check to foward The pessimists say that Ihs tons greatness belongs to the past and that the city never can devulope much more anyway no matter how great an cfhm is put forth The optimists favor going forecasting or planning for the de velopement of a city commercially or otherwise it would be a serious blunder to ignore the phychological significance of such widely differing points of view of the citys future The mental attituJe of the citizens of any community toward its growth and future prosperity is an element of no mean importance in the shape ing of its destiny Confidence and civic courage have frequently had power to achieve that which doubt and hesitation would have rendered an impossibility and civic courage which are character istics of western cities help to their rapid progress A mission of Chicago citizens would not think of so much atten don to the doubts of the pessimists as does the body of clement Boston ians composing the metropolitan commission The Commercial clubs report on a plan of Chicago outlining a more ambitious project of improvement than that of the Boston commission contains no apologies of confident hope and for that reason the project is more likely to be realized Yet tvliat wjll move Chicago might not appeal B The community The confidence and civic fcGu rage of Chicago constitute no small of the citys large assets Tile Hopeful Fight for without succeeding in creating an epidemic or even killing a single rat De Kruyff ob tained more encouraging result by employing carbon disulphide in the following manner All visible rat holes were first stopped with earth for the purpose ascertaining which holes were inhabited for the inhabit cd holes were on the day Half a teaspoon ful or less of carbon disulphide was poured into each of these holes and after waiting a few seconds to allow the liquid to evaporate the mixture of vapor and air was ignited The result wus a small explosion which filled the hole with poisonous gases and killed all the rats almost instant ly A pound of disulphide costing about 10 cents is sufficient for more than 200 ratholes 131 dead rats were found in 43 holes which were opened after the explosion In two its correctness was questioned by some therefore we give the above sxotrn statement front Mr Sumner whom the of tIle county are acquainted with Railroad Money Used lo Pay for Covert Ifonse How Ihc Present Afalnstratton the County One IkoHsand Dollars a Year Whfin the question of financing the building of the court house was being agitated there was an the hands of the re ceircr of the railroad funds several thousand dollars which would not be needed for the payment of the interest on the bonds nor to liquidate any of the bonds before the year 1910 The question of the legality of using the funds was discussed Mr W O T B Panncll were sent to discuss the mat ter with the ablest attorney in this judicial district It was tits opin ion that it could be used He dic fated an order to Mr 3 elcher in the presence of Mr Iamncll and the order was brought Some and passed the fiscal court So as the legality of the matter no question dollars a If the couirly had borrowed one thousand dollar from either of the banks or from in in dividual it would have paid at least five per cent per annum This would have been one thousand dollars per your and would have been gone from the county As it is the interest goes from tne county fund into the railroad fund and pays one thousand dollars a year on the railroad debt As it can readily ue seen from the reports of the reeciM er published elsewhere in this issue that there wilt be plenty of money in the hands of the receiver to niece the payment of the 25000 in bUilds that become due Jitiy i 1910 since the balance as shown by the last re port is Dear Sir The platform which you are running as the Democratic nominee for the office of County Judge charg es mcompetency extravagance and mismanagement in county affairs against the present administration These charges are either true arc untrue If they arc true the voters might do well to accept your invita Iy th rt tin tion to vote for a change if they untrue Your platform is a catch penny scheme to decieve the people and sinks to the level of common slander I deny each charge and i man would ask no more than this at the hands of his opponent and I do not think an honorable opponent would be satisfied to grant less I invite you to meet me in joint debate before the people that the voters may know the truth I would be glad to have the entire record of administration made a part of the common of every voter in the county before he casts his vote and am willing to do all in my pow er to familiarize them with it I shall take your refusal to meet me in a friendly discussion of the issues as an evidence of your inability to sustain them Kindly favor me with an im mediate reply and oblige Yours Respectfully R O PACE Will the voters be deceived by the contentions of men who refuse to come out and lay their claims be fore the people and make their charges where they may be met and refuted we think not the people believe in square deal It is now up to Mr Rice
