for more than fifty years the Mont dc Plete has a complete monoply of the pawn broking business in France By ar ticle 411 of the penal code any per son lending money on pledge is lia ble to imprisonment fifteen days to three months and a fine of joo to 1000 francs 1 franc equals 193 There are persons called ticket brokers merchants des naissances who advance money about 20 per cent of the face value on the Mont de Pletc vouchers and charge interest at the rate of 10 per cent a month They keep within the law by making the contract a purchase redeemable in three months but in practice there appears to be no time limit The sole rate of interest charged by the Mont de Plete is per cent plus i per cent fixed interest tention whatever is paid to the that cases are not reported and that vary few parents make any at tempt to isolate or shield the well children from the sick ones in the family to be that it is an most cases it is a slight matter and that the percentage of fatal cases is not high Many children have them with no more symptoms than would attend a bad cold in the head and are not even sent to bed This attitude toward measles on the part of the general public is a distinctly unfair one for several reasons and it is a matter for the awakening of the public science as well as the education of the public mind The parents of children of schoolgoing age should be taught that measles may be a ejy dangerous disease to children three years old or to children who are badly nourished or suffer ing from spine other acute or chron ic disorder It is contagious from the start when it seems like a violent cold in the head and before appears and one child at this stage may be the means not only of sending it through an school but also of transmitting it to the delicate small children and the young babies in the homes This being the case it is only fair that such mothers ai do not desire it for their children should be g v en a chance to avoid it This is not too much to demand when it is known that the State Department of Health for New York State publish es that in one year there were more than twelve hundred deaths In fifty three thousand reported cases and that more persons died of measles than of scarlet fever Measles is the most catchabld of all the contagious diseases hut it is pretty well conceded that it can only be caught from a person who has it it is not carried by the well This being the case its trol should not be difficult Every child who develops a somewhat viol cat attack of coryza with running eyes and all the usual symptoms of cold in the head should be isolated for a day or two and watched for the development of the characteris tic eruption When this comes
