reducelall the duties 20 or 25 percent and provide for any corresponding loss in revenue by the substitution of an income tax The plan has its advantage in that it will make plain to the country that the democrats are in favor of a reduction of tariff below the point desired by the republicans and in addition want at least a part of the burden to fall upon the wealthy class instead of entirely upon the consumer It is proposed to raise by the Payne Aldrich bill about 300000000 of revenue The democratic plan would be to cut this to say 240000000 and makeup the 60000000 by an income tax
