moment to tell briefly a tow things about Indian apolU It Is tho capital of Indiana nod the capitol building was erected in 1888 at a coat 2000000 and Is ono of tho few public buildings over completed I within the original estimate of cost There is a government building occupy InK a block between Pennsylvania and Meridian streets which also cost J2 id 000000 A city hall building U now being constructed at a cost of 700000 A monument stands in the center of what is known as tho circle the etrectll run out from this circle as the spolcea from a wagon wheel and it Is tho float one ever erected in honor of tho private soldier and sailor It was erected by tho State at a coat of 500000 and dedicated May 1C 1002 to the pri vate soldier nnd sailor It Is 28JJ feet high There arc numerous met in Indianapolis March 14 and there was much diicusulon about Industrial Education Hygienic Conditions and Moral Ideate We shall not attempt an elaborate expose of the proceeding of the meeting but will make mention of a few of the most important addressed and tho thought presented therein On Tuesday after noon it was tho delight of tho member to hear Dr P P Claxton of Tennes see In an address entitled A Richer Moral Ideal Ho suggested elevating ideals He held children should bo taught that war Is Inhuman tending to bring only sorrow and poverty and desolation and that proper application of diplomacy and industry would avert future clashes between nations He maintained that universal peace and the disarmament of all nations can ro suit only from the efforts of tho teach ors in the schoolrooms of today and that such ends may be accomplished in tho course of two generations by in i structlng the child In life methods tend- Ing toward Industry and social advance rather than but if it had to change hands wo arc glad It got into tho possession of Mr Sauflcy lope your Wayncsburg correspondent will write oftener Wo are having as fino weather ns ono could wish Bnd the wind that wo had heard so much about before coming to Kansas has behaved splendidly so far but we are expecting it to do some blowing just any time during the month of April Tho wheat fluids are turning green since this warm weather faster than I havo ever seen before Two or three weeks ago it looked so dead that I felt like weeping over the death of tho 80 acre crop which I had bought Very late sown wheat Is no doubt damaged in this locality but the damage is not nearly so great Ita was first supposed So if tho chinch bugs and grasshoppers will lot us alone tho weather man will be good and that tall of Halleya comet dont brush us off the map in May Kansas may yet beat her last years Immense wheat crop which was moreI than 80000000 bushels Tho warm weather Is causing tho farmers to be gin In real earnest to prepare for the coming crops Some are taking advan tage of warm weather by shelling andt marketing their corn which is 8ellingt hero at from 58 to G2c at elevators or- t cars Others are making a raid on chinch bugs by burning out fence rows grass by roadsides etc Still others uro getting rid of straw stacks some by scattering on wheat others by burning as for myself this warm weather just makes me feel like hooking a team to the 40Olivcr and going out and turn- Ing over some of this prairie sod Out they tell mo to just walt Tho way it is done here is to wait till about April 15th then take four or six horses and do tho whole business of preparing ground and planting at ono trip About eight or ton acres a day for ono man and four horses then as soon as corn comes up go after it with corn sleds and cultivators Wo were sorry to hear of so much sickness and so many deaths in old Lincoln during the past winter and to hear of so much bad weather Now It was real cold here part of tho time 8 below was the coldest People here say it was the worst for 25 years but it was nothing to compare to what I have seen in Kentucky Thero was a great deal of rain hero in November then it rained on Dec 2 and 3 but since then it has not rained any except just a mist on Dec 4 It snowed some then on Dec 7 snowed more was about six inches deep which stayed on about five or six weeks with plenty of Ice Since then it has only snowed twice and only enough to cover the ground then We have no mud for oa soon as rain falls or snow melts the water sinks There are no springs hero and I havo only seen bno running stream in Stafford county Tho land is nearly level and not a atone Have good water at from 30 too feet The wells aro driven and most every one has a windmill for ready to do its part It df handsoIn the language of the poet now Is the time to subscribe SHELTON M SAUFLEY LEGISLATIVE DOINGS FRANKFORT March 12 Retrench ment and reform are proving the watch words of many zealous members of the Lower House during the closing days of the legislative session now that all the salaries desired raised have been raised and other measures backed by certain interests put through The de feat of the bill providing fora uniform system of inspection and accounting of the public offices of the State is one of the steps toward retrenchment which will hardly be appreciated by the peo ply of the State when it is properly understood Hundreds of thousands of dollars are being saved in the State of Indiana every year under this law which was recently enacted there as one o ttho pet measures of Gov Marshall I places all of the county officials upon a common system of record keeping EI that their business may be readily checked up by the State Examiner and inspector and a tab be constantly kept on their settlements with the State treasury An extra clerk or two would bo necessary in the State examiner am I Inspectors office to do this work and the watch dogs of the treasury barked at this and did not take into consider ation the immense saving which is made to the taxpayers wherever the law is In operation Will Shanks stood sponsor for the bill in tho House but could not get it through It was defeated by 50 to 39 after passing the Senate In an effort to elevate the bar of the State the State Bar Association fath ered a bill for a State Bar Examiners r but the House put its ban on the bill too THIRD TIME A CHARM After two successive defeats in the Senate Gov Willsons pet bond issue bill finally got through tho House when the executive waved the big stick of an extra session over the heads of the members The bill pro vides for issual of 500000 in bonds to help pay off the States indebtedness There is said to be much doubt as to the fate of the bill in the House By its passage of this bill or not the House may have the say as to whether there will be a special session HELM MAKES A JUT Congressman Harvey Helm of the Eighth district was in Frankfort Friday shaking bands with his many friends in the General Assembly and greeting politicians from over the State Mr Helm says that if an appeal is made to the State Central Committee which he does not believe at all probable that the higher tribunal will assuredly sustain the call for the primary on April 30th He does not believe that he will have opposition for a renomination and prominent politicians from over the State say that he has made such a splendid record that he should have none Some leaders here go so far as to say that when the State democracy looks about for a suitable candidate for governor next year it might do worse than to nominate Congressman Helm They declare that he has many elements of strength which many others who have been mentioned do not podliess INDETERMINATE SENTENCE LAW Gov Willson has approved the Inde terminate Sentence bill which makes it a law Contrary to general impression this law does not give the sentencing of criminals to the circuit judge but leaves it with the jury simply to con vict the law automatically sentencing the prisoner according to the degree of the crime of which he is found guilty If a man is found guilty of manslaugh ter and the law provides penalty say from one to20 years the prisoner comes to tho penitentiary with the indctermin Y 4 iI 4 ate sentence of from one to 2Q years the
