authority as their tenure of office is in the hands of the governor who is supposed to back and as a matter of fact does back the republicanimembere The scandal at the Feeble Minded Institute Is a strong argument agains- the bipartisan feature One party or the other ought to be responsible to the people for Itand yet neither has been so held by them generally- A lecherous old creature whose only claim to republican favor was that he had renounced democracy and become a turncoat was appointed superintendent of the Feeble Minded Institute many of whose inmates being so devoid of mind that they would starve to death at a table of food if they were not fed Taking advantage ofthe condition of one of the female inmates this fiend in human form detained her at his will and when the sin could no longer be bidden he was permitted to escape the wrath to come by flight and is still at large it now being claimed for him that he is crazy and in one of the South American republics So far we have observed no effort on the part of th Legislature to investigate this coos horrible of scandal to the end tha th se who connived at the escape o the brute or tacitly permitted It shal- be
