Appalachian Mountains had fallen off 15 per cent in the last seven years and as the future supply hinged upon the control of these mountains the fact became startling If this mountain system were of any value to the states the gain in the latter would partly conceal the loss of wood but if steps are not taken to prevent the destruction of forests not only in the mountains but all over the country the American people will have to adopt the French plan of restoration which will amount to probably threa times the taxes now paidout on forest wood every year Mr Beckner of Winchester well said before the Farmers Institute held in this city that The hun berman is not the forester and it seems to me that the sooner we ascertain the object of forestry and apply the principles the better it will be As the forest is the most highly organized portion of the vegetable world it might be well to divide this broad subject into three parts First the importance of protect ing the wooded area Second the effect upon the topography of the country and third the disastrous results upon the forests and the people The late Congress says Current Events created forest reserves in the Southern Ap palachian and White Mountains Many newspapers say this is the brightest spot on the record of the Sixtyfirst Congress Studies of the forest conditions in the Southern Appalachians show that these lands are capable of pro ducing a much greater average of wood per acre annually and so witha whole forest protection wonders might be wrought Another important fact is the value of the mountains of Eastern United States for recreation The White Mountains for instance are used annually by thousands of people from every state iin the Union and from foreign countries as well No other section of the country is so accessible to many of the greater eastern cities The very existence of the region as a summer resort depends directly upon its protection as the natural beauty is enhanced by forest cov ering In vii w of several conditions it is c ntrileGovern ment should undertake without delay the acquisition of a definitely I restricted amount of land in specified watersheds in the White Mountains and Southern Appa lachians for the establishment of national forests By erosion is meant the uncovering and wearing away of the earths surface and if this is al lowed the topography of a country may be changed so that even the industries seek a new locality There is a great area now barren and eroded lands and considering the expense of planting timber anthem and the time before returns may be secured they are the most costly class of lands that can be purchased Nearly every acre of these lands is the watershed of a navigable stream on which for the removal of sand and silt tho Government is even now spending money in large amounts This sandand this silt now in the rivers have conic from the charred slopes of the lower elevations and if the forests were destroyed from the higher lands also the expense of e keeping the streams clear would be multiplied many times The influence of forests upon streams alone makes farming possible in many regions while everywhere it tends to prevent floods and droughts It is a well known fact that the cutting away of the forests may destroy the en tire community In one locality the cattle and sheep were turned into the once thickly wooded area the grass was all consumed leav ing the soil fully exposed to the rain great floods followed erosion took place beds of barren stones were spread over the once fertile fields by force of the water and many rich valleys were almost entirely depopulated The last is the effect upon the forest and the people The life history of a forest crop unfolding itself through the courso of several hundred years is full of strug gle and dangers in youth but is restfuland refined in old age Be sides the disastrous effects of lumbering the enemies of the forest are fire grazing trampling insects fund windand snow But fire is the enemy which cannot be killed Sometimes it itpartly benu ficial by killing the veterans and to promoting vigorous young trees to take their places but those which do the most harm occur usually in the fall At whatever time they appear their destructive powers depend very much upon the wind which by a sudden change may check the fire or may turn it off in a new direction and perhaps threaten the lives of the men at work by driving it sud denly upon them The means of fighting fire ore not everywhere the same but in every case a delay of a very few minutes may permit a fire that at first could have easily been extinguished to gather headway and get beyond control The whole country is beginning to realize the importance of pres ervation but as Mr Beckner says Lets not depend wholly upon the Government to protect our lands It would be better for each State to look after its own welfare and still better if each individual would take active steps in promoting this
