THE EDITOR FRANKFORT FEB 23After a four days recess tho members of tho Gen eral Assembly came back to Frankfort today and will try to accomplish some thing during the remaining days of the session Final adjournment willbe tak en on March 15 As the rules of both Houses provide that the Rules commit too of each has charge during tho last 15 days of the session those who are not next to that powerful clique will have to do some strenuous hushing to get by with any bills that the Rules body might approve of As Represen tative Shanks is one of the Rules com mittee anything that affects Lincoln county will be well taken care of Un til the last ten days of the session the Legislature can pass any measure It desires over the veto of the Governor if it desires Appropriations and other bills which might be endangered by the executive ax will doubtlessly be push ed through in a hurry by the Rules com mittees during the first five days of their power The law provides that any measure which has been passed by both Houses of the Legislature becomes a law after ten days without the Govern ors signature unless he vetoes it Within the last ten days before adjourn ment the Governor is allpowerful He has threatened to kill any appropria tion bill which does not provide the means for raising funds to defray It Some of the appropriation bills which will undoubtedly be pushed for paasage within the next few days will be those which set aside something like half a million dollars for improvements at the- State penitentiaries There has been much study on penology and criminology in some quarters of the State with in the past year or so The result has been a strong agitation for improved conditions of the convicts and better facilities for carrying on the work of reformation To read some of the dis sertations on the subject one would think that criminals ought to be sent to a kindergarten or Sundayschool at State expense rather than to be given real punishment for their rcisdeeds Many of the improvements suggested are really meritorious but a large part can be cut out and should be cut out both for the benefit of the taxpayers and the surer reformation of and real ization by the prisoners that they are not sent to the penitentiary to enjoy flowery beds pf ease but to pay the bard penalty of their wrongdoing The more comforts added to the prison life the less terror it will have for the crim inally inclined Some necessary improvements should be made but much good is being done under present condi tions in the Kentucky penitentiaries and there seems little occasion for the spending of a half million dollars more of the taxpayers money on them just at this time FINAL EFFORT FOR UNIT BILL From now until the first of March the temperance workers will make their final effort for the passage of the Coun ty Unit Extension bill They still have some hope at least tie more enthusi astic seem to but some of the cooler beads have already given up the fight and returned home The House may pass the bill and it may not it depends on whether it can be gotten out of the orders of the day before the Rules committee takes hold in the Senate After the Rules crowd gets into the sad die in the Senate it is all over as far as the Unit bill is concerned there sot there would be no use passing it in the House It may be done however just to put the members in the lower branch on record The Rules committee in the House is composed of a majority of friends of the measure but in the Sen i ate the opposlte is true Talk of bribery in connection with t the attitude of certain Senators on the Unit bill has about died out Tho investigating committee still meets at regular intervals It is said that nothing of a definite charactercan be learn ed A charge of bribery is very dim cult to prove whir Forth parties to the affair keep their shut Thero is no more talk of expelling Senator Jeff Watkins for talking about the ru mors relative to the matter though The papers in Watkins district have declared that they will send him right i back and heap still further honors up on him if the Senate should take such action TWO GOOD MEN Two neighbor Representatives to Lincoln have made themselves popular here this session by their conservative course on legislation and the zeal with which they have looked after their counties interests They are W F Pittman of Boyle and J 0 Bogie of Garrard What a contrast between the gentleman from Boyle this session and the one who misrepresented Boyle last session I Quiet and unassuming Mr Pittman has nevertheless always been f en bia job and has loyally reflected the r wishes of his constituents Mr Bogie r ia Garrarda first democratic Represen tative foriouryeara replacing a re publican who got in on the Willsoi landslide lie like Pittman bas taken things quietly but has kept in touch with affairs for his people and made himself very popular Both received good committee assignments and are recognized as two of the substantial and reliable men of the lower House STATE FARMERS INSTITUTE The State Farmers Institute is In session here this week A member of the StateBoard of Agriculture is to be elected from the Fifth Appellate dis trict in which Lincoln county lies and the packing of the county farmers in stitutes last year in said to have been for the purpose of securing delegates favorable to one or the other candidates for the place The election of a secretary of the State Fair held annually at Louisville hangs in the balance and goes whichever way the State Hoard goes Tho candidates for State Fair secretary are J W Newman who has had the place for two terms and Hu bert Vreeland Commissioner of Agri culture under the last democratic ad ministration At this writing every thing seems to favor the latter for the place Dr C M Thompson of Kings Mountain is the delegate from Lincoln county to the Institute and no better man could have been sent here S M S LEROY PERCY of Greenville was chosen United States Senator from Mississippi on the 58th ballot of the democratic caucus by a majority of five votes over former Gov Vardaman When balloting was resumed Tuesday night all of the candidates withdrew with the exception of Percy and Var daman the vote showing Percy 87 and Vardaman 82 The nomination is equiv alent to election A DELEGATION of prominent Ken tucky Negroes headed by Dr C H Parrish of Louisville called upon Pres ident Taft and urged the appointment of Albert S White as minister to Hay ti The delegation was introduced by Senator Bradley The appointment was urged on the grounds of the satisfaction it would afford the people of Ken tucky especially tho Negroes BY a vote of 16 to 12 the Watkins county unit bill was run to earth and strangled in the Senate to the discred it of the democrats be it said Bobbitts Plea For The Birds There are three principal kinds of bird known as game birds They takeI their respective names from their its First the campestres from cam pus a field Such are partridges rails etc The partridges am the most helpless in a deep snow and empty craw often starving and freezing to death by whole covies They pass their time on the ground eating seed and scattered grains of wheat corn and so forth They are of great use to the farmer in destroying insects and seeds of obnox ious weeds They never take up young corn although they are wrongfully ac cused of doing so I have been engag ed in farming and fine stock raising for four decades and formerly owned many copies of birds on a preserve and II know they never take up young corn They are entirely harmless and are of great use to the farmer and are a delight to the true farmer and naturalist If I have any left I would not have them killed for a dollar apiece They camp at night in covies on the ground and fall an easy prey to foxes and oth er kinds of rapacious animals and to hawks in day time In tracking a red fox in the snow I saw where he had caught two one night out of a flock They roost in a huddle with heads all looking out and listening for approach ing danger They cant see at night and with their many enemies tis a wonder that any escape As it is they are nearer termination now than ever before The other birds are sylvestres from sylva wood They are pheasants They bud in early spring and never eat grain Theirs is a plant and bud diet They roost upon the ground but not in a huddle but each bird to himself tho near eachother but not touching They are almost exterminated The third kind of birds are the aquatics as mal lards and ducks of all kinds of a wild nature Theylfrom aqua water frequent tho water and are migratory Of all the birds killed by man the dove is the most harmless of any doing much good and no harm Never let another dove be killed Hundreds of hares commonly called rabbits were drowned in their nests last spring and are now scarcer than ever before in Kentucky The squirrels are migrato ry often swimming rivers like tho Cumberland Now let us have a game law affording protection to all game for three years and give them time to replete their decimated ranks Let us be cheered in spring and summer with the honest Bob
