juice has many proper it supplements the action of the saliva by converting the indigos ible starch into readily absorbablc and that of the stomach pcptonuing the albuminous sub stances It also shares with the bile the property of emulsifying fatty matter that is of dividing it into tiny droplets in the form in which it exists in milk In addition to these functions nvhtCh supplement those of the else without pay lug any lax whatever Under a prev ious law there was a penalty and law against farmers or anyone else for employing agents to drum their tobacco out in small quantities to the consumer in opposition to the interest of the manufacturer who pays a tax on all his sales Now the only thing in this Stanley adventure and feat is that the bill that he as listed in having passed that ii gives to the leaf dealer and to anyone the njjIU tQ sell leaf tobacco in small quantities to the oongunier hy l op lug a report of the same and it to the Government authorities this can be dune against the interest of the manufacturer who preys six oents to Sell hja product The bill that Stanley helped pass gives the right of way for a general leaf dis tribution without any tax In tSyo similar bjll was passed fur the bQ nefii of the farmer anti jn a jprt time leaf dealers warehousemen and peddlers were engaged in the lent distribution alt over the states section of country where no to bacco was raised wholesale yrqoery teen drummed it out to the retail trade and leaf tobacco was sold in small quantities to the ionbuiper the same as tobacco and the matter became general through put the entire country The manu facuturjng nterp3tH were greafly so much so that the revenue on tobacco was reduced and many manufacturers became discouraged in their businesg ant were intfucpd to consolidate and form what is known as the American Tobacco Company the law vajsrt forue li from 1890 to igQTf and it was fount that the revenue on tobacco was re duced about twelve million of per year and in 1894 the law was replaced and leaf distribution stop ped but the fanners were allpwcd as they ever had been to sell their leaf tobacco to anybody they without any tax or penalty the as they sold their wheat cOrn pbtatpeg apple product The Bailey and btaniey law being about the same kind of a law that was passed in 1890 will have about same effect and simply give leaf dealers ural anybody jle the right to speculate on raw leaf tobacco without paying any tax this will reduce the amount of revenue on loaacco did during the 90s and will not advance the price on tobacco for the farmer During the years that a similar bill was in operation the price of tobac co remained unchanged Now this whole scheme ts vole catcher and notoriety booster now the law cannot be much benefit to the tarn the few independent and free farmers cannot conveniently drum out their tobacco in small quantities in statee and sections where there is no tobacco raised consequently it will be left to the warehousemen and leaf dealers if there should be any to put it on the market in small quantities and sell it to the consum er It should be understood that file most of the tobacco raisers are and have been into asso cutians and have put themselves un der dictators and directors anti they are not allowed to sell thsir tobacco only through the agents and mana gcrs of the association and have to keep the tobacco in large quantities as barriers against time trustNow we think that Stanley should at the next session of Congress have a law or an enabling act for the managers of the dark patch association that will enable them to get better prices for the farmers of the association and to enable ihcm to reduce salaries ions and current expenses We think a law to that effect woujd giyc Stan ley more credit among the fanners than his effort in giving jfe Ipaf ers and warehousemen the benefit of speculation upon the farm products Now the dark patch tobacco asrtoct ution which was
