declared myself at Lancaster last Monday in joint debate with my opponent Judge M C Saufley and called upon him to publicly state his position on these questions which so deeply concern and are of such vital and farreaching importance to the welfare of the people of this district In answer to my demand for a public declara tion from him upon these questions he declared that he had voted against local option in the recent local option election in Llncolnjcounty and is opposed to it now He also declared that both the purchaser and the seller of liquor Illegally sold and bought ought each to be punished by fine which would multiply beyond measure the number of blind tigers and increase by a thousand fold the whisky traffic in the district This emanates from and is just what the remnant of the whisky people in Ken tucky wish incorporated in nil local op tion legislation By putting a penalty on the buyer as well as the seller of liquor it makes each of them inc m patent to testify against the other be cause neither the seller nor the buyer can be made before the courts to give any information in regard to the illegal sale and purchase because of the old well known principle of law which for bids the courts from requiring anyone to give testimony or information which would incriminate himself It my be seen at a glance that blind tigers which have the seller and the buyer tofcarry on the liquor traffic without the slightest fear of danger of being pun ished Bootleggers also would multi ply and become popular and every community and every crossroad would be cursed with
