State Capital I Gov Taylor Issued a Proclamation Reconvening the General As i sembly at Frankfort The Troops Were Ordered Home But Litter the Order Vas Counter Vnmiided Courts Will Now Settle the Controversy Frankfort Ky Feb 11Nearly ev ery republican county committeeman came to Frankfort Saturday on the early morning train and also a large number of republican leaders from all parts of the state Several repub lican members of the legislature were among the number including Sen ators Kirk and Johnson and Representative Lewis Shortly before 11 oclock the doors of the capitol were opened and the state delegations went up to the assembly room the first time it has been opened since the shooting of Senator Goebel The republican chairman and members of the legislature refused absolutely to talk in regard to the objects of their visit The assembly discussed two propo sitionsone that the governor sign the agreement and the other that he refuse to sign and let the law take its course Judge George Denny of Lexington was elected chairman of the confer ence meeting and was loudly applauded He declared Taylor was elected governor by the voters and should not be forced to give up There was evidently much enthu siasm in the conference Nearly every time the door was opened cheers were heard from the outside Gov Taylor has definitely decided that he will not sign the Louisville agreement He made the declaration at 115 oclock as he came from the legislative hall in which he had all been in conference with the republican committeemen He hues decided to allow the master to be settled in the courts and will abide by their action The meeting was a long and excit ed one opinion from the first being against signing any agreement with the democrats which might in anyway be construed as a surrender of the republicans The feeling was also general that it was needless to keep up the fight as it had been conducted during the last two weeks It was then decided to allow the legislature to come back on Monday to discon tinue the sessions at London and al low matters to be settled by the le gal tribunals There is no doubt what the decision of the courts and legis lature will be as both of them have already gone on record as favoring the Goebel side of the controversy The following resolution was passed by the meeting Resolved That it is the sense of this meeting that Gov Taylor should not sign the agreement referred hint by the Louisville conference and that reposing confidence in his ability and sense of duty we are content to fol low his leadership after that refusal The resolution was passed after Gov Taylor had left the hall and was adopted with ringing cheers A small detachment of troops will be left around the capitol building to preserve order Frankfort Ky Feb 11Saturday afternoon Gov Taylor issued the fol lowing proclamation- The excitement recently prevailing in this city having to some extent sub sided and there appearing now to be no necessity for the general assem= bly to remain in session in London 1 do hereby by this proclamation re convene same in Frankfort Ky Feb ruary 12 1900 at 12 oclock noon VS TAYLOR Governor of Kentucky Louisville Ky Feb 11The execu tide and legislative headquarters of the democratic state government have been established in Louisville and the leaders assert they will bemain tained here as long as necessary The legislature has resumed its regular work with a quorum in each house arid Ieckham the democratic governor in lieu of an executive mansion has taken up his abode at Seelbachs hotel surrounded by his political ad risers Most notable among these is by force of circumstances Gen John B Castleman the adjutant general Upon him will devolve the duty of carrying out Beckhams purpose to protect his associates from armed in terference whether it comes from Frankfort or London or both Little can be learned of these defensive plans Gen Castleman declared no steps have been taken toward organ izing a military force The oily purpose of the proposed military organization said he is to maintain peace and so long as there is no disturbance and civil authority i rules there will be no need for the use of military force The democratic legislators are not so fearful of nrrest as they have been of lateVWe will not submit to arrest said Speaker Trimble We know our rights and will call upon the civil author ities to protect us in our resolve to resist any attempt of republican force to take us to London or any other placeFrankfort Ky Feb l2The state troops which have been on duty here for nearly two weeks have nearly all returned home only the soldiers from Covington Newport Lexington and Morgantown are camped in the Capi tal square Adjt Gen Collier said that only a few companies of infantry would be kept on duty here for a short time to do police work around the Capital square and guard the public building They would he said inter fere in no way with the actions of the members of the legislature and access to the legislative halls would be as free and unrestrained as it was before Taylor issued the proclama tion declaring Frankfort in a state of insurrection The members of the republican legislature are nearly all here No intimation has been received as to whether or not the democratic members of the legislature would adjourn their session at Louisville and come to Frankfort to take part in the general session It is believed here however that they will do so probably by the latter part of the week Plan of the Democrat Louisville Ky Feb 13The efforts of the democratic lawyers are directed toward mapping out plans to se cure the adjudication of the claims of Taylor and Beckham to the office of governor There is danger of a clash as long as the present positions are maintained Judge Pryor believes the injunction suit now pending before Judge Cantrill at Frankfort will be useless as far as determining the main issue is concerned because its object was to prevent Tajlor from interfer ing with the legislature or adjourning it to London A new start must be had and this will probably be by a suit at law in behalf of Beckham to establish the legality of the action of the legislature in declaring him elect ed and to secure possession of the of lice or by a petition in equity to re strain Taylor from exercising the du ties of the office of governor It is thought that sucltaeasewilIbe be gun before the end of the week The democrats will confine their ef forts to the state courts their con tention being that federal courts have no jurisdiction in the case The re publicans either by appeal or original proceedings before Judge Taft will endeavor to get their claims before the federal courts but their course will depend largely upon that adopted by the democrats- In both houses of the legislature was introduced a bill offering a reward of 100000 for the detection of Goebels murderer The Contestants In Court Cincinnati Feb 13In the United States circuit court of appeals Judge YoH Taft heard arguments for over three hours on the applications for in junction against the Kentucky state board of election commissioners and the contestants for the state offices other than governor and lieutenant governorThe court room was unable to hold all who came to the federal building for admission Very many of the visitors were from the Ken tucky side notably the plaintiffs against the state board who are citi zens of Covington The republican state officers were also present but the only one of the defendants in at tendance was Judge Poyntx of the state board There were quite a num ber present from Frankfort and Lou isville The plaintiffs were represented by Bradley Willson Sweeney and Yost all of Kentucky The defendants were represented by Scott Hendricks Ha gem and Maxwell After the conclusion of the argu ments Judge Taft announced to coun sel that he would announce his decision so far as the court having juris diction in the cases are concerned at2 p m on Wednesday next Taylor Asked to Withdraw Troops Louisville Ky Feb 13Although the protocol was not signed there is a truce in the fight for the state of fices to await action by the courts At Cincinnati the case involving the minor offices and Tuesday at Frankfort the injunction suit against GOV Taylor will be heard Both are likely to go far in shaping the course of the rival claimants There is much talk among Demo cratic legislators about passing a bill offering 100000 reward for the detection of the assassins of Gov Goe bel Such a bill has been prepared andit is believed will pass Senator Blackburn has been called to Washington on personal business leaving the diplomatic management ofCongressmanBoth houses of the legislature met again at the court house Monday When the house convened a concur trent resolution which had passed the senate was presented calling upon the Hon YoS Taylor to at once withdraw the militia and force of arnied men which he hall gathered about him at the state house and surrender the executive offices to J C W Beckham the lawful governor Un der the rules the resolution went over for one day The concurrent resolution offered Saturday was adopted providing for the appointment of a committee of three representatives and two semi tors to investigate the conditions at Frankfort as to the safety and advisability of resuming legislative session at the capitol The Troops Will Remain Frankfort Ky Feb 13 Another day of unbroken calm prevailed in Frankfort The republican members of the legislature met at noon and after appointing committees to in form Taylor that pursuant to the terms of his proclamation adjourning the legislature at London and calling it to Frankfort they had come to this city and were prepared to trans act such business as might become before them the governor acknowledged the messages and both houses ad journed There were nine members in the senate and 28 in the house The committee which was expected to come from the democratic mem bers at Louisville to report whether it is safe for them to como to Frankfort did not put in an appearance The republican leaders say that they expect nothing now to transpire until after Judge Taft in Cincinnati has rendered his decision on Wednesday At one time Taylor decided to order away all of the soldiers now here with the exception of a few for a per sonal body guard He sent for Col Williams and actually gave the orders for the moving of the troops but several of his friends urged so strongly that the soldiers be permitted to remain that he changed his intention and said that for the present at least he would not have any more of them returned to their homes The detectives working on the Goe bel assassination discovered a bullet imbedded in One of the trees hi the south side of the capitol square It struck the tree about 20 inches from the ground and almost on a line from the executive building and the spot where Goebel fell A block of wood containing the bullet was cut from the tree and is now in the possession of the prosecuting attorney Infirmary Inmate Has a Fortune XeniaVdr Feb l2 =Peter Co rry sane criminals to which he will bo transferred Murderer Hanged New York Feb 10James K Brown colored was hanged in the Hudson county jail at Jersey City Friday for the murder of Policeman Charles before the senate me senators who were ex pected to address the senate on the meas ure were absent on account of the funeral of Gen Lawton and an adjournment was taken until Monday House The house held only a short ses sion and transacted no business The evening session was devoted to private hills Adjournment was taken until Monday Washington Feb 10 Senate Senators were caught napping Just after the ses sion opened and with a thin attendance Senator Allen of Nebraska offered a res olution of sympathy with the Boers and the good offices ot this nation to mediate the differences between the warring bel ligerents It was read at the desk and to the amazement of Mr Allen no objec tion being offered It was passed Soon however the senators became aware of its nature and Mr Allen agreed to is now raging i n South Africa between the English and the Boers is something which has engaged considerable attention throughout this country At the outbreak of the war which was early in the fall Gen Buller pre dicted that he woulcljbe able to eat Xmas dinner in Pretoria the Capi tal of the Boer Government and his prediction was thoroughly cor roberated by the enlightened na tions of the world All nations thought it would only be a small job for the English to go right in and wipe the Boers out of existence but time as it does in all things has proved it quite different The English in every attack made have been beaten back with heavy losses and are today in a worse condition to conqer the Boers than they were at first It has been predicted by some great war ex pert that it would take an
