In a meeting of the general and medi- cal oflcers called by you ac the palace this morning we are all as you know unanimous in view of what should be done ith the army To keep us liere in the opinion of every officer commanding a division or a brigade will simply involve the destruction of thousands There is no possible reason for not shipping practically the entire command north at once Yellow fever cases are very few in the cavalry of division where I command one one brigades not and the two yellow fever has oc- case of true curred in this division except among the men sent to the hospital at Siboney where they have I believe contracted it But in this di vision there have been 1500 cases of malarial fever Not a man has died from it but the whole command is so weakened and shattered as to be ripe for dying like rotten sheep when a real yellow fever epidemic instead of a fake epidemic like the present strikes us sis it is bound to if ac stay here at the height of the sickness scjsou August and the beginning Quarantine against malaria of September fever is much like quarantining against the toothache All of us are certain as soon as the authorities at Washington fully ap- ¬ preciate the conditions of the army to be sent heme If we are kept here it will in all human possibility mean an appalling dis ¬ aster fcr the surgeons here estimate that over half the army if kept here during the sickly season will die This is not only terrible from the standpoint of the individual lives lost tbut it means ruin from the standpoint of military efficiency the tof the army flower for of the American the great bulk of the regulars are here with you The sick list large though it is exceed- ¬ ing 4000 affords but a faint index of the de ¬ bilitation of the army Not 10 per cent THEODORE ROOSEVELT good as any regulars and as any three times as good state troops to Porto Rico There are 1S00 effective men in this division if those who were left behind were joined to them we could land at Porto Hico in this cavalry division close to 4000 men who would be worth easily any 10000 national guards armed with black powder Springfields or other archaic weapons Very respectfully as Theodore Roosevelt The following reply was cabled to Col Roosevelt Thursday Your letter of the 23d is received The regular army the volunteer army and the rough riders have done well but I suggest Expenses in Navy Department 5 Aug Secretary Long is now devoting a good part of his attention to reducing the expenses of the navy department which were so vastly increased by the war In this he is
