benefit to the State la to be numbered House Dill No 193 of which Mr I Shanks is the author and which pro vides for the creation and establishment of a Department of Uniform Accounting and Inspection of Public Offices The State Inspector and Examiner Ia made tho chief officer of the department with the title of State Inspector and Is to have two assistants appointed from the two political parties casting the largest vote at the preceding State I flection in addition the State Inspec tor Is tho power to appoint af ter competitive examination field ex aminers who aro to recelvo pay and their necessary expenses when actually on duty These officers together with the nee Mary clerical appointees constitute the working forco of a department which under tho further provisions of the act u charged with the duty of seeing that a uniform system of ac counting and reporting is adopted and followed by every public department whether State county city town school district or other taxing subdivis ion or unit within the State and in every penal charitable or other inttltu lion within the Stato supported in whole or in pert by the State or by any county city town school district or other taxing subdivision or unit within the State or In any institution to which either the State or any municipality within the State has contrib uted or contributes funds or property Separate accounts are to bo kept for every appropriation levy or fund and reports aro to be made regularly to the State Inspector oa forms furnished himUnder this s Item Keutucky for the first time will have a line on the financial workings of every public office and institution haphazard methods of accounting of supervision and ro PI porting will be replaced by prcacrlbed method and exact Inspection and the use made of any and all money belong Ing to the State or municipality can be determined At present Kentucky has no way of knowing what part of such fund is wasted The Shanks bill Is modeled on the law which a number of other States have adopted with are sultant saving of hundred of thou ands of dollars annually and an Increas ed honesty and efficiency In the public business Kentuckys financial status Is such that she can not afford to be In different to such questions A closer guard over the pits in which her mon eye are expended would produce bettor returns and permit of appropriations now declared Impossible for want of fund f The Shanks bill is nothing more nor leas than a proposal and a plan for the adoption by Kentucky of a builnea eye tem in her business affairs As such It is managing editor of the State Journal under Mr Walton With his courteous and gentlemanly manners he has won the good will and friendship of all the people here and he will leave not an enemy in the out flatfoot ed for local option and says it is time fer all political parties to declare them elves independent of the liquor inter I ests The saloon is generally allied with vice and the efforts of such con corns to control or dictate public poll I repugnant1 tainly used to debauch politics and pre vent Intelligent consideration of public Jf questions The democratic party at 1leastcannot afford to act as the mouth of the liquor interests and the sooner it declares that there is nothing t Jcommon between it and the selfish mercenary and conscienceless traffic against tho home the State faith and their promises 1 FEDERAL courts have time and again decided that the boycott is in restraint of trade especially interstate trade and therefore illegal but until the de cision of the court sitting at Danbury Conn against the union hatters for hadIr iwerepecuniarily responsible to the concerns i injured A verdict for 221600 r was given against 240 members of the t union and the decision per pear ad ditional to their regular salaries in return for serving as special judges in other districts when the regular judgeI is unable to Iproalde This brln salary of the circuit judges up to 420C a year Whether the Governor will veto the bill or not is not known but his disapproval will make little difference for the two Houses will pass it over his veto As a general thing the officials who serve tho Commonwealth are very woll paid but the most vicious watchdogs of the treasury had a hard time to find arguments to raise against this bill The best lawyers in tho State have little trouble making 3000 or more per year and tho cause of justice demands that none but the very best of the profession bo elected circuit judges There have been sever al recent instances in the State where circuit judges voluntarily laid down the ermine to enter private practice where their pecuniary return was so much in excess of the salaryjwhich has former ly been paid this division of the bench The Knights of Columbus a Catholic organization secured the passage by both Houses of a bill making October 12 Columbus daya legal holiday There was no opposition anywhere to this bill and it willbe readily approved by tho Governor COUNTY UNIT BILL A GONER Several backsets have recently been received by the advocates of the Coun ty Unit Extension bill in the House Its friends have been trying to push it for ward as a special order but have been unable to muster tho necessary two thirds vote to do so The sentiment In the House for extension of the local op tion law uniformly to all counties ol the State is considerably intho major ity in the House but is not nearly at strong as has6ecn the sentiment for the originalCountyJUnit bills in previ ous Houses A great many temperance representatives believe that the sufficientafor the present 4They vote day long against repealing the present law if it became necessary but are in no hurry to vote for further cxten lone ofnandhtake a wide prohibition bill last week He nor any of thelfrlcnds of the prohibition movement have any hopes of getting it passed Many of the strongest tern perence men in the State who are here do not hesitate to say that it would be foolish to vote Statewide prohibition in Kentucky before the Federal Inter- State commerce laws are repealed which permit the shpment of liquor from outside the State into local option territory They admit that the aboli Lion of the Ilquorbusnes3 in Kentucky under existing conditions would not only fail to stop the supply of liquor in the State but would add a tremendous burden of taxation upon the peo pie of the State to make up the loss of taxes should the big distilleries be driv outThe County Unit bill is certain to be passed by the House bfore the session is over but its enemies seem to have things so completely in hand that it will get through too late for any further serious consideration by the Sen ate even if that body was inclined to give itWOMEN LOSE THEIR FIGHT The suffragettes who have been in festing the capital since tho session be gan endeavoring to get tho Legisla ture to pass a law giving women the right to vote for election of school trustees practically lost all hope when the House Committee on Suffrage and Elections decided to report adversely on the bill The ladles had felt that things were coming their way when they secured a favorable report from the gallant Senators The members of the lower House committee were less chivalrous however for they turned a deaf ear to all entreaties and decided against the bill This means that the House will kill it Somebody said that the only ones who want women to vote are shorthaired women and longhair haired men but the delegation from the State Federation of Womens Clubs had some very able and brilliant wo men working for their cause and some learned educators as well as the editors of the two Lexington newspapers the reckinridgelbeing is a noticeable fact very few of the women who are in the front of the fight for woman suffrage have any children of their own to be educated under tho supervision of the trustees for whom they wish to vote- EIGHTH DISTRICT for auditor to succeed James This man is Insurance Commissioner Charles W Boll who also hails from old Mercer That Commissioner Bell has made a good official not even the rankest democrat will gainsay and if the republicans have to have the offices againwhich very few people here believe ho would make a fine auditor State Senator Joe Bosworth of Middlcsboro is also being mention ed for auditor however Bosworth Is a member of the famous democratic Bosworth family of Lexington and was a lifelong democrat himself until he moved to Bell county and got interest ed with other capitalists in coalmines He then turned republican but ho has always regarded progressive legislation favored by the democrats with such liberal views that the democrats char acterize him as an unusually good re publicanGeorge D Florence of Stanford was over this week on business with the auditors department and shaking hands with his friends at the capital Mr Florence is well known to the republi can leaders One of them remarked after ho had left Young Florence would be a mighty good man to have in the States legal department if we should manage to squeeze in again Hed just about fit in as third assistant
