was propounded by a well known Ohio Republican recently in Washington to a group of Democrats with whom he was conversing No Well Ill tell you it means that the Electoral vote of Kentucky will not be cast against McKinley and the chanes are that itwill not be cast at ai1 I dont like the scheme it is prob ably a dangerous onebut you will see it carried out The geutleman then went on to state that Presidert McKinleys managers believe that there is gI eat danger of losing the Elec toral vote of the State of New York and the Electoral vote of that state along with the Electoral vote of Kentucky audthe other anti Admin istration states for the Democracic candidate would elect him by a mar gin of from 5 to 8 votes in the Electoral Colleg- eIt appears much easier for them to prevent the Electoral votes of TCentuccy frbnl being ca rforlbe ofiNew York andas they believe would accomplish the same purpose the ultimate election of McKinley He expressed tile belief chat it would be possible for the Demo crats on the issues crowding to the front and with a popular nomination tJto stand a chance of car ArIkansasda Georgia Idaho Louisiana Maryland Mississippi Missouri Montanna Nebraska Nevada New York North Carolina South Carolina South Dakota Tennes see Texas Utah Virginia Washington and Went Virginia with a total Electoral vote of 212 Or said he They may carry Counetticut and lose West Vir ginia f This would still leave them 212 They could carry Wiscon sin and lose both Connetticut and West Virginia without reducing their vote They could carry Michigan and lose Colorado Dela ware Idaho and Washington and have 114 Electoral votes With tndianua to their credit they could afford to lose Delaware Conneticut ahd West Virginia or Delaware Idaho Nevada Montana and South Dacota and have 212 and 211 Elec toral votes respectivily In any eventthe Democrats by carrying New York have an excellent chance to draw from the states they carried in 1896 enough votes to give them 212 vIthout Kentucky The 13 Electoral votes from that state would elect the Democratic candidate with one IvoteBut in my opinion the Elec toral vote of Kentucky will not be Counted for either side in 1900 I am not in favor ofthe contem late d iii scheme but I believe it will be car ried out With 212 votes for the Demo cratic candidate and 212 lor Presi dent McKinley and the legality of the I3 Electoral votes from Kentucky disputed they would be thrown out and there would be no election by the Electoral College as it will require 224 votes to elect Then the election would go to the House of Representatives and the Republicans having control of the majority in the state delegations in the House would cast the votes of a majority of the states for President McKinley and elect hin The gentlemen who listened to this remarkable iarratiou admitted that the scheme was entirely practicable provided the Democratic Electoral vote depended on the vote of Kentucky to be effective From the plan outlined it is not proposed that the Administration shall actively iiitefveue in Ken tucky affairs The formal recog nition will serve the purpose of keeping the state in a condition that will furnish a plausible excuse for au objection to its Electoral vote especially it it is a determining factorIn fact the groundwork has already been laid for two Electoral Colleges and two sets ofreturn rom Kentucky with an Adminis trati on President of the Senate tp pass upon toe questions ofopeni- ng and announcing theta Alter the Court of Appeals passes on the Governorship the question will be carried up to the Supreme Court and not disposed of there un til after the Presidential election T At one time it was intimated the Administration had about con eluded to actively intervene in Taylot s behalf and drive the Dem ocrats out at the point of the bayo nets but it soon occurred to the ad vocates of this scheme that to save the Electoral vote of Kentucky by this process would lose it in 30 or 40 other states A temporizing policy will therefore be pursued so as not to arouse the voters in the other states An open attempt to coerce the voters of Kentucky would react in nearly every state and the defeat of Mc Kinky would be more overwhelm ing than that of General Scott in 1852 Two state goyernments are to quarrel and wrangle during the Presidential campaign and furnish the excuse for throwing ont the Electoral vote on the ground that there was no competent govern ment and therefore could be no fair or legal election within the meaning of the constitution Nor must the point be overlooked that the failure of Kentucky- to have a voice in the Presidential election is just as valuable to Willr iam McKinley as would be a Republican Electorl College and a thousand times more valuable in the event ofa Democratic Elector College which was a determining factorsince the disfranchise of Kentucky would give him the elec tion at the hmdsbf the House of Representatives
