of Mr and Mrs Noblett and that of Mrs Mary Stedhorn the mother-in-laof Joseph Noblett were found by firemen on the fourth floor of the house after the flames had been extinguished Nobletts body was w w hanging- across the window sill burn¬ ed almost beyond recognition At 1 oclock Monday morning six persons were reported missing two of whom at that hour were reported dead The supposed dead are Joseph Noblett and his wife - A child The missing are Frank and wife and brother and At 130 the police said that the bodies of Joseph Noblett and wife had been found GEN CALIXTQ GAROA DEAD ffhe Distinguished Cubau Warrior and leader Died of Pneumonia in Wash ¬ ington Sunday Morning 12 Washington Dec Gen Calixto Garcia the distinguished Cuban war rior and leader and the head of the commission elected by the Cuban as¬ sembly to visit this country died here J Sunday morning shortly after 10 oclock at the Hotel Raleigh where the Cuban commission has 3iad its headquarters The sudden change from the warm climate of Cuba with the hardships he had there endured to the wintery weather of New York and Washington is re- ¬ sponsible for the pneumonia which rxjesudnhiG- death He contracted by the adop tion of American- standards with a view of educating the people in patriotism and self reliance resort to military power is to be had only when absolutely necessary and soldiers who do not respect the civil authorities are to be severely dealt with Gen Henry appeals to Porto Ricans to smother their political differences and to unite in behalf of their country In a second letter the military governor says I am anxious to have the people feel that they can be directly reresent ed here for the purpose of complaints grievances and recommendations At present there seems to be a feeling that the island is ruled by one man power which is a relic of the Spanish system I desire to learn so far as possible the views of the people and I therefore instruct the council to in form the mayors that they may send here on or before December 19 two delegates from each mayoralty one liberal and one radical to be chosen by the respective municipal councils In the case of a town where the two political parties do not exist or where one does not its mayor and council may choose non partisans in their best discretion The object is to enable me to come into direct contact with the people I reserve to myself absolute right to act as I see fit on the recommendations of such delegates and shall not be influenced regarding them by men now in office I shall listen to the voice of the people through their delegates and shall examine and consider what they lay before me particularly the complaint that an unnecessary number of officers are now connected with the vari¬ Bill Before
