inakluz the 13th census He says To the average jltion who knuwtoilbut little about the work ot preparing the U s Census except to answer the i questions asked him by the enumeratjtor the amount Bf work done byfthu census bureau at Washington be tore the fasts and figures can be glvIy ento the public must be very vague a and Indefinite The Census Bureau Is i under the control of the Department of Commerce and Lator and employs I at present about 3iCO clerks The lawjpassed by congress providing for the i I thirteenth census specifies that the work must be completed by June 30th r 1911 So n Iargonarto thepresent fere have temporary appointments x a f their services will be dispensed v ill on or before the date fixed by I The first reduction of the force 1 v 4 occur next March and thereafter m time to tlma as the needs of tha- vrU demand There are as many or JT ire women than men employed In r Census Bureau There are same negro clerks here but their number is vary small when compared with the number of white employees The appointees come from all parts of the Lnlted States but principally from the States east of the Mississippi California sends only a few while Pennsylvania sends many Fully hree fourths of these In the census bureau have been school teachers Many of these have come to Wash ington only to work through the sum mer months during which time they can see nil places of Interest In the Capital City and will return home lu September The first appointments were given to those making the highest grades in the examination and this may explain why so many teach ers are now employed here as clerks June 30th 1912 may seem a long way ort to the outsider for the com pletion ot the present census but if does not seem so far away to one who views it from the inside and knows of the work that is to be done The enumeration returns from more than F0000 enumerators in all parts of the United States must be gone over sev eral times for errors and omissionstand thousands after thousands of let ters for Information must receive replies before the schedules are marked with final O K and passed on to tho Chief Statistician The work of the j Census is divided Into three divisions rite agriculture division has the work of correcting the farm schedules and oC collecting all ot the statistics to bo btalned therefrom The population t llvlsion counts the people and gathers the data concerning the population f 0C our country In this division there Is much work on what Is known as ard punching machines After each schedule Is fully corrected it goes totthese machines where the operators educe all the Information about each icrson to a small card by punching t ertaln symbols into the card There rust be one card for each person q h the United States and as the av rage operator can punch only about me thousand curds a day this work Clone will take 500 operators for the treater part of the twelve months i Ifter one months experience in operating the machines during which Imo they are expected to learn the details in full each machine operators placed on the piece price basis and paid 20c and 25c per hundred accord ng to the machines they used for the cards they punch Each operator must stand the loss for each card punched wrong This makes the work athcr unpleasant and much objection bas been made against the plece price bosls of pay I am In the Geographer division Whit I have learned something of the work of the other divisions In a gen eral way have tried to familiarize nyself of the york of this division la letall Does It seem that geographers vould bo much needed In making the ensue Nevertheless there are 60 clerkS to this division and 30 of them are on the permanent force and remain hero from one census to the ntxt This division must see that all peopll living In an Incorporated town ire not enumerated as living in the ountry are not returned as being IB an Incorporated town The greatest llfflculty lies
