publishing for the first time the free vote coupon which when filled out counts ten votes for any candidate Cut these out and deposit them in the big box in the ADVOCATE oflice These coupons count the same as cashsubscriptions Talk about going somethe way these pretty contestants in the ADVOCATES great Atlantic City contest are starting would certain ly bring joy to the hearts of some of these interest now in political questions among the people If we do not choose the right measures and the right men we must not complain ot bad laws or bad officers At present there is a tendency to revolutionize our laws and methods Government manytwe must not Samson pull down on ourselves and others the pillars of the tem pleMany reforms are being pro posedand many blessings prom ised that can never be realized The best guaranty to the people is the private life and past public service of the candidates and their standing as to ability unselfish ness and public spirit Party platforms must define general policies but the important details of bills cannot be discussed in advance The Lieutenant Governor should not be a partisan even for a good cause He must be fair and lion est and impartial as presiding officer of the Senate If shrewd and unscrupulous he can advance or retard many an important meas ure unfairly without seeming to violate his duty I nm a free and independent Kentuckian I am beholding to no politicians or clients that are likely to have a selfish interest in legislation at Frankfort I have never been a party to any political machine nor am I the sort of man upon whom the manipulators of such a machine could ever count for un niteducated in our public schools I have served in the legislature and in the Constitutional Convention and 1 have here and in other States done much work for the Democratic party When I was president of the Sixth State Development Conven tiqn which sat in Louisville for three days in November 1907 and had 238 delegates from 67 counties of the Commonwealthresolutions were adopted with my approval in favor of better schools better roads fair treatment and increase of railroads the improvement of our rivers the preservation of our forests and reasonable and just consideration of the farmer the mechanic and the business man and all our citizens Before the Third Annual Kentucky State Farmers Institute at Frankfort in February 1908 as an invited speaker I advocated these reforms nilsnodrfor due respect for the law While advocating and promoting these beneficent measures we must not make our taxes too heavy We must make a wise selection in choosing the channel into which our hardearned tax money shall go We must not be stingy and we must not be prodigal with the public money I have long urged that like Englund in the past thirtyfive years we must reform our llegal procedure and make it simpler and cheaper and speedier so that the property and life and egal rights may be made more secure for rich and poor alike The laws and the Courts and our public officersf alone can not make us prosperous and contented We must work harder and more wise Ir we must save more judiciously we must develop our resources and give higher education to our child ren and make all such improve ments as will better enable us to with and to outstrip our neighbors here and our rivals abroad I favor the election of United States Senators by the peo and the reduction of election expenses so that there may be a better chance in the public service foi the poor men of talent and integrity We are proud of the past but we offering a short course Amajority of the states in the Union have provided for the teaching of agriculture in their schools and it is only a matter of a short time until Kentucky will follow While the course as prepared for the coming season is especially adapted to the needs of teachers it meets equally well the needs of the practical or prospective farmer The outline of the work will prob ably be shaped much in accordance with that offered in the short win ter course which extends ten weeks The summer however offers many advantages which the winter course cannot enjoy such for example as visiting the growing crops on the experiment plots or at Elmendorf Elmendorf is a stock farm owned by Mr J B Haggin and is per haps the finest farm in the world having besides its cropping interests the very best of all classes of live stock and also what is probably the finest dairy barn in the world A year ago an arrange ment was made by which the Agri cultural College was given fulluse of the Elmendorf Farm the stu dents of course being the ones ultimately to derive the benefits of suchan arrangement This gives facilities to the Kentucky Aglcul- tural College which are enjoyed perhaps by
