3rd Every candidate who desires tc have his namo printed on tho ballots to be used in said primary election shall on or before 12 oclock midnight of the 22nd day of January 1909 deposit with the treasurer of tho committee the sum hereby fixed as tho entrance fee in the race for tho ofllco for which ho is a candIdato said sum so realized to bo used In defraying tho expenses of the primary At time ago 1 made formal announcement of my candidacy for the democratic nomination for jailer of Lin coin county The knowledge that men desire to know more of a candidate than may bo gathered from the card of an nouncement prompts mo to me to make this public statement My entire life has been spent in this county so that it is useless to suggest the sources of Information concerning my standing at a citizen This race is for tho nomination of the democratic party however It may be roper to refer to my political life that you may know how well I may claim to- bo a member of that party Since I was 19 years old my unhesitating olio since has been given to the democrat- Ic party though my earliest service Vas rendered at a time when minority prevented my casting a vote In every jontcst that has been waged since my Irst vote was cast I havo both voted md done whatever was within my power to assist In tho election of the democratic ticket Though taking no cOQ ipicuous part in these contests I the prison was held in tho chapel of tho penitentiary Sunday norning George T Herr of Louisville a friend of Chaplain Severance was present and spoke from the fourth md 12th chapters of the 103rd Psalm The sermon was a strong appeal to the nun for gratitude to God for the rich provision made for the redemption of the race and urging them to accept of tho mercy of God and allow Him to remove their sins from them as far as the East is from the West The chapel was crowded to tho doors and during tho sermon that lasted an hour no one moved and none went out At tho close of the sermon the gospel invitation was given and a total of 52 men carne forward some to confess faith in Christ of these there were 37 and others to renew their vows Hundreds asked for prayer in their behalf Among those who came wero some of the hardest men in the prison ind more noted for insubordination and disobedience than for piety and moral ityBut the chaplain believes that the per cent of those who and most neglected The county should havo little to do with Its roads except to provide the more ox pensive bridges across tho water ways Turnpikes should be built and kept In repair by a tax on benefited property Such tax should be assessed by a disinterested committee of business men acceptable to those concerned but appointed by the county court and paid for their services by the court They should be required to make a thorough examination of property hear com plaints and make final reports from which there should bu no appeal A turnpike should be made when three fourths of the property assessed by tho county assessor votes for such Improvement each 100 of assessed property having one vote The turnpike should be built under the supervision eta com mittee of interested persons and be en tirely a business proposition The county should have little to do with it It costs the county 40000 to build and cover in a new court house while a private citizen can put up a better build ing across the street forlOoooands- o with a turnpike The roads belong to the people who live along them whether turnpike or unimproved and their property valua lion is enhanced or depressed by the condition of such roads All county roads should be under control of a commissioner appointed by the county court with a salary and till his lime should belong to the county He should be a many sided man A teacher as well as a stern county officer with authority to widen and straighten roads or move them in rare cases the bounty paying damages where property is more damaged than benefited lIe should be a man of persuasion or stern qualities as occasion demands Ho should make road building and road mending his constant study The county should furnish him with necessary tools for mending and re pairing in the several sections of the county lie shouldhave a horse and wagon sufficient to move these tools when most wanted and the farmers should keep him and his horse free when his work called him Each road or section of road should have a competent overseer appointed by the county court and every able bodied man between 16 and 60 should be required if called upon to give three days in the Spring and three in the Fall to the road or furnish an acceptable man in his place All freight wagons with nar row tires hauling loads of 1000 pound or up should be taxed out of existence by the Legislature when next it convenes Tires on such wagons should not be allowed to be less than four inches A tax of 1 the first year 2 the second and so on up to eight or 10 would put
