GREENVILLE KY THURSDAY JUNE 10 1909 50c PER YEAR IN ADVANCE New Theory on Tree Planting That it is better to plant fruit trees carelessly than carefully that they grow better in fact when they arc rudely thrust into a small hole and when the earth is rammed around them as in fixing a fence extremely heterodox is put forth by the duke of Bedford and Spencer U Pickering in a recent report of investigations at the Woburn experimental fruit farm Says E J the report It is an article of faith among fruit growers that fruit trees must be planted in a certain special way if success is to be obtained The soil is properly prepared a large hole is made wide but not deep the roots are carefully spread out in all directions and arranged near the surface with a slight upward hear ing at the ends The soil is filled in with many precautions Small quan tities of the finer soil arc first work ed in among the roots hollow plac es caused by archings in the stouter roots arc filled up and the rest of the soil is put in trodden fully down and the whole left to the compacting influence of the rain The tree is supported by stakes un til it is sufficiently firmly established All this according to the report before us is precisely wrong it is all exactly the opposite of what it should be The proper way to plant a tree is to make a small hole to double the roots up anyhow and stick the tree in throw in the soil it down as hard as if one were fixing a gate post The exper iments seem convincing enough They have been made at Woburn Harpenden Uedford various places in Cambridgeshire and in Devon shire 50 per cent of the sets showed in favor of ramming 27 per cent stowed no difference i e all the jelkborate detail of the ordinary i uni was simply 4 vatic ercnceby what criterion the trees are judged planting in this new way gives better results than plant ing in the orthodox fashion The reports issued from the Wo burn fruit farm are always interest ing becsase they deal with funda mental problems of universal impor tance and not merely with local matters No fruit grower could to make experiments himself on anything like the scale on which they are carried out at Woburn and walls of the larger vessels is reduced This leads to softening and then Nature tries to repair the damage by the only new tissue at her hand namely fibrous tissueLater these fibrous and thickened walls of the larger arteries may be hardened still more by a deposit of lime salts from the blood The arteriosclerosis so common in old age is the result of wear and tear An clastic tube dilated by to incur an indebtedness fn any amount fixed by the county not in excess of five per centum of the value of taxable property therein fur public road purposes in said county said additional indebtedness is sub tnitttd to the voters of the county fur their ratification or rejection at a special election held for said in such manner as may be provided by law and when any such indebtedness is incurred by any county said county may levy in addition to the tax rate allowed un der Section 157 of the Constitution of Kentucky an amount not twenty cents on the hundred dollars of the assessed valuation of said county for the purpose of pay log the interest on said indebtedness roll providing a sinking fund for the of said indebtedness Section 177 of the Constitution Kentucky forever prohibits the Stale from lending its aid to or in any Way helping the counties in wad building or taking any part what ever in behalf of the cause of Good Roads Section 158 of our State Constitu tion limits the power ot any county to become indebted more than two per cent of the thus making it impossible for the greater number of our counties to raise sufficient funds to do any road building at all Section 157 of our State Constitu tion provides that a county cannot levy exceeding fifty cents on each One Hundred Dollars of taxable property therein for any purpose whatever thus making it impossible for many of the counties to provide sufficient means to cicatc a sinking fund and pay interest on the debt created to As a consequence of three tions and restrictions of the powers of the counties and also of the Commonwealth of Kentucky good road building in Kentucky has been a thing of the past since the adop tion of our present Constitution This Constitutional Amendment will remove their restrictions which a barrier to the passage ot such a system of Road Laws by our Leg islature as will enable our counties and our State and perhaps our Fed cral Government to join hands in this important work of building and maintaining a system of improved highways in all parts of Kentucky and would mean more than all else for the comfort convenience and improved condition of all our peo pie if this Constitutional ment receives a majority of the vot es at that election it will then be possible fur Kentucky to pass such a system of Good Road Laws as are in effect in the States of New York New Jersey Connecticut Michigan Massachusetts California and Penn sylvania anti in fact every other State where progress and advance ment is being made In building and maintaining good roads prison tars without hope forever ship wrecked to fortune and to fame drifted by the wild waves of dis sipation upon the sea of life lashed and lost on the of ruin I shall refrain from any comment upon the great evil but shall now talk to you about the fight that has been and is now be ing made against this evil From far back in the history of our coun try the good people have been using every means
