should cooperate on a basis of unity Even where two connecting railroad lines arc under different ownership good service to shippers calls for through routes and joint rates with through bills of lading More and more the railroads are coming to cooperate with one an other and with connecting lines of water transportation such as the ocean routes But the canals and navigable riv ers which properly are as much a part of the general transportation system of the nation as the rail lines are not recognized by the riers unless the water lines arc con trolled by them Even then the disposition is not to use the water lines to the limit of their capacity Commissioner Herbert Knox Smith of the federal bureau of in his report on water transportation just made public de clares is a public evil that entire transportation system of the United States should be as now at odds with itself through destructive competition while the transporta tion needs of the public suffer While rail and coast wise water traffic has been increasing Mr Smith points out the inland waterway of the United States has contin ued steadily to decline There is he insists no lack of freight to be handled in the Missis sippi valley At times there has been freight congestion beyond the power of the rail carriers to relieve Yet the river gets a decreasing share of the traffic This situation it is asserted justifies the general con elusion that rail competition is one of the most important factors in wa ter traffic The superficial observe is likely to remark that if rail competition fm v carriers are driven out of busi ness by the excessively low rates put into effect for a time in watertraffic territory by the rail lines which presently raise their rates again The rail lines are able to make these temporary low rates because their higher rates can be maintained at all times throughout the territory not served by water routes Economy of course requires that all lines of transportation water as well as rail be used to the extent of their serviceable capacity as they would be if one authority complete ly controlled both If the railroads are not careful their efforts to sup press water transportation will lead to a serious movement for govern ment ownership of railroads as the only means of insuring the fullest use of all transportation agencies of the country For Piles use Dr conditions They have warning notices a long time ahead They have called the fact that July and August are good months for moving coal be cause cars are available at that of the year If the weeks are allowed to slip away without much shipment of fuel the time for the crops comes and the are unable to do anything else except to attend to the needs of the farmersThis years warning to the coal shippers dealers and consumers tells of the certainty of bumper crops and the attendant certainty that the equipment of the railroads will be tested to its fullest capacity to move them If the dealers are wise the suggestion is they will get their coal in now fill storage room and be in condition to meet the of consumers lat er on The warning is little more than a modern form of the fable of antOne thing is sure The railroads have done their part since the cold winter of 1906 and 1907 to get the coal supply ready If an other fam ine in fuel should come there will be less sympathy for the people who clamored for coal on the distant docks which could be secured because of the failure of the rail roads to furnish cars To be fore handed is the part of wisdom If the consumer stirred up his dealer
