of extending trade Ho Insisted that subsidies had not built up the mar itimo Interests of tho United States I do not subscribe to that course or policy that would convert this government into a gigantic pawnbrokers shop In order to acquire trade declares Mr Helm 1 do not think wo are materiallyjmproving our trade rela tions with Central and South America by attempting to put men selected at Washington In control of tho govern ments of certain of these countries In my opinion it will require something moro than subsidy to overcome the ad verse feeling engendered by our present policy in that zone of the Western Hemisphere which should bo our best market am apprehensive that tho good ef visitipublics looking to moro cor dial relationships with these govern ments has been largely discounted by our more recent domineering policy there I fear some blunders and mis takes have been made That quarter of the globe is on tho eve of great do velopment from which wo are In posi tion to or the otherS- ENATOBlHUBBLEs POSITION Senator R L Hubble of the Lincoln district says that he has received many letters from constituents in the four counties he represents commending the course he has taken His friends say that attacks on him by papers in the district for his refusal to support the County Unit bill are purely gratuitous and uncalled for They say that Sena tor Hubblemade no concealment either before orjaf ter the election of his position hemade his race as opposed to further extension ef the County Unit law and was elected On the other hand his republican opponent ran as a friend of the bill and was defeated The INTERIOR JOURNAL does not believe that the temperance people of Lincoln county were deceived in the attitude of Senator Hubble He declares that he promised no one that he would support the County Unit bill as he considers that high licensed saloons with complete police regulations are much preferable to blind tigers However widely the INTERIOR JOURNAL may differ with Senator Hubble as to what is the wisest and best policy toward the liquor traffic it believes that he has maintained the one position upon which he has stood at this session both before and after election and is not to bo put in the class with those Senators who have openly and wilfully violated both writ ten and spoken pledges to their constituents BOND ISSUE BEATEN The Arnett bill for a bond issue of 2500000 was twice defeated in tho Senate but its friends think they may be able to get it through after all While the Senate was defeating the bond is sue the House passed a bill for issual of interestbearing warrants to help the State out of its indebtedness Re lief from both sources may be necessary before the deficit can be wiped out however Many of the members of the Legislature are wondering whether i they will be given any salary money on the first of the month when the other employes of the State are paid 01II The Legislators feel that they are asI much entitled to ttier- x money as other officials of the State and there is going to be a howl if any discrimination is shown Auditor James paid his clerks out of his own private bank account so that they would not have to wait for ready funds should the public excheq uer be exhausted before the ghost can walk Several Lincoln county farmers took much interest in the meeting of the State Farmers Institute last week and the election of a secretary to tho State Fair S T Harris and Sam Owens were here helping their good friend J W Newman who has made a big suc cess of the fair at Louisville during his previous terms The Institute got into the usual squabble over the election with the result that the courts will be Invoked to settle the troubles It was agreed that Newman shall hold on this is a great country It is also a country of varied climates While you are shiv aping from boreal blasts we are bask ing in the sunshine Tho air is laden with the perfume of flowers and resonant with the songs of birds The mer cury went to 55 yesterday but it was not oppressive and the nights are glo rious with their breezes from tho gulf refreshingClearwater Gulf of Mexico and about 300 miles South of Jacksonville Of tho many charming spots that we have visited In tho Land of Flowers this is the most beautiful with its orange groves palms and other rich foliage so strange tome to see in the dead of winter It is just like June in Kentucky though the warmth is not near so debilitating The unusually disagreeable winter has filled Florida full of Northern people while KentuckyalsofurnishesaliberalshareThere Ing John E Stormes and wife of your neighboring town of Lancaster and others of Garrard The largest hotel here the Verona is kept by a Harrods burg boy a son of exJailer Chatham and there most of the Kentuckians are gatheredThis indeed the fishermens para dice and the strings the lovers of the sport bring in would make the Stan ford Isaac Waltons stretch their optics I saw a man pulling up from the pier yesterday with a 20 pound sea bliSS which was as pretty a fish as I ever saw What vexes me is that when fist Is so plentiful and oranges can be had for the pulling that the hotels fre quently dp not serve either for break fast and often not fish for any meal while oysters are at many of the hos telries as scarce as in those thousands of miles from where they grow It seems to be the rule that those things are leaatjappreciatcd that are the most plentiful We and when I use tho plural pronoun LmeanlMra Walton Mary and myself spent a week at Winter Park another Garden of Eden before going to Tampa where your brother and mine T R Walton andlwlfe are spending the winter and enjoyed every moment of it The celebration in honor of tho Panama Canal was on at Tampa and the beautiful city was too crowded for comp fort so we came over here The Tam pa Bay Hotel on which the great Plant system spent threetmillion dollars and which is the fineatjin all these parts with grounds as beautiful as the building was filled to the doors although the rate was 10 a day and up The ho tots advertise the minimum price add- Ing the monosylables and up and it is always up when you apply and very much so While there arejhundredj of garden spots in Florida they are the exception not the rule fort the greater part of the State is the most Godforsaken desolate country tho crow ever flew over and took his rations with him to avoid starvation The people are as a general thing shiftless and indolent and do not live up to the few privileges they have It isentirely Northern men and Northernmoney that have made Florida worth coming to Plant and Flagler almost made Florida the former in his lifetime doing for the west coast what the latter is now doing for tho east Flagler is now building a railroad to Key West absolutely bridg ing a portion of the ocean in doing so His chain of hotels are all large and magnificent Tbe Poinceana at Palm Beach being the largest in the world its spacious diningroom seating 2000 persons Tho rates are almost prohibitive forfother than millionaires so we tarried4justlong enough to see it all It is on
