vested r with state rights for spme time to comePresident Taft at thevery outset decined to accept the constitution submitted With his blue pencil he crossed out several sections before sending it to the proper committee The committee not only deemed the changes of the president advisable j but went further and eliminated other provisions L When congress reassembles in January the entire constitution will probably be rejected and the act of annexation and statehood waived I tuntil a more suitable constitution is grafted r In the first place the constitution al convention which met in Santa Fe whenIIco from Texas The delegates not only decided to take part of Texas but they also decided that Texas should concede El Paso county to Old Mexico and thereby putan end to the border dispute Texas1 was never solicited to cooperate nor was the opinion of the Texas people ask ed 1r The delegates were veryf positive in the discussion of the matter that e Texas would be anxious to donate to i New Mexico one or two counties I just because the Lone Star state t possessed so much terriory Texas is a greet state It covers V + more ground than the entire empire of Germany but this is no reason why is should forfeit a county just to enlarge the acreage of New Mexi co nor is it a reason why the state should donate a long strip of land to Old Mexico just because there is a question as to the original boundary i line to be settled y New Mexico for years has sought admission as a stare and now she is standing on the edge of the family circle but before she will be taken in she must first adopt a constitution that is acceptable to the other f states Commercial Appeal j IiH ANNOUNCES CANDIDACY Frankfort Man Wants Democratic Nomination LrNr t Frankfort Ky Dec 29Robert- Department of Agriculture hav ing proved the process can be made a commercial proposition For sometime these experiments have been under way says the Progress Maga zine and now the department is utilizing some of the cornstalk paper for its correspondance and operates a mill which turns out the new paper of a highgrade by the hundred pound lot The experts of Uncle Sam says that a small commercial mill can be kept busy through the entire year by the stalks from the cornfields within a radius of eight to ten miles Perhaps it will not be many years before the farmer will look upon has stalks as the most valuable part of his corn crop If he can realize but half a cent a pound he will get more fpr them than for his corn at CO cts a bushel The problem of making cheaper paper to complete with the wood pulp article used for printing newspapersha3 not been solved yet though the investigators are hopeful What this will will mean can readily berealized when it is stated that about 35000000 worth of raw ma terial wood pulp is used annually in the papermaking business in this country That means a great many trees cut dovvij Tb eatalks are press ed until the nice aivery rich
