review Six dreadnoughts and eighteen battle IIships formed the main forces two of the hig armoredcruisers plus types of the cruiser class the new destroyer flotilla and the oU andmore or less outworn tor pedo boats made up the column of which the auxiliaries formed thp rear To the onlookers who liner- the banks of the Hudson this armada appeared allimpressive In fact however the fleet was not homogenous It was a medley of types Many of the ships were I not modern and some like the Indiana and Iowa class have almost j J outlived their usefulness f Our dreadnoughts and nothing else counts today are too few iin number The United States will1 in 1014 float twelve of this type to Germanys twentyone We have not sufficient destroyers properl to guard the fleet and act as a screen against torpedo attacks Nor are the Ipresent auxiliaries like colliers and ammunition and repair ships strong in numbers The fleet which Secretary Meyer reviewed seemingly so impressive could not be maintained at sea for a long TJrliodliS there are not enough vessels to carry the coal There iis oJv one tank ship for the oil fuel of the new destroyers which burning no coal are help leas without oil And all of these are important parts of ahllect in being Our enlisted personnel is not large enough to man the ships built or building Secreta ries of the Navy have repeatedly pointed out that the officers in the higher grades are too old for their rank in comparison withother navies and that the present meth od of promotion is unsatisfactory The recent reorganization of the Navy Department has not yet been made permanent by law al though conducive to efficiency and public moneys are still wasted on navy yarns which are unnecessary to the unkeep of the fleet The burden of all this is not on 9 the navy The responsibility lies with Congress Whatever it may lack in material however the fleet itself is highly efficient Never has the spirit of the personnel been high er Ten years ago our ships could not hit a barn Today our target practice is as good as that of any of the great navies and in engineroom efficiency we are aheadof the world This was I proved by the railroadschedule made Dr Ethel Smyth Has Opera Produced and Orchestra Contains Several Feminine Performers For the first time in the history of English music women have been heard in firstclass orchestra Dr Ethel Smyth the first woman to have an opera produced in England is the pioneer of this project andi intawuced a woman flautist and per thrdrum into the orchestra which in magnlfit cent harmonies at a recent matinee at a London theater Hitherto a woman harpist is the only feminine gure which has appeared in first class orchestra the harp being whatt Dr Smyth describes as an eminent ly ladylike instrument She claims that women can look very pretty playing wind instruments and that their femininity need not have any effect on the volume of sound they produce The amount of noise is not a result necessarily of physique but rather of intensity of feeling this is Dr Smyths contention and iin intensity it cannot be said the women are lacking The songs iin which these ladies were tested were extremely difficult and very modern and have hitherto taxed the capacity of the firstclass male performer to the utmost but they stood the test admirably and there seems no good reason why in future the symphony orchestra and its prototypes should not have the dull monotony of its blackcoated music masters relieved by feminine frills IHE WAS WISE Conductor crowded street car Move forward please I test ofa public mans sues cess with the people is his ability to hold their respect and confidence Atman may be severely criticised for 11some individual act but no single to form the basis of popular judgment The man who wears with the people is the man worth while the man who serves the people best deedsmwill bear the scrutiny of time It is no indictment ofa mans sincerity or quality of intellect for him to possess the knack of catching the fancy of those to whom he speaks whether from the rostrum or through the press Indeed that is very necessary accomplishment indictmentnof him when he seeks no more than to gain superficial popular approval for purely selfish ends The people may be taken off their feet for the moment by an apt phrase but they cannot be kept off their feet by one They may ap plaud the eloquence of a demagogue at first but they will after a while find him out and reject him The people are ultimately correct in the application of their own test They often act by impulse and with error but they always come back finally to a sober judgment and then comes the reckoning for those who have played upon their credulity THEY PRODUCE HEAT Mr Smith My boy at college is going spots in Wash ington is the water lily farm con ducted by a woman who as a clerk in the treasury department lost her health Starting as an amateur cul tivator she has become one of the most prosperous producers of the flowers She purchased a few acres on the Potomac and caused an arti ficial lake to be made on her land by piping in the water She became fascinated with the work and willingly gave up her government position so she could devote her attention to the flowers Now she has ponds which cover five acres in which she is raising the flowers and many persons go to her garden at early hours of the morning to see the lilies in full bloom WHEN SCHUMANN WAS SORE An amusing story of Schumann is told by a Vienna critic The com poser once accompanied his wife who was even then a celebrated pianist to the palace when she went to play before the king of Holland and was gratified by the monarchs com pliments of her performance The composer was somewhat surprised however when the king turned to him and courteously inquired Are you also musical They say Schu mann was so indignant that ho didnt speak for an hour MAKES THE DIAGNOSIS EASY Doctor I suffer dreadfully from rheumatism in newspapers that a fifteenyearold boy is to be executed for murder in Arkansas The whole subject of capital punishment is certainly on trial ati present but the facts in this case are not quite so definite as they were made out In the first plat it is a mistake to suppose that the case has been before the Governor When the conviction was had in the lower court an appealwas prayed for and granted to the Supreme Court in which tribunal it is now pending Hence all the thousands of letters sent to the Governor were based on a misun derstanding If the Supreme Court affirms the judgment of
