His Talk to the People Winning I Many Votes I DOESNT POSE AS AN ORATOR l Word Pictures Not Needed to State Facts Plainly Republican Candi dates Clearness and Sincerity Carry ConvictionFrom decidedly apprehensive its to the outcomo of Judge Tafts speaking tours Republican leaders are now convinced tbajt ouo of the wisest mopes of tho campaign was the deer sion to let tho Republican candidate vISit as many sections of the country as possible between now and election day and talk to as many Voters as the time will permit When speaking tours for Tuft were first discussed the oppo Dents of the plan based their opposi don on the fact that as an orator Taft cannot bo compared to Bryan They nrgucd that Taft who males no pre tense to oratory would be placed at a disadvantage appearing on the stump against the mitten Nebraskan But Judge Tart himself solved the problem and cleared the whole situation with one sentence In Iris recent speech at Sandusky O I cannot dwell In the cerulean blue but have to deal with facts ho Ue dared It Is this dealing with facts Inn clear dispassionate manner that has made William Howard lift what he Is that will cause him to gait strength every time he appears In public Taftc best friends cannot claim for him that lie Is an orator But be can tell the truth and does tell It lie will not have to pail beautiful word pictures of wbat should be done He will not have to plead with silvery eloquence for the Alleged downtrodden nor call on tho masses to rise up stud sure the country from the ruin which Bryan has been predicting lend finding various panaceas for during the past twelve ears What Tuft has to do Is to state cold clear cut facts to tell the truth about himself to give to his auditors a clear and unmistakable Idea of what Taft the man Is uml what hu stands for And this he can do and do well Jly nature he Is frank and open It would be dllllcult for him to dissemble Jf ho wished to do so Already Taft has begun making serl ous Impressions on his audiences Bryan never tails to tickle his audiences In most Instances he arouses enthusi asm but It is an enthusiasm which rarely lusts Those who listen and applaud go away and fonrct With the Taft audiences It Is different By the clearness of his exposition and tho absolute sincerity of his manner he carries conviction i Ills auditors are soon Impressed by two things Tafts ability and Tafts sincerity A That man means what he says ism comment frequently heard after Taft i has spoken Another Taft character istlc that Is winning many friends for the Republican candidate among those who knew nothing of him before they saw and heard him Is his great cour remaillsifixed ing 400 union coal miners Ho told them about having Issued InJunctionsI I Issued them he the rights of the plaintiffs demanded It When J am on the bench 1 enforce tho law And I haveno apology to maker j slIIeuceapplause but Into enthusiastic cheers After the meeting they were heard ex pressing their views I That matt Is on the level said one 4IIe doesnt hand out any con talk Tie knows where he stantls and Is not afraid to come straight out with a thing He aint the orator Bryan Is but ho says things that Bryan wouldnt dare say- Unlike I many of Bryans Wtprnhecs K rafts utterances will bear Inspection j lie will make no declratlon that Is open to doubt I have to deal with facts he said In some of his speeches Bryan Intoxicated with tho sound of his own words frequently makes statements not entirely trust worthy Taft has been too hang on the bench too tong In high government po ltlons whore his utterances carried i weight to penult of his making earel less statements Furthermore Taft possesses to n marked degree the abil ity to discuss the most Intricate sub jects In the simplest language ITo proved this most conclusively at San dusky when he made perfectly plain to his the development of nntl alltlllImltatlonl talking about and understood tt clear ly yet there were few Ifi the audience who realized that he was discussing j abstruse legal problems without resort lag to bewildering legal phraseologyr As turns personal Taft and Bryan are nearly equal But where Bryans personality Is ono that creates Interest and enthusiasm Tafts Is one that Inspires affection and trust I fuinesslThat man has a fine face I would trust him anywhere said West Virginia woman who with as In 1000 and 1890 the dom haul voice In the Bryan campaign Is rfc voice of the parrot It Is just 111I Ibrill just as insistent and just mcanlnglescs as It was twelve years ago and Is hound to become quite ns wearisome to the public In 1800 the sleek green parrot of Rryanlsin teetered to nail fro upon his comfortable swing and screeched Free silver FreeHlIver That was the only phrase the bird could utter and Its illiiirml Iteration so exasper ated the people that they grabbed the noisy parrot trout ids perch and cast him Into the garbage heap But tho plumed nuisance survived and appeared In the campaign or 1000 with a brand new scream This time ImperlnllsmIWits ing thrones and tyrants bent on op pressing the people But It never scared the sane people themselves even for a moment They knew It was the same old parrot slnglng the same old tune with merely a change of words To every challenge to a Ills cussion of real political Issues the parrot made hilt ono replylunperla- llstarand again the feathered pest was torn from his perch and tuned Into the junk pile by the public whaw pitlencc he had exhausted With hU Inability either to charm or frlKlIttm no rudely demonstrated two succcMsIvo trials an ordinary parrot would have dedicated himself to a fu lure of silent meditation on the follies of talking too much But the Bryan punot Is an extraordinary parrot not an ordinary one tad the campaign of 1UOS finds him perched aloft again with another screed wherewith to affright the timid and amuse the thought ful Ills cry this year and Its accents show that It lots been rehearsed with rare patienceIs Shall the people rUle It llts the parrots voice to per fection nail thought It Is as empty his own head ho accompanies It usj an uprollhiT of his eyes that scare people If they could roget for I a moment that It Is only n parrot screech after The voice 1111Ichanged It s as and us lacking In the note of sincerity as It was twelve yenta ago Tho sense less shriek of Iree silver could not mislead the people In 1800 The alarm ist scream of Imperialism never dis turbed their composure for u single moment In 1000 And the shrill in suiting screech Shall the people rule can have lib other result than to provoke their angry contehipt In IOOS Parrot politics will not do this year Serious questions are before tho peo pie for discussion and settlement Pub lie attention be drawn away irony them either by the witless chat ter of parrots or the theatrical tricks of demagogues This Is no more a par rot year than was 1000 or 1800 I Mr GomperS betrays distinct signs of irritation because nobody thinks It worth while to get out an Injunction against his speaking his midi to the fullest extent Ho will awaken In November to the fact that there sagroat gulf Placing Nebraskan In I White House EVEN WITH SENATE OPPOSED Administration and Enforcement of Laws Would Bo In His HandsThe Treasury Would Be Under His Thumb National Banks Vojld Do at His Mercy Nobody with brains enough to get In out of u blizzard can have patience with the argument so complacently put forth bylsome of the Pryanltes who want to humbug others Into believing what they dont believe themselves that Bryan can do no harm should ht be elected The usual way of putting It Is that there will be a Kcpubllcnn senate and probably a Republican house and that Bryans hands will be tied even If his tongue continues to wag certainly n poor reason for elect ling a president even were It true But it is not true A grammar schoolboy who has studied the constitution of the United States knows that Of course Bryan as president lu face ofn sane congress couhl not pass laws But the whole administration Of national laws Including their enforcement which Is at least as Important ns pass ing them would be In his hands lie would have time treasury under lib thumb the national banks would beat the mercy of a comptroller of the currency appointed by him the foreign policy of the government would be di r ted by him null ambassadors min isters and consuls would be unused by him The army and navy would he IIIh der his command Collectors postmas ters and other officials of the civil sere ice would be nominated by him While he could not establish a tariff for rev enue only he could make things mrtcli smoother and easier for the class that como back from European trips loaded with all sorts of luxuries purchased abroad to the detriment of American laborThen he could smash any band that might offend him by not going Into his compulsory guarantee scheme just us his campaign treasurer Governor has kohl smashed the International Bank of Coalgate Okla to make n demon stratlon of the guarantee law for the Democratic Denver convention Oh yes Bryan could do harm so much harm that It might tithe the coun try many long years to recover from the damage done by four years or Bryan In the White House But Bryan will do no harms because he will not have the opportunity because tho American people are going to elect ns their president William II Taft the candidate of the Republican party the Impartial Judge tho con structive statesman the tuna of whom McKinley said He Is the broadest and most unselfishly bravoman I know and will carry tho constltu titn of the United States In his very blood assuranceIdetermined to have In the White house one whose presence there will be General Lnwton was killed In battle with Insurrectos In the Island of Luzon In 1000 while lighting at the head ot his troops A short time before the tragic close of his career hu had written to a Mr UransIconduct througi i ut that conflict cost so much alike to the and to the deluded Filipinos them selves amounted to moral treason and It will never bo forgiven by the sur ricers of those important as that of wageearaers or captallst The Republican party in the past twelve has aided the farmer in agriculture and in bringing to him the conveniencesof rural reaches millions of our citizens andtVee rural mail delivery now we favor Its extension until Very community in the land receives the frill benefits of the postal service We recognized the social and economic advantages of good country roads maintained more and more largely at public expense and less and less at the trtcnse of the abutting owners In this work we commend the grpwsug practice of state aid Nothing so clearly demonstrates the sound basis on which our com merclal industrial and agricultural Interests are founded and the necessity of promoting the present continued welfare through the operation of Republican policies as the recent Sato passage of the American people through a financial disturbance which if appearing in the midst of Democratic rule or tho menace of it might have equaled the familiar Democratic panics of the past We congratulate the people and hall with con fidence the signs now manifest of a complete restoration of businesss pros perilyTn all lines of trade commerce and manufacture The Republican party passed the Sherman antitrust law over Demo cratic oppositiqn and enforced it after Democratic dereliction But ex perience has shown that its effectiveness can be strengthend and Its real objects better attaIned by such amendments as will give to the federal government greeter supervisIon and CQPtrol over and secure greater publicity in the mmanagement of that ss of corporations engaged In Inter state commerce having power and opportunity to effect monopolies The Republican party deslares unequivocally for a revision of the tariff by a special session of congress immediately following the inauguretion of the next president In all tariff legislation the true principle of protection is best main tained by the Imposition of such duties as will equal the difference be tween the cost of production at home and abroad together with a reason able profit to American industries We favor the esablishmetnt of maximum and minimum rates the max imum to be available to meet discriminations by foreign counties against American goods entering their markets and the minimum to represent tho IAnother Republican policy which me normal measure of protection at homust be ever maintained is that of generous provision for those who have fought the countrys battles and for the widows and orphans of those wino havefallen The Republican party will uphold at all times the authorIty and Integri ty of the courts state and federal we believe however that the rule of procedure in the federal courts with respect to the Issuance of the writ of Injunction should be more accurately defined by statute and that no injunction or temporary restraining order should be Issued without notice except where irreparable injury would result from delay lu which case a speedy hearing thereafter should be granted The Republican party pledges Its continued devotion to every cause that makes for safety and the bVterment of conditions among railroad employers The Republican party recagnlzes tho special needs of wageworkers generally for their wellbeing means the wellbeing of all In the interest of the great mIneral industries of our country we earnestly favor the establishment of a bureau of mines and mining Wo approve the enactment of the railroad rate law and the vigorous enforcement of time statutes against rebates and discrImInations believe however that the Interstate commerce law should be fur IWeamended so as to give railroads the right to make and publish traffic subject to the approval of the commission but maintaining always the principle of competition between naturally competing lines and avoiding the common control of such lines by any means whatever thei1We adhere to the Republican docterlne of encouragement to American shipping and urge such legislation as wni revive the merchant marine prestige of the country The many wise and progressive measures adopted at the recent session of congress have demonstrated the patriotic resolve of Republican leadership in the legislative department to keep step in the forward march to better government Notwithstanding the indefensible fllbustering of a Democratic minority in the house of representatives during tho last sea slop many wholesome and progressive laws were enacted We favor the establishment of a postal savings bank system for the convenience of tic people and the encouragement of thrift 0 The Republican party is committed to the development of a permanent currency system responding to our greater needs and tho appointment of the national monetary commission by the present congress which will Impartially Investigate all proposed methods Insures the early realization this purpose 11oCThe Republican party has been for more than fifty years the consistent of the American negro We declare once more aud without reservation for the enforcement in letter and spirit of the thirteenth fourteenth and fifeenth amendments to the constitution which were dlslgned for the protection and advancement of the negro and we condemn all devices that have for their real aim hIs disfrancbltemenl for reason of color alone as unfair unAmerlcari and repugnant to the supreme law of the land IWe call the attention of the American people to the fact that none of great measures here advocated by the Republican party could be en acted and none of the steps here proposed could be taken under a Democratic admInistration or under one in which party responsibilIty is divided The continuance of present policies therefore absolutely raquires the continuance in power of that party which believes in them and which possesses the capacity to put them Into operation always the most ignorant people who are afraid of their ignorance being discovered If you for the duties ot lire and understand the responsibilities as well as the opportunities ot American citizenship The Republican record consists In part ot the creation or the protective which has not only made the American mechanic the best paid workingman In the world but has also made the United States the fore most manufacturing nation on earth It has demonstrated that the nntlo Inl energy which produces raw cottlwool copper and Iron ore can trans form these elements Into finished products and sell them In competition with the products or tree trade labor In the markets of the world Itepublican statesmanshlll enacted the eight hour law It has steadfastly fostered the spirit of good will bn- tween employer and emllloyo It has constantly favored arbitration as a means of adjusting labor controversies It has Instituted wise measures to protect employes from accident In mills and mines and has led he move ment to establish an effective system ot factory Inspection The law requiring the use of safety nppllunces on railroads Is a Republican measure Rerlllbllcnn policy favors an employ ers liability law the restriction of child labor and the protection of free honest talk oC- war between the United States and Japan was delivered In Toklp on Monday evening September 30 ot last year The occasion was a ban quet In his honor the hosts being the municipality ot Toklo and the Cham ber ot Commerce of the city The labor troubles on the Pacific Coast which bred persistent rumors ot Impending hostilities would have been dismissed by Mr Taft In his speech with little more than a passing reference It indeed he alluded at all to the subject Ills plans were changed almost on an Instant the morning of the banquet His attention was di- rLcted to a cable dispatch In the local newspapers stating circumstantially that our State Department was weary I of the dliliomatic hectoring of Ja pan and was about to deliver to the Emperor an ultimatum This could scarcely sllell other than war or a back down by Japan Mr Tart pe- rusedI the dispatch carefully and quickly formulated what seemed to him the proper course to pursue lie devoted the remainder of the day ton preparation ot the speech Cotnpar lag its brevity with the amount ot- t time and thought ho expended on It one mny allilreclate tho measure of dirt with which Mr Tattregartt hat ho was going to say Everything presaged that the Japanese would receive Mr Tafts speech as they did No representative ot the United States Government upon whom might have devolved the duty of so frankly discussing the deli cate subject of war between the two countries would have been accorded a more respectful hearing than Mr Tart Neither was there another American In whoso Integrity of pur pose and depth of honesty with the will and the ability to utter the truth reooseIofficial message to the Japanese Ho merely took It upon himself as a sen sible man and In the light ot a patri otic duty to both countries to do what ho could personally to put a stop to that nonsense as lie prl- vatplY termed It In part Mr Taft said War between Japan and the Uni ted States would be a crime against modern civilization It would be as wicked ns It would be Insane Nelth noriGovernments of both countries would strain every point to avoid such an awful catastrophe What has Japan to gain by It What has the United States to gain by It Japan has reached that point to her history whom she Is looking forward with con41dent hope to great commercial conquest She Is shaking off the effects of war and Is straining every nerve for victories ot peace Why should the United States wish a wart War would change her In a year or more Into a military nation and her great resources be wasted In n vast the abuses which accompany such material development and Is ongaged In an effort by process ot law to retain the good for her people and to sup press the evil Why should she wish war In which all the the grossest violation of Its obligations to the Philippine people No other course In honor la open to It Under all these clrcum stances then could anything be more I wicked and more infamous than the l suggestion of war between nations who have enjoyed such a time lion orerl friendship and who have nothing to fight for7 In the fervor of his protestations I ot American amity for the Japanese olr Taft kept far away from the over sentimental vein which might have laid a less experienced statesman open to the criticism ot administering i soft solder to the Emperor and his I ministers Through the entire speech I ran a broad blazed trail ot American spirit and fearlessness TAFT INDORSES KANSAS IDEA In unison with careful business men Irrespcctlvo of party affiliations In regarding the bank candidate for Governor of lan sas Mr Taft thus indorses this plank I nerve with you that the action of the Republicans ot Kansas to an enabling act by which hanks In Kansas may voluntarily guarantee each others deposits Is very different from the proposition In the Democratic plattOlm enforcing a tax against all banks by which they are In effect to guarantee the recklessness and dishonesty of every other hank r sincerely believe that the proposition In the Kansas platform avoids altogether the objections which I urged In my speech of acceptance to the Democratic prop sVtlon for a national enforced Insurance of deposits In all banks The Kansas proposition comes within the saving clause which I expressly insorted to show that the objection I had to make was not applicable to such a system NEARLY ALT NEGROES FOIL TIT It Is significant that many of Mr Tarts visitors are negro clergymen who desire to assure to Republican candidate of their support Rev C S Gee ot Greenfield Ohio who corrupt ns the open purchase of votes at thin polls Will the Dml1ocray never learn Can the loaders of the party which accepted Bryan ever got Into their heads the tact that the United States Is not a little Nation that there Is nothing small or petty about the American people as a people that they want to lead not to follow tar elvlllzatgoing and are willing to pay for It They want the rural free delivery system they want the best seamen at good wages for the American navy they want the Panama Canal and they want Tart and Sherman for thesthem A TIrIIAX FOR TAFT Tillman Is n name so Intimately as Repubslican that It not to comment should one ot that name and particularly of the Immediate family of Senator Den It Tillman of South Carolina be found outside the Democratic ranks This Is however so In the case of the pitchfork Sena ofoLynchburg come out for Judge Tart and this Is how It hap posed theyas States of Virginia North Carolina and South Carolina He has found that FARMERS RICH What Republican Administrations Have Done to BuildUp Our Agriculture ACHIEVEMENTS OF SCIENCE Expense Which the Bryan Platform Calls Unnecessary and Waste ful Consists In Large Part of Money Used In Research at Home and broad For the Farmer Benefit Tuft In Favor of This Policy and Will Maintain It la Its Present Efficiency It is not alone In building up nome markets for the American farmer and keeping those markets tor him when built up that Republican Congresses and administrations have aided the farmer to become prosperous and In dependent Tho Increased expendi tures of tho National Government which according to the Bryan plat form are unnecessary and waste expensesIncurredculture In scientific research at home and abroad for the farmers benefit Strenuous efforts have been and are being made to encourage the home production of articles we have been Importing from foreign coun tries During the last eleven years that Is the period since the Democracy went out of power at Washington there has been an Increase In the production of sugar from beets which makes the product of 1907 amount ing to 500000 tons over thirteen times larger than that of 1896 and its value fifteen times larger Eleven years ago we produced only one fourth of the rice consumed In the United States but thanks to tho fos tering work of the National Government under Republican administra tion the rice growers now produce more than sufficient for home con sumption and markets are being surplusResearch of Soils produce which we have been paying over 20 000000 to foreign countries Nearly fifty millions of bushels of wheat are being grown In regions of the United unproductive of explorers sent out by the Govern ment who have searched for and pro cured In foreign countries grains and plants suitable for our various soils A thorough system of Inspection Is maintained to prevent the Introduction from abroad of diseased animals and the diseases of domestic animals are being studied with a view to their complete eradication Diseases of fruits vines wad vegetables are closely followed up with remedies In tended to prevent or cure and the civilized world has had occasion to admire the persistence with which agents of the Department of Agricul ture have sought out and found Innocuous Insects whose nature It Is to prey upon and destroy other Insects that were a pest to American orch ards vineyards and gralnfields These efforts have been successful In a de savingforsumers generally The Moat Inspection law nnd the Pure Food and Drugs law have been of Inestimable benefit not only to the farmer but to the community at large and even If standlnJalone they should command the gratitude of the whole country for the party which Is re Theselawspelled a number of fakes and frauds to get out of business and many oth whattheytheUnitedbalance of trade Instead of being theRepublicanlongs the credit of aiding the farmer oftwentiethadvantageous position which he occu aRepublican wllhtheas In the past and every new problem as It arises will bo met and solved with the same persistence and success As the Dryan platform has al ready denounced the Increased expenses of Government as unnecccj sary and wasteful there would be very strong reason for believing that with Bryan at the head of affairs the Agriculture ed to a degree that would seriously theinterestspresent point however to an over whelming victory for Taft and Sher behandvindicatingthepeople and their contempt for the chi canery deceit and Imposture which are the stock In trade of Bryanlsm REFUSE TO FOLLOW GOMPRKK Although ho had men on hand to work hard for him President Gom pers of the American Federation of anythingforvention of the Maryland State Federation of Labor The convention turned the Jompers resolutions down flat What It did however was to adopt a resolution touching oa the question capittl follows That It Is tho sense ol the con vention that wo put aside so far as possible all party reeling and seek to elect to office both National and State only those erEons in whom we can safely rely for fairness and consideration What chance has Bryan for the support of sane clearheaded men like those who mado up the Maryland convention I THE FRIAR QUESTIONIN No other problem In the readJust- ment of conditions In the Philippines gave Mr Taft more and deeper con cern than the friar question The moral and religious progress of the Islands and to no small extent what political progress was accomplished tbeIa ty tianity from Mohammedanism and pagan worship They became dom inant even above the civil arm With the Increase of their power abuses crept In until In the latter days of the Spanish occupation the friars had reduced millions of Filipinos to a state amounting to vassalage practicing excessive extortions upou them in the name of the church mistreating them flagrantly and charging them excessive rentals for the little farms upon friars lands which the priests compelled them to tenant and till Although Intensely loyal to the church the Filipinos against the friars and were In rebellion against them when we took over the Islands The union of church State they regarded as andIfor that was the way It had been centuries The priest was given plete supervision and power over the municipal machinery of his town They were loath to believe Mr Taft I when he told them that with us the I church had nothing to do with too State The situation between tLc natives and the friars had to bo settled and speedily It appeared best that tho Philippine government purchase outright the friars lands and resell them to the tenants or whatever pur chasers offered But tho consent of the Vatican had to be procured It also was Imperative that tho friars be deported transferred to other fields and that priests strange to the Philip pines be Installed In their stead So long as the friars remained there was certain to be friction and turmoil Neither Mr Taft nor any of those associated with him had th3 most re mote thought of lessening the author ity and spiritual power of the church In tho Philippines The matter was grounded upon expediency and was gone Into like any other piece of business diplomacy statesmanship whatever It may be called Mr Taft visited the Vatican armed with authority to pay 7000000 from the Philippine treasury for the friars lands It was a good bargain for the church The offer was accepted the friars gradually were withdrawn and so with a minimum of friction Mr Taft wrote Finished at the end of an enterprise which by Its delicacy tested even his and I matic Speech Is there one who does not believe In his heart of hearts that the selection of Mr Taft by Mr Roosevelt as his candidate for the Presidency at the very moment when ho himself was thrusting aside the Presidency was with the honest pur powj to secure the best possible ad ministrator of the great policies that were dear to his heart Evidently one of Mr Bryans chief ambitions Is to prove that Lincoln didnt know what he was talking about when he said You can fool somp of the people all the time and all of the people some1 of the time but you cant fool all the people all I be a menace They areto Bryans success GOMPERS IN THEORY I AND IN PRACTICEI Political theorists In Bryan have an awful time applying their th3orles to their own practical affairs of life They wont work somehow and when the application shows how untenable they are tho advocates are driven Into an awkward plight This Is Illustrated In the case of Mr Qompers concerning which the to say and other The chasm appears If one con trast what Compare Is saying from the platform with what Gomperrf has just done Before a Washington court On the platform Gompers con tends that to deny a trial by jury in contempt cases is a subversion of a primary rightIs so enraged at the Republican candidate because he stands by the law as It has been handed down by unnumbered genera tions that lid demands his defeat This is Gomper in theorya man who Is exploiting a proposal which ho does not understand and of which his hearers understand less I Gompers In practice In WashIng- ton was before a court on charges that he had shown contempt of court by what ho had said In the American Federation concerning the Bucks stove litigation The circumstances I I of the alleged contempt were such as The court was about ready to author ize steps leading up to an empanelling of a jury when Gompers through his attorneys withdrew his request for a trial by jury lie preferred to have the judge hear and determine the Issues than to have them submitted In all to avail case more to expose the hollowness of the In which Gompers Is engaged IIWMMWIS TO All TAFT Activity among commercial travelers In the campaign for the election of Tart and Sherman Is now showing Itself and promises to be a very po tent factor In vote getting It will bo undertaken In an organized way by the Commercial Travelers Sound Money League whose slogan Is Taft and Sherman and the continuance of prosperity The league was the first society of tho kind to Inaugurate the system of noonday meetings which It did In New York City in 1896 It claims upward of 200000 member about 75000 of whom come from New York houses Colonel John L Shepherd chair man of the Executive committee of the Jewelers Association Is tho pres ident of the league Other prominent members aro General Joseph W Congdon president of tho Central Dry Goods Association George F Victor one of the largest Importers and exporters In America William E Webb of the firm of James H Dunham Co Walter Scott of tho firm of Butler Brothers Sc Co and 1 L Hall Jonas Langfcld IK vlcoprp8 Ident of the league Uncle Henry Watterson declared In 1896 that the three Rs of Bryans campaign were Repudiation Riot and Ruin In those days Uncle Wntterson knew what he was talking about but nowwell dont auk foolish ques tions There Is talk of apathy It will disappear as soon an Bryan swings around the elrcln JI TAFT THE BEST EQUIPPED CANDIDATE No candidate who has appeared for the Presidency has had just the equipment that Mr Taft has The country has turned to for bl h public service where the exercise of rare legal learning had to be com bined with extraordinary requirements In administrative ability Speaking editorially as to this equip ment the Philadelphia Public Ledger has sayOfPresidential candidates within the memory of this generation Taft Is unquestionably the best equipped In training and experience and In wide and close contact with large affairs In one Important respect his equipment Is unlike that of any of the Presidents no one of whom had ever served on the bench With the exception of those nominat ed on their military records and two or three who had been Governors of their States the Presidents have been men whose political training was In the legislative branch Taft was never In Congress or even In his State Legislature He Is wholly with out personal experience In what is called practical politics He was edu cated for the bar early became a I judge the holetrend of his thought and of his ambition has been In the I line of the judiciary and hIs In grained judicial temperament It was I n- nl propaganda Republican that made him so conspicuously use ful and successful In the many dUn cult administrative problems he was called upon to solve It was a distinct sacrifice he made when President McKInley took him from a life position that ho enjoyed and that was In line of his dearest hopes to lay upon him the burden of establishing peace and order In the I Philippines The judgment tact and skill with which he carried on that great task the candid diplomacy with which he smoothed away perplexing obstacles the unselfish devotion with which he has upheld tho Interests of those faraway people In the face of Indifference at home wore an honor to tho Nation The same qualities of a wise adjudicator have been repeat edly at the service of tho country In Cuba In Panama In Japan It has been necessary only to send for Taft Misunderstandings are cleared up and difficulties vanish before this gracious personality this calm clear disen tangling mind His Intellectual In tegrity and disinterestedness have been as unmistakable as his quiet strength his unswerving sense of justice his absolute honesty It Is not a mind that moves by Impulse or In startling flashes It Is a mind well poised and of singular lucidity that reaches Its results by Joglcal prlncl plea which do not antagonize but convince However Mr Bryan will make another serious mistake If he allows himself to think ho has the entire labor vote of Chicago In his breeches pocketRays tho Chicago Tribune It has got to a point In America where organized labor Is far too Intel ligent not to know the difference between promises and real performance Secretary Root on Government Ex penditures The expenditures of the present Republican Administration have well within the means of the country and there remains to It In the Treasury a surplus of revenues collected during this Administration over and above tho expenditures nalesfof convict labor In the good old Dr a sate of Georgia OKtMRiV J 4 t i WHAT THE BRYAN BLGHTWOULDMEAN White I wasonthe Ways an1 Means Committee said Bryan In n recent speech In Delaware everyman who came there was a taxeate and wanted something This Is anther way of naIling workingmen and their employers public ggarsbccause they asked for protection from the produ tsol European cheap labor Bryan has evidently not changed the views which he held out and be he was a candidate f President that American labor has no right to protection and that the working man whoso wages are kept up by protection Is receiving that to which he Is not entitled that be Is air Bryan put It years ago a public beggar and as he put it a few days ago a taxeater The taxeaters and public beggars as Mr Bryan calls them are quite numerous It may be said that the terms apply truthfully to all the people of the United States it beneficiaries of the protective tariff are to be Included In Bryans description No class Is more benefited by protection than the farmer for whom protection has created home markets raised the prices of his stock and produce and prevented free trade competition with what he has to sell The difference between the attitude a of the Republican party with Taft and Sherman as Its candidates on the one hand and Bryan and those Democrats who support him on the other Is that the Republican party proposes to revise the tariff without damaging American Industry and Bryan pro poses to smash tho tariff without caring what trouble he causes how many millions he deprives of a living what blight and desolation he brings upon the farm the factory the work upon all the various activities which keep the American people bisy selfsupporting and Independent We have had a taste before of the Bryan blight when the Democracy was in power fourteen years ago and when trio third of November arrives It will be found that Americans do not want any more of It The election of Taft and Sherman to be President and VicePresident of the United States will be assurance that the Nation Is not to be blighted by Bryanlsm and I his free trade industrysmashing program and that the United States will march on to new and greater prosperity under the guidance of a statesman whose public career has proven him to bo thoroughly capable of administering national affairs In general with the same ability fidelity and success with which he has administered the Important share of those affairs committed to his charge in the past What Secretary Root Said at Sar- atogaIt was skilful of Mr Bryan to say that he Is bound by the omissions of the Democratic platform as well as by what It contains but who dictated the omissions as well as the platform Can an omission of today wipe out public utterances of the past Bryan and his record are both in I the running this year fiut at this dis tance from the finish It looks as though the record were bound to beat the man who made it I defers his longpromised visit to America until that is accomplished ho will never make It I Free trade free silver coinage and free ruin Bryanlsm
