session has been more or less a mirror of their manipulations There are many strong fearless defenders of the rights of the people among the members but either they are so blind- sometimes that they cannot see thp nigger In the woodpile or they are so hopelessly outnumbered that there is little use raising a protest Like charity i the good name of democracy has been often used to cover a multitude of sins for which an accounting to the people will have to come sooner or later TO UELP TilE JAILERS The House today passed a bill which is designed to help the jailers of the State It allows them a slight increase in the price allowed to be charged for the feeding of prisoners Two compan ion bills are also before tho body and tho Jailers Association of the State is working hard to secure their passage Jailer W J Fitzgerald of Boyle coun ty president of the association is on the ground constantly and is doing good work for the measure The newspapers of the State appre ciate tho action of the Senate in pass ing the first of their libel law amend ments and hope that the House will do as well by it This bill saves the paper which may have published a 11 belous article from punitive damages in the event it makes a complete re traction as prominently the offend ing article appeared No reputable newsphper would knowingly libel any creepdmatter how carefully every crevice may be watched Every honorable publisher is willing to make full explanation and apology for a mistake and it is but right that it should be accepted by the therspirit in which it Is offered S M S SOME fellow asked in Congress a few years ago when he wanted some law passed in conflict with the basic law What is the constitution between friends Really it doesnt seem to amount to much between any body of law makers when it wishes to do any thing For instance the constitution provides the number of Appellate judg eg but when the court got behind with its business it practically added soothe to the number by getting the Legisla ture to authorize the appointment of a commissioner The constitution provides that the salary of an official shall not be increased during his incumbency but the Legislature at the instance of the circuit judges added 1200 to the salary of each by whipping the devil around the stump that is to say by giving them that sum for either acting or not acting as special judges We are raising no kick over the latter because those judges are underpaid W simply want to show how easy it is t evade the constitution when it is de sired to do so t TilE affirmance of the Court of Ap peals of the constitutionality of the Crecellus law making the purchaser of pooled tobacco and all other crops a punishable offense will prove of great value to the societies which are
