say and especially the leadcis of one party that it was the corrupt and mismanagement of the officials in charge that argument was disproved and shown to be false by the pros perouj and growing condition of the county it being in better condition than ever before which no one de arcs not ence of the cfficiils about such there has been no complaint some allege that the road commissioner might have been the cause but ever bony admits that tine roads are condition than ever before and the few people who might have become offended at the road cm tnssioncer because they were not awarded contracts to work roads and bqihl bridges and were not cm ployed to work the loads could not have produced such a wonderful change It could not have been the pitiful charge that county claims Aerc allowed to be discounted for cash when they were not due some thing that has always been practiced by this and all other counties It could not have been the want strict antI complete observance of the technical construction and letters of the law by the officials in charge for such wok generally complied with as they were a slight ciror of that character could not have produced so wonderful re It could not have been on account of the characterof moral standing of any of the acting otfici als offering to succeed themselves as there were no accusations or complaint of such nature coming from the people nn charge of im morality or dishonesty in their official capacity outside of a few who were blinded by their prejudice and sought to mislead others There were no substantial charges brought and proven of misappro priations being applied for sinister and selfish motives history and ob servation and the condition of the V r r It loot have been prompted by an antagonism of political name and sentiment of the officials in charge for such has not been recog nized as the ruling sentiment of the county It could not have been caused by a few persons who might have become offended at the of the ordain as follows toi That section 3 of the ordinance passed at the regular meeting of the council of the City of Greenville held Oct 1909 directing the clerk to expose for axle a franchise privilege authorizing the purchaser to opcrae a gas plant in the City of Greenville be and it is hereby amended by inserting after the words 1000 cubic feet the words nt a safe pressure for domestic purpos es provided however that should said Pipe Line Cumpnny or its as signee or purchaser be unable to procure from the Diamond Springs Oil Gus Company or its succes sors or assiynes ur any other source sufficient natural gas to supply its customers and should the said pipe line company Its assignee trans feree or purchaser find it necessary to use and should uso manufactur ed gas in order to supply its said customers then and in that event the maximum of 75 cents thous and cubic feet shall not apply but n maximum of 150 thousand cubic feet at a safe pressure for domestic purposes shall apply So that suid ordinance as amended shall read The City Council of the City of Greenville Kentucky ordain as follows towit Section i That the City Clerk of the City of Greenville be and he is hereby ordered and directed to sell for cash at public auction at the West door of the Court Mouse in Greenville Kentucky to the highest and best bidder the fran chise pnvelege to any individual company or corporation to estab lish maintain and operate a artificial or natural and artificial gas plant in City of Greenville for a period of 20 years from the date of ratification uf any bid on same by the council for the purpose of furnish ing to the city of Greenville and the citizens thereof and to any pipe line or gas company natural or artificial gas fpr heating lighting or power purposes gphh franchise and prr of said town for the purpose of laying building and constructing such pipe lines conduits pipes and suph temporary and permanent structures as may be necessary to put and keep in operation such plant as afore said for the length of time Station 3 The purchaser of such franchise shall be permitted the use of and granted a right of way over all public streets highways alleys walks public places of said town for the purpose of constructing its pipes lines eQndujis man holes and other structures aforesaid and to this end will be permitted to lay said lines under ground in said pub lic ways aforesaid or erect in the said ways and streets such as may be necessary to form means and conduits for conducting such gas to the place of use and con sumption and for operating said gas pjantj however such use of said streets and public pl3cc tq be so as not to obstruct public travel or iu terfere with public traffic and such be done under the super vision and control of the
