death with butter is a homely old saw which has been demonstrated anew by the asso ciation of circuit judges There Is constitutional inhibition against the increase of an officers salary during his term but in order to gut around it the judges laid their heads together and succeeded in evolving the plan to whip the devil around the stump to the tun of 1200 a year apiece They prepar ed a bill which requires them to report to the governor when they have several days of vacation between courts an from them alone the governor is to ap point special judges For this wheth er they perform any extra work or not they are to get 1200 a year each in mileage and as there are 30 or 40 judi cial districts it will be seen that it is going to take a good bunch of money to pay the extra allowance largely more than the 30000 that Gov Will SOil has spent on special judges in the two years he has been the States ex ecutive The Senate has passed the bill and it is said the House will follow its lead If it does each judge will get a salary of 4200 a year and while the services of some of them are cheap at double the price there are circuit judg es in the State that are hardly wort that many cents That a majority o the judges should get more money i undeniable but it looks a little bad when those who are elected to enforce the law should lay awake at night to find some way of violating the drastic principles df it TUB Federal court of New York dis missed the criminal proceedings against the World for its publication in regar to scandals connected with tbe purchas- of the right to dig the Panama as a previous Federal court had di missed a similar indictment against the Indianapolis News for the same alleged offense The indictments were Instigated by Mr Roosevelt whose brother
