assets of the sinking fund more than equal that sum Wo havo increased tho annual appropriation for support of our charitable institutions from 250000 in 1SG7 to 500000 iu 1895 and while improving our judical system by increasing the number of courts and the frequency of their terms wo havo been compelled to increase our expenditures one of Ihc greatest items of which is the cost of criminal prosecutions and a not ceablo fact in connection with which is that tho increase is greatest in districts controlled ny Kepubhcan omcialn We have nev ertheless been able to decrease the etier rent rats of taxation for general rev nuo purposes from twenty cents on the one hundred dollars of taxable properfy in 18G7 to fifteen cents in 1895 The Democratic majority havo voluntarily increased tho annual expenditures for the support of common schools from 250000 iu 18G7 to about 2000000 in 1895 and by wisely providing separate schools for the two races aro today giv linr to thochildrou of tho colored race opportunities for education they nowhere else enjoy In tho face of unexampled difficulties the Democratic party has succeeded in wholly withdrawing convict labor from competition with free labor and in abolishing the practice inherited from tho Re- ¬ publican party of leading the convicts to parties interested solely in uiaHng profit out of their labor and in adopting the modern ard improved methods by which the tate and its officers tire made directly responsible for the management of our state prisons and under which our penitentiary system has been and is be ¬ ing greatly improved During the twenty eight years the people have intrusted tho Democratic party with the control of tho state gov- ¬ ernment its administration has been characterized by tho strictest economy
