WARRIORS OF DEMOCRACY THRILL ASSEMBLED MULTITUDE MoreThan Four Thousand People Hea Messrs McCrezury Johnson Stan ley and Rhea in Their Masterly Oratorical Efforts THOUSANDS OF PEOPLE PARTOOK OF FREE BARBECUED DINNERt w Qtwas great it was grand It was that allday Democratic J rally at Hartford last Thursday Pew If any eveij among the most bitterly partisan Republicans will deny It With all Democrats It proved to be as was Intendeda season of general rejoicing and good cheer This feeling was not shared anp more heartily than amonff the hu dreds of women and children who attended In fact II Was a season long to be remembered by the thouIanffs who were there They came from many miles around and wont r away satisfied with a day well spentt There was no drunkenness no carousing This element of disturbI ance which usually attends a big gathering was noticeably absent Not a Jar nor an unpleasant event was precipitated during the entire dayThere have been various estimates I upon the size of the crow I which being scattered all over town i to large droves on the streets and also all over the fair grounds ad jacent was rather hard to estimate exactly Just before the close of GoV McCrearys speech Just abo noon Hon Ben Johnson who sat upon the speakers standI and could overlook the crowd and has had much experience InI sizing up an assemblage was asko f xto estimate the number of people gathered In front of and around the stand After about 15 minutes study ho replied that there wereJ about 75 people to the row or In tiers about 30 deep This would place the number at 2250 gathered there At the same time there wer fully a thousand people over behind the amphitheater on the grounds and beyond the race track course arid fully that number over In town roaming the streets A conserva tlve estimate of the whole crow that came to Hartford on that day and one generally concurred In by t unbiased men was that there were I triNe than four thousand people f- tiho j 1 j bunch j There were 5000 wooden dine- platesJ ordered and these were al I used except 750 making the num her of dinners handed out 4250 and many wore fed who did not use plates This fixes the crowd at cer tainly more than four thousand Of course prejudiced Republicans held the telescope of estimate wit the large end next to the eye Th1 was expected But even then they were astounded dumbfounded at the crowd which It revealed Tliere was plenty to eat and to spare free for everybody If there I was one hungry person present It was because he or she did not walk up and get what was due and ready to be served cooked to a nicety 5 Part of the day and all night before n large force of men under theI l supervision of Mr C E Morrison worked diligently at the barbecue pits where the carcasses of 45 sheep and four beeves were roasted I to a turn and by six oclock a m were pronounced done Then a large force of willing hands began the carving of the meat and putting It In large lunch packages which were distributed to the people In wooden plates or dishes When the noon hour came all was In read sees and the thousands were served with dispatch and to fullness 7 A la this mammoth work of prep l of careful preparation and also a big mm ef nonei Demo erata end bietaars M Hartford pad Ohio wmjityi rtM tied liberal f1L ly with cash contributions and the success of the event was assuredI from the start It was a hearty co operation for which many men de serve credit One of the most enjoyable feat ures of the day was the splendidI music rendered by the Island Cornet Band of vents pieces engaged for faultnless and the band acquitted Itself most creditably They came and re turned In their own special large band wacqn THE SPEAKING McCrcary Johnson Stanley and nhea at Their Host I Congressman Ben Johnson wa the first to arrive coming over the- M H E the afternoon before from Hardlnsburg which was In StatdGov McCreary came here from Ful ton Ky over the I C railroad and 1was brought to Hartford Thursday morning by Hon H P Taylor at whose residence he tarried while IthereHons A O Stanley and Joh S Rhea arrived In Hartford from Beaver Dam at noon They ware brought In by Messrs J C Williams and Charley Turner dThe speaking began shortly after ten oclock It would be Impossible to print In full in one Issue of The Herald the speeches of all who spoke but notes were taken by The Herald scribe and the pith and substance of their utterances are re corded here in brief form Cone gressman Jphnson was the firs speaker and was Introduced to the audience by exCounty Judge JPMiller Mr Johnson Is severely at flirted at present and suffers great ly as he travels about over the State L1to meet Ids appointments He 1IsI afflicted with lumbago neuralgia afectlng the small of the back which cripples and pains him great aly at times It Is a brave and noblei thing for him to do sufferer eI Statr1and make speeches in the Interest oft the party he loves and has servedI so well It shows the constant loy ally and stamina of the mantoI rise above affliction to a great and unselfish task Mr Johnsons address was elo saidhl forathose who opposed his views He was greeted with cheers when he said ho was glad to be here with old friends and to greet Kentuckys next Governor Mr McCreary Ad dressing himself to the checkered campaign of Judge ORear the speaker said the astute Judge had sacrificed his stated views on temperance and tobacco for party and political expediency Judge ORears opening speech at Elizabeth town seemed to presage the crisscrossed campaign which he saw before him The Judge started out as the great saver of the human race from intemperance and a few weeps later one of the chief managers of his campaign was discovered to be Col J W McCulloch president of the Wholesale Liquor Dealers Assocla tion in Kentucky who shad been chosen to finance the campaign of tho professed great temperance ad vocate and wprker Tho notorious McCulloch letter proved this ORear says his party Is not fight lag the whiskey business aoa bust ness What else Is thereto fight U you really want to abolish intemperance OReara ambiguous remarks op the stump confuse the voters as to What he really stands for Mr JehaipR drew a tiptrty laugh and applause whea he said Judge ORear Thai not gone entirely dry aacfwai nerer anything soars than I r a stripper That ORear has gone Into alliance with the liquor interests for the sake of votes Is proven by the McCulloch letter Judge ORear Insulted all Kentuckian when he said that there are 70000 voters In the State who annually sell their suffrage The McCulloch letter asks for contributions and among other things says Every dollar you give may mean a vote for Rear This seems to mean that the Republican campaign managers Eand taking Judge ORear at his word are starting out to buy those 70000 voters at a dollar apiece rei ligious to travel on Sunday but he was not too religious to assemble a gathering of political compatriots one Sunday in Paducah recently when Mr McCulloch was present and the liquor part of Judge ORears campaign began oftseems to be an effort to convict property owners of barefaced perjury Qov McCreary will give the people an Equalization Board which will be fair to all and not biased against the poor man who Is always the most acute sufferer In tax en listment The Republicans are afraid of national politics because their leader ORear says he does not know anything about such things confesses ho has not read noted bills In Congress nor the Presidents vetoesMr Johnson disclaimed the allegations of certain Republican leaders that he had said unkind or un complimentary things about Sena tor McCreary His very presence In company with Senator McCreary and the vehemence of his languages proved the utter untruthfulness of these charges Mr Johnson closed his magnificent address by adjuring the Democrats and all lovers of good thee coming election day and vote the straight Democratic ticket 0 which embraces our countyman Mr M T Westerflold who is a candidate for Representative and who will 01nlie James At the close of Mr Johnsons I speech Mr H P Taylor stepped for ward and Ina plea little talk In reduced Gov McCreary AlthoughI they accuse Mr McCreary of being old and he Is as years go yet he did not look Itasho sprang nimb ly tohls feet and laced the vast au dtencd Age has not dimmed the bright lustre of his eye the youth ful color of his cheek nor lessened In any notlcable degree his marvel ous mental i hand physical strength He Is the same McCreary ofadec ade ago affable eloquent post live but careful in his utterances Mr McCreary said In behalf of him self and the other speakers that they felt greatly honored at this great outpouring of the people He spoke In eloquent terms of Con gressman Johnson who had Just preceded him He lauded Mr Johnsons splendid services as Con gressman and said that few In past years had attained his distinc lion and popularity ever faithful and true to the interests of his con stituents The early days of Mr McCrearys father were spent In Hartford and the speaker himself began his first canvass for Governor here Mr McCreary said he would nev er again bo a candidate for office has no personal ambition only to serve the people and he wished to Impress the voters with the Impor tance of this election whose out come will elect State officers and a United States Senator will be cho sen He spoke In eloquent terms of Mr M T Westerfield our candidate for Representative an able man and one who will be an honor to the people who elect him Mr McCreary- Is a Kentuckian both by birth and life work The Democratic party id- a party of progress and has given the people all of worth In State affairs they now enjoy while the Republicans have given them nothing Right here Mr McCreary denied without personation the falsehood that Hartfords Republican paper has tried to fix upon him He asseverated that he does not say that all Republicans or that they as a party are assassins but he does say that as against assassination under Republican rule In Kentucky he places the peaceful rec ord of Democrats while In power The Republican record Is one of extravagance In office as the books will shpw The great schools of- Kentuckyboth colored and whIte rwcre given the people under Dem ocratic rule the Republican lead era cannot refer 46 anything they A t have done to reduce the burdens of taxation t Instead they have increas ed taxation through a partisan Board of Equalization Mr jidCreary said he never left the confines of the Commonwealth while Governor except on business for the State and was absent only 34 days durlng his four years ser vice as Chief Executive Against this placed the record of Augus tus ErvWllison our present Gover nor who is absent for long periods at a time mostly for pleasure while tho people are paying the salary of two Governors and one Lieutenant Gover otMr McCreary said the chapter In all Kentucky history was when bayonets were made superior to law sol diers took power above legislators and thpjhlgh Court of Appeals was routed from Its peaceful place of abode i All this as everybody knows happened under Republican I rule The speaker again charged ORear with active and partisan participation In the meeting 1 In Louisville when Republican leaders were plotting to have Mr Goebel assassinated If there was ever a political boss It Is Saint QRear and It there Is a machine the Republicans have It ORear showed his official boss record when he personally chose the candidates to run with him and dictated every word of the State platform on which he Is running He refused Major Hellburn of MIddlesboro a place on the ticket with him on ac count of the Majors liquor record and then cams the McCulloch let ter Judge Oltear claims to be 1in favon of a nonpartisan Judiciary and yet he is running a partisan raco for Governor while he is draw ing 410 a month as one of the Judges of the Court of Appeals and does not servo a day He Is an ex ception In the alleged line of prece dent as he Is not running for re election Mr McCreary says he every word of the Democratic platform without reserve that a better lone was never written and his offi clal actsis Governor will be guided by Its wording Says ho has vote for temperance legislation at every opportunity starting when he wa Speaker of the Hoftie many year ago Mfi3 tii jwrSSa5 Before closing his speech Mr McCreary paused to again say a good word for Congressman Den Johnson He said there Is no more able man In Congress than Mr Johnson and that he Is most worthy of reelection to this high office Said Mr Johnson Is one of the bestt fitted men for this place he ever saw the people have confidence iIn him and he should be returned and continued where he is Mr Mc Crcary eloped his fine speech by thanking tho audience for their numbers attention and respect and saying that nowhere had ho been accorded a more cordial and hearty receptionAt conclusion of Mr Mc Crearys speech the crowd adjourn ed for dinner After the people had been filled to satiety the greater portion of the large crowd again assembled around tho speakers stand and Hon John- S Rhea was introduced to the audience by Mr J P Sanderfur with a few fitting remarks Mr Rhea em ployed no preliminaries but launch ed into his speech at once His remarks were both pithy and elo quent He recalled the recent re mark of Judge ORear that the ma chine of both parties was against him ORear and yet the doughty Judge had claimed that he had smashed the machine ORear said there wero 70000 purchasable voters In Kentucky and Immediately set about to raise a jackpot to catch them all The wily ORear claims to be the only Christian gen tleman candidate in the field and yet It has been proven that he is in league with the whiskey Interests with the most noted whiskey man McCulloch in the State as his chief campaign fund collector Four years ago the Republicans promised In their platform that they would reduce taxation and everybody knows It has been raised under the guise of equalization Ohio county was raised five per cent all around In 1910 find In 1911 this raise was doubled Taxes have been raised over three quarters of a million dol lars In the last two years This comes from the fact that a Republican administration gave us a par tisan board of Equalization Republican State officials found the State out of debt said Mr Rhea but I elpliedI dollars with close onto 300000 I i spent for militia alone It seems t be a characteristic of a Republican Governor to use armed force to run the State Government Judge ORear tells the voters that he knows enough about law and Its ap plication so that when he becomes Governor farmers will not have to take six cents for 12cent tobacco He ought also be able to tell farm ers how to sell a 4 sheep or 10 or 76 cent wheat for 250 ORear says he gave Mr McCulloch Instruc dons not to collect any more money from the liquor men but lie did not tell him to turn back what he bad already collected Mr Rhea closed his strong address by saying he sincerely hopes and believes that Ohio county and the State will re deem themselves from recent yearsI of Republican rule The last speaker to mount theI stand was Hon A O Stanley Con gressman from the Second District He was Introduced by Judge W H Barnes In an eloquent little speech Mr Stanley Is one of the most eloquent and forceful orators in the country and the audience was not disappointed in him The speaker dsold he had tried to keep up with all the contradictory statements of Judge ORear but bad found It quite a Job owing to the Judges checkered campaign methods Mr Stanley also took occasion to pay a high tribute to the splendid ability and work of Congressman Den Johnson He spoke of Mr John sons great work In Congress and especially as Chairman of the Committee on the District of Columbia t the Importance of which few outside of the Nations Capital know anything about The District of Co lumbia Including Washington City is a big municipality whose taxes and running expenses are not paid by the people embraced there In but by the people of the whole country Much graft has been practiced there In past years In keepingu- p up the greatest and most costly Gov ernment on earth and Mr Is ferreting this out Mr Johnsons known honesty courage and service have made him a national characi dter The Republican say said Mrs Stanley tbat We had to teed the people free to get them to come to hear our speakers It Is simply an other Instance like the ones re counted In the Now Testament where we feed the people who have come to hearnot as an Induce ment but to make them comforts ble Today we eat the tatter1I calf for many who have returnedI to the Democratic home Theyre all coming back Including the old hero Hon Simon Bolivar Buckner who like Rip VanWlnkle attar his 20 years of political sleep returns and wants to know what Is taking place One of the most remarkable Incidents of modern times said Mr Stanley was when the great ORen Temperance Convention met In Louisville over a beer garden nom inated an alleged temperance ticket on a County Unit platform and sent It out to be aided by contributions from the liquor Interests with Mr J W McCulloch the big wholesale liquor distiller as chief collector Judge ORear claims to be the great I AM who professes to be able to re deem the whole State from all kinds of wrongs His selfrlghtcousness docs not appeal to the majority of the great common people Ropub lican leaders claim we have copied their platform when theirs Is sim ply a copy In Its better points of Democratic platforms of other years Mr Stanley as chairman of a Congressional Committee to ferret put tho evils of the big Trusts has found that all the great corpo rations have been constant contrib utors to the campaign fund of the Republican party but not one time has he discovered where the trusts gave a dollar to the campaign fund of Democrats Why is this Be cause the Democrats are committed to a policy of Equal Rights to All and Special Privileges to None Democrats are not pledging protec tion and Immunity to the big pro tected Interests The policy of Democracy Is In behalf of tho poor people the working men who have to look to their own efforts for special privileges Which way asked Mr Stanley are the Republican leaders and can didates faced nowadays Can any body tell by reading their records and watching their maneuvers Why dont they brag about their present thrdatIeningDemocratic theIwhole people should be proud 1111 rI- o 0 Stanley closed his magnificent ad dress by saying he was glad to be In Hartford and with Ohio county pee pIe for the first time and he hoped to have the pleasure of coming againSpace forbids us to give any fur ther details of the great speaking in which the warriors of Democracy and thousands of people took such an active part All those who were present will testify to Its success and enjoyment Thursday night Messrs Stanley and Rhea spoke at the court house here to a splendid audience which closed the greatest day Ohio county ever saw Congressman Den Johnson was taken to McHenry Thursday night by Mr T J Smith where the for mer spoke to a large audience Hon John Rhea was billed for Fordsvllle the same night but on account of falling health and his strenuous speaking work felt unable to go 0 JUSTICE HARLAN DEAD AFTER A LONG SERVICE Had Been On Bench Nearly 34 YearsFamous for Dis senting Decision Washington Oct HThe most 1911 but I will say now speci fically I am in favor of the exten sion of the present local option law as applied to the sale of liquors so that the citizens of each and every county in the State may determine for themselves whether spirituous vinous or malt liquors may be sold therein These are the exact words of the State Democratic platform- I came to this conclusion some time ago when the question of the extension of the county unit law became prominent and l regard it as the best plan to settle an Im portant question- If Judge ORear had read on the day of the State Democratic conven tion the published account of the State Democratic candidates for office he would have known that I and all the other candidates for State offices were In favor of extending the county unit law As far back as 1874 when I was a member of the Kentucky legisla ture and Speaker of the House of Representatives I cast my first vote for the local option law then enact ed and which I believe was the first law of that kind ever passed in Ken tuckyJudge ORear also In his speech at Warsaw referred to the four men who bolted Beckham and said they voted a number of times for Mc Creary They also voted for vari ous other Democrats of Kentucky- I did not In any way seek the votes of these four men or either of them by letter or otherwise- I was not In Kentucky during the longdrawout contest between Beckham and Bradley for United States Senator but I was In Wash ington attending to my duties as a United States Senator and now I have a letter in my possession from the Hon Gus Richardson represen long as Gov Beckham was a candi dateI also have a letter In my pos session from the Hon George T Farris In which he says You re quested me to ask the Democrats In person and privately not to vote for you as under no circumstances could you accept the office If elcet ed while Gov Beckham was a can didate I complied with your re quest and went to Mr McKnight and stated your request to him and the my vote then and I reiterate it now that it should not bo forced upon that locality But that law I regret to say Is almost a nul lity A Republican congress through a generation of agitation of this question has said In effect You can pnss as many state laws as yon choose to prohibit the shipping of liquor into dry territory but we tho great Republican congress cf Amer lea intend to see that It may be shipped That Is the stand of the Re ptiirIcnn prty and line stands its candidate for governor In the state of Kentucky committed by his plaform to au approval of the action of that CONGRESSMAN BEN JOHNSON I congress Is he carrying out that prln ciple for which he says he stands anti stands far above all other questions I say he Is not and I say that If ho had been a member of con gross when the election of speaker came he would have voted for Joe Cannon and Joe Cannon I say has been tho greatest enemy to the cause of temperance and tho greatest en cloy to the human family that has lived in the United States for 50 years I have soon him in all his tyranny I have soon him in nil his rough riding and I am ever mindful of the day when he deliberately told the cork of the house not to call my name so that I might cast a vote In behalf of the people But I did vote and I told him then and there that I would vote at any hazard and if It was necessary to pull him out of that chair thAt I might vote I would do so und I told that clerk that he could not pass that ballot sheet up to the speaker that the result might he announced until my name was upon Itf that the people of the Fourth congressional district had sent mo theta with a right to vote and I did not propose to let the tyr Rally os one man deprive me of that rightNational Issues to the Fore Now they say that we shall not discuss national Issues If not then what What have we their consent to discuss Positively nothing ba causo I say that the Republican cam paign has degenerated into nothingness Judge ORcars failure to dis cuss national politics himself or to permit anybody else to discuss it re minds me of something that actually happened at Dardstown lien Tal botts wife had a cook and Mrs Tal bott had said that Aunt Jane had stolen a rabbit from her und Aunt Jane went to her and said Miss Ma mie did you say I stole your beef steak Miss Mamie said No I didnt say that I said you stole my rabbit Never min Miss Mamie there aint nobody talking about rabbits I want to know It you said I stole your beefsteak No I said you took my rab Hold on Miss Mamie there aint nobody talking about rabbits All I come here to ask you about was whether you said I stole your beefsteak ornot t That is Judge ORear You can BO along and talk about what you pleaso rabbits or anything else but too mustnt talk about the very thing In which the American people are Moat Interested apd that Is the question of feeding and clothing them selves and their children What good Is it going to do you to have a man tell yon that he is going to wipe whisker off the slate or the tobacco trust off the map when because by his failure to devote his efforts to other pressing questions you and your chll dren are to be turned out to starve f Cheers I Have we a right to discuss national testiest jnoge ORear says not the president says yes SpookIng of pies Ident Taft attitude upon this sub ject the Washington Post saysI Massachusetts Republicans Mary land Republicans Kentucky RepubU cans and the Republicans of other states where full tickets are In thd field this year would do well to heed the advice of the leader of tho party In his speechWhat the Tariff Does The carrying cf these states now means the carrying of the United States next year It means putting Taft back In the presidents chair that he may veto a woolen schedule It meana putting him back In the presidents chair that whtn the mom bore even of his own party dare not refuse to pass a bill giving farmers free implements to the people of this country he shall be back there to veto the bill What does the passage of a bill for fanners free implements mean It means that when you pay 100 for a farmers implement with the duty removed you will pay only 40 for the same Implement Yet in augurated by the Democrats and voted for soldly by the Democrats that bill was passed and after It was passed President Taft vetoed It Taft said upon a former occasion that we must have a reduction In the prices of clothing and he cited these figures That mens suits which retail for 1G bear a tax of 1076 that mens overcoats which retail for 513 bear a tax ol 1183 that mens hats which retail for 2 each bear a tax of 88 cents each that mens shoes which retail at 2a pair bear a tax of G24 cents a pair that woolen un derwear which retails at 1 a gar ment bears a tax of 82 cents a gar ment thus leaving the dollar gar ment costing only 18 cents to bear a tax of S2 cents that woolen hose which retail at 50 cents a pair bear a tax of 35Yt cents a pair that cot ton hose which retail at 150 per dozen pairs bear a tax of 8216 cents that womens cloaks which retell at 15 each bear a tux of 988 each that womens cotton dresses which retail at 10 each bear a tax of 5 eachHe enumerates a list of other things which my limited time today docs not permit mo to read to you yet when the Democrats passed bills cutting that tax half In two Presi dent Taft the veryman who picked out these items on which the Ameri can people were unjustly taxed vetoed the bills Ho was one way yes lord v nod another way tomorrow You have a Republican candidate In Kentucky today who was one way yesterday and another way tomorrow nn every proposition that comes up Now fellow citizens tho Republi cans lire running through the state telling you how easy It Is to be to beat std Jim McCreary I tried that and you can prove by me that It Is not the easiest thing In the world to beat him It seems to be the irony of fate that the first speech I make in this campaign should be made on the head waters of Salt river Salt river hoads over here In Cousin Lo gan Caldwells field After the text election Is over I am going to csk a crowd of you fellows here to go with me down Salt river and meet ORear and his crowd coming up and drown every sonof a gun of them Long On Promises In 1007 when Governor Willson was a candidate for governor on the Republican ticket the Republicans got out a campaign handbook and I laid one away in u safe place know- Ing thAt four years thence the Repub licans would have another candidate for the same office and that some of the things they promised to do would I not be done at the end of the Our years just like today the things thej promise you to do If they are elected will never be done at all About the only concern with them recently it seems has been to see how much they could promise and In order to make their promises abundant they have put John Langley at the head of the Republican campaign in this tIght You know that over in the mountains where John Langley comes from they call him Promissory John When It comes to making him chairman of the Republican com mittee cf this state I want to tell you that it la most significant When Joe Cannon had overridden the Democrats In the house and when Insurgents of a sufficient num her had been created who joiner the Democrats and when some goon bills were to come as a result of that coati tion Joe Cannon kept that house In session for 36 hours Harvey Helm is here today and will bear me out in the statement that he I and many others both ate and slept on the floor of the house that we might be there when occasion arose to vote Joe Can non out of the speakers chair If it were possible We lacked only a few votes of turning Cannon out The Republicans had summoned and call ed in from all over the United States every one of their absent members and when they marched into the chamber every feUow of them carried something under his coat When the result of the vote was announced each and every man drew from beneath his coat an American flag the stars and stripes of this nation the banner of freedomand they mounted the desk tops and waved those flags over their heads showing by that act that they were glad and exultant because Cannon had wont and the American people had lost They deserved tie stripes but they dia graced ithstar Foremost among VJnithattriumph over y4r defeat and that man was John W Langley the present t 4 chairman of the Republican campaign committee Ob Mr ORear I do not blamd you for not wanting to discuss national1 politics Let that sleep you say We will capture Kentucky this time by keeping down those things andI then next year when we hold every office within the gift of Kentucky and have all the power and influence that this will give us and every av nue of money running our way w will capture Kentucky again for ii will be an easy matter then to throw Kentucky into the Republican col umn and reelect Taft and Langle- that your rights may be trodden upon as though they were not God glven Broken Pledges- In the Republican Campaign Handbook of 1907 we find this In their platformWe demand a reform In the management of our public elee mosynary and penal Institutions to the end that they shall be operated by a bipartisan board upon proper business principles and their inmates treated hu manelyHav carried that out Great beavcnsi They promised to treat the inmates of eleemosynary institutions humanely Have you people eo soon forgotten that only a short time ag the superintendent at one of these institutions took a halfwitted girl and debauched her although he occupied the relation of guardianship over her Is that the humane WilY in which they are to treat our feeble- minded our afflicted our unfortu nates in the future If so God grant that you may send none there from the good county of Boyle Then they said Wo favor the enactment and enforcement of a local option law with the county as the con trolling unit They favored it then they favor it now They didnt give It to you then and they wont give It to you now i They may say to you that they fa voted it but you had a Democratic legislature and they would not pass it Let me answer them and say that from the Democratic party they took four men and with those four they elected the attorney for the Whiskey Trust to the United States senate Yet fellow citizens upon the county unit bill when the Democrats gave them nearly 60 votes they could not pass it Were they sincere then I say no Are they sincere 1I0W I answer as emphatically no Then they go on to say 1io condemn the law passed for Immoral political purposes creating the racing commission in Kentucky and demand its repeal Did they repeal It No Did they try to repeal it No But the man who Is today their lieutenant gover nor voted for the passage of that Ilaw and he Is today one of its strongest supporters in the state of Kentucky The only thing they have done towards the breaking up of the racing commission Is for one of their men flee the country with all Its cash toII The Call Called There was a paper published ut Frankfort at that time that went by the name of The Call I dont know whom it wiled and I dont know what It called but everybody that it called seems to have gone astray somehow The Republican Campaign Handbook has this to say The Call charges that the BtckhamHagcr administration reduced the tux to two and a half cents and Increased the assessed value of taxable property 25 per cent Let me read to you what the DemII ocratic Handbook has to say on subject The complaint they then made against the Democratic admin Iistration was that it raised the as sessed value of property The Demo cratic Campaign Handbook of this year says There has been no direct increase in the tax rate but as it was necessary to raise money In eome way to carry on the Will son war It couldnt well be run on interest bearing warrants they resorted to an indirect method of raising the rate The state board of equalization turner the trick by raising the valu ation of property as turned in from the counties We shall take tho years of 1910 and 1911 as samples In several counties this has been as great ns 25 per cent It was as much as 20 per cent in a still greater number and 14 per cent 12 per cent 10 per cent and 5 rer cent in others In 1910 93 counties were raised the average raise being about 12 per cent In 1911 72 counties have been raised the average raise being a lit tie more than 9 per cent Thus it will be seen that while the state rate was not actually In creased the result was the same in these counties as it it had been raised an average of 12 per cent in 1910 and an average of9 per cent in 1911 This was equlv alent to raising the state tax rate on these counties from 50 cents on the 100 to 66 cents In 1910 and 54E cents in 1911 This av erage raise of 12 per cent on 93 counties in 1910 and 9 per cent on 72 counties In 1911 is equivalent to a flat ratio of nearly aO per cent on the entire 119 coun ties In the state in 1910 and about C per cent in 1911 And It must not be lost sight of that these heavy raises were certified out to the counties and that all county to city and district taxes were proportionTake where the doss was a5 pp sent ca lauds tad personalty A firifr j i 7tr 11 It w P I u M t 3 1j cr listing his land at3000and of a plan to revise Kentuckyaand everybody was favor theytare titers is a different advocated by each party as tothe youyyou know and maybe Mr Garnett does not know but it Is a fact theta nian in Louisville has been taken from prominent newspaper work and put upon a salary of 5000 a year 15 months in advance cf the approach Ing election to advocate before the next legislature the passage of a new tax law for the jute of Kentucky and the principall feature of that is to illustrate that If you own a 10000 farm and you have borrowed 5000 on It that the farmer who borrows the money shall pay taxes on 10000 and the man who lends the 5000 on the farm may escape taxation alto gether on the 5000 I think and II believe every man who Is to take part manolawns a farm and has money boy rowed upon It that he shall pay taxQs only to the extent that he has neI quI red title to the farm leal lrII equitable and that the man who his money loaned upon the farm shall not escape the tax that is in anoth er form if you have three foarths of the farm paid for and you have money owing to another to the extent of the other onefourth I say and the Democrats of Kentucky are saying that you should pay taxes upon tho three fourths value of tho farm only and the man who has loaned you the other ond fourth should pay the other onefourth of the taxesI it to be n fact that they In tend to foist upon you a plan which will not tax the money I know from all I have heard of the Democratic candidate for the legislature in this county that they are not going to get that proposition past him and I think every candidate should promise before you vote for him that he will not favor such an unfair and unjust measure as will allow the monIed In terests to escape taxation to the det riment of the real estate owner Case of Caleb Powers Now fellow citizens I am going to turn to the present Democratic Cam palgn Book for a few minutes I read We denounce the action of the Republican governor for his partisan and unjust action in pardoning the men indicted fOr participation in the assassination of William Goebel the governor four state and we assert that those pardons were granted for political reasons and not upon the merits of tho cases DemoIa pardon to any man until he had first been convicted by 12 men and afterward found to his belief to be Innocent He said with uplifted hand all over Kentucky and pledged his own honor and that of his party to 1t He has violated it Among the men that he pardoned in violation of his pledge was Caleb Powers The Republicans of the Eleventh district have sent him to congress I just said I had been in congress all this time and I had never yet made the acquaintance of Speaker Cannon Powers is another man I have never become acquainted with and furthermore I never will meet him I have seen his picture in the paper and then i always threw the paper away but before high heaven today I do not know Powers when I see him and God knows I dont want to But he has been sent to con gress What Is he doing in congress I never saw him there If I did I didnt know him but you can read the Washington papers about him and I have a copy of the Washington Herald in my hand of date of Juno 27 1911 and under big headlines hero we read Powers Blames White Man For Race Troubles Kentuckian Tolls Negroes to Fight For Their Rights Representative Caleb Powers of Kentucky raid last night at amass meeting of colored peo pie In Ebenezer M E church to protest against the hanging of Mamie E Lomax that therell be many wet days and dry ones too before theyll hang Mattte Lomax In this city Tumultuous applause greeted this sentiment The Ken tucky representative also advocated equal suffrage for women He informed his audience that if there Ila race question on the white man Is responsible for it that the negroes should stand together and fight for their rights Instead of being ashamed of their colorGreat God fellow citizens we heard otthlll man at Frankfort In much the same vein Inciting a mob before he war scarcely known In pol itics and before his tuMmy had reached to other parts of the nation Now we find him sent by the Repub focus of the Eleventh attempted to make iu this campaign and J have not kept up with the newspapers and their comments on the polltlccl af fairs as closely as 1 should have i liked but here is a speech of Judge ORear made at Eizabothtown anltII published in the Louisville Post Hn mentioned the liquor question often doting the speech and I tao marked every mention of it Here is a newspaper copy of the speecli You can of see lit looks like a crazy quilt What did he say upon the subject of liquor But before I get to that part of it down here he says Only about 30 per cent of the Democrats of the state particil pated in the primary according to the face of the returns while if the padding donb In Louisville nod the Big Sandy regions not to mention others be subtracted not more than 25 per cent votedFor the sake of argument let us admit that that Is true but it is not true Every one of those who did participate was a white man He said he got his nomination by 50 per cent of his party being representedwhen he was nominated but in that 50 per cent were Caleb Powers and men acing negroes Jim Garnett talked about Bradleys unspotted nnd undo fled toga Judge ORear knew if h wanted to run tiny sort of a race at all that he had to have the 90000 Kentucky negroes that Senator Bradley carries in the palm of his hand I do not know that Senator Bradley ever uttered a prayer In his life but If he did his eye immediately fell upon that part of the Scripture which paraphrased a little by Ward Headly reads Suffer little negroes to come unto me for they are of the Kingdom of the Republican party A Splendid Ticket Judge ORear in his Ellzabethtown opening speech said The nominations desired plan ned and previously agreed upon by that committee have beenlmade with an unerring precision that shows machine work It may be that the gentlemen so noml tinted were better than those reg istered A wise machine would not choose the weakest men in a close state- I am glad that even Judge ORear admits that the machine is a wise one and made the best pick of nil Kentucky to put on this ticket I am not going to stake any issue with him i on that and I am prepared to say that that ticket can core nearer be- Ing elected than any other ticket that could be named I long ago reached the conclusion that as between mo and Senator McCreary at the Novum her election he could set more votes J than I could I said HO and when I said so I further saidl thatjI was ready to go forth and raise my voles wherever it might do the most good towards its election L am here for that purpose today and I am going everywhere that the Dem ocratic campaign committee wants me to go I am for that ticket be cause every man tm it is an honor aWe man because every man on it Is a Democrat and In addition to that because every man on it in a most capable man The best reason I give for being for that ticket without reserve or hesitation is that they are Democrats And I will tell you fellow citizens that there was never a time since the oldest of you came into the world that it meant so much as it means now The Democrats have control of the house of represen tatives They are within a few votes of having control of the United j States senate the first time for a long while When that has been done even though the country should be unfortunate enough to have another Republican president we can pass a woolen schedule we can pw a cotton schedule we can pass a farmers free Implement bill over tile vein of any president they can elect Nations Eyes On Kentucky Tell me that national politics should not be discussed now admlnstratlon 111I this country The Liquor Question Judge Oftear in big headlines says that Kentucky must politics and restore cleallseherI the people God knows we want and It is all we ask Restore j the government to the people He need not propose any contention on I that proposition Governor Vlllson with his bayonets and his troops has taken government from every county y f i Into which he has sent them Restore this government to the people there Is nobody to take issue with him there We all join ORear there He says The legislature has failed and refused for 20 yearsi to carry that provision into effect as to Y having a town larger than countiesI class so as to make It the unit In prohibiting the sale of liquor Now Judge ORear has been driven from his first standpoint until ho comes to say that the constitution of the state of Kentucky has being violated until the county unit bill has been extended to every county In tho state of Kentucky alike and that any law is unconstitutional except one which does that Has not Judgo ORear written an opinion himself 1which says that the present law Is constitutional T Judge ORear said that the present law Is constitutional but Candidate ORear says that It Is not Which one are you going to believe Fellow citizens as to the county unit law I have this to say The first vote I ever cast In my life was In fa vor of local option and the last voteI I cast was also for local option I have lived to the ago of 53 and up to this good moment not ono drop of whiskey alo wino or beer has over passed my lips When I thought I was running some for governor they said it wouldnt do to elect me be cause I came from a whiskey county Judge ORear voiced some of those sentiments himself and the Republi can party when It did look like I had a chance to be nominated said It wouldnt do to nominate me becauso I came from a whiskey county Carry that argument out and where aro you going to landll say that you people who are extremely dry and are hunt ing for the driest candidate you eon find can not upon that argument vote for Judge ORear because ho comes from a whiskey county him 11self Llko charity reform should begin at home If ho can not reform his own county how In tho name of common sense is he going to mako the whole state of Kentucky dry It Is an absolute Impossibility for a gov ornor of Kentucky whoever ho maybe to make Kentucky dry unless tho most votes favor It dry No governor can be governor legislature and the court of appeals at one and the same time Judge ORear where Is the constitutionORear Inconsistent I t But a little further down he says about the county bill The liquor interests particularly the brewers have prevented itThey have prevented It by means of their activity in politics In KentuckyIn both parties may beIn the Democratic party par ticularly by which they have controlled tho legislature There Is a frank admission upon his part that his own party failed to vote the extension of the county unit law You have a county unit law on the statute books under which nearly 100 counties have gone dry Slnw 1906 when that bill was passedJ there has been no extension of the county unit law He should not comulaln the Democratic party for having made a law under which nearly 100 counties havo gone dry and which law he as Judge has declared to bo constitutional Except for the Dem ocratlc party you would not have that and then when there are but a few more counties left to be made dry be says that only the Republican party can do It admitting perhaps not Seeing the effect bf tho admission tthat his own party has aided and abetted In stopping the passage otthe law to extend this county unit liwr If you do not believe it go take tho votes In the last legslature Right 1nextto ine was Greenwoodl Taylor a senator In Greenwoods canvass for the state senate he was awful dry and Jie was to vote for the extension of the county unit law to 4 0JtealIIIgot to while If there is any one thing on the earth that Judge ORear Is for It is anyito above everything else it Is the sale of liquor Is not that right He Is against the sale of liquor in ho not Isnt that what he ters you Until Senator Bradley got hold of him and until McCullough at Owens boo a distiller was made treasurer of the Republican campaign commit tee that was his claim but now In the first speech be made he stated party is not fighting the liquor Iou as a business the business of the liquor Inter heihrtIThere la n6 getting away from that propositionHere another statement In his speech In regard to tho liquor ques tion and every one of his statements on the subject Is contradictory to the other Ho thought in saying all of those different things be would hit It right somewhere and that imlnds mo of a story of a drunken fellow who was out squirrel hunting Hi had a squirrel up u tree and he took his gun and wabbling all over the tree fired His son little Johnnie said Papa I dont see why you didnt hit It for yon aimed all over the tree That hi what Judge ORear has done on the whir key question In this speech He has aimed all over the subject trying to catch everybody but he hun t fooled anybody It is certain that ho and his party are not opposed to the liquor business beca isa ho says so and If anyone hero contem plates casting a vote for him upon that ground be will find that he will be fooled What ORMrc Organ Says The Louisville Post Is championing ORears battle and It is the cbanv pion In Kentucky of local option but The Post makes this ndmlafllon Both parties declare for the passage of a straight out county unit bill and there IK no evasion of the Issue I Of the two the Democrats go perhaps n trifle further by specin allv indorsing the opinion of the court of appeals as written by Judge ORear and concurred In by six Demo cratic Judges In tho matter of the constitutionality of the Cam mack bill Later the Louisville Post Judge ORearp organ says The statn Is already able to toll what will take place if Mr McCreary Is elected governo and McDermott IIs elected lieutenant governor In our Judgment the state will In all probability secure by such a result one tangi bio reform tbe passage of the I county unltbil1and little else Judgo ORear In his Ellzabethtown speech in talking of temperance Issues further said HA power that is to be feared is also a power to be courted by those who fear it more than they dare It Then with that suggestive thought in his mind says Let us clear away first Nome confusing and misleading rtate ments of those who are today openly fighting the battles of the liquor interests in this campaign prohibitiontrue It Is even not propoeed by our party as an issue and could not be adopted except by an amendment to the constitution Everybody knows that no such amendment is proposed Nor is it the Issue whether a man should be allowed to drink If he wants to It is not at Issue whether sobriety or total abstl nence shall bo forced on our people as a legal Instead of a moral status Does that meet the requirements of those whom he expects to leave the Democratic party and vote fo him because of his temperance views Continuing he says Whether prohibition is wise orunwBo as a policy whether partial or total prohibition should prevail are utterly beside the question Mr Extremely Dry Man will talk like that Induce you to leave the Democratic party and go over to a party whose leader Is no dryer than that Mr Knott the editor of tho Post says the Democratic platform Is all right i Mccr aryl Stand You hear It said that Senator Mc dreary Is equivocal about a great many things that ho avoids taking a stand wherever he can possibly do so Didnt ho compel that conven tion to put a county unit plank In Its platform when perhaps the ronven tlon did not want to do It They say McCreary Is too old That ID what 1 said too And they say he wont live long I believe he Is going to live bong enough to sea QRear and the whole bunch of them turn their political toes to tho daisies ORear Is yet to find out that be Is Just as mistaken about it as I was He Is very much alive He may have been dead politically and I a mrather inclined to believe that he was too but his death must have bees like the fellow who picked ty atllttleecountry newspaper and tread WiHS the Aeathnotk that he himself was dead He did net- want4iilefdeods and relatives around to think that he was dead when he was allYef aid lie went dcxia ip the 1 II newspaper office and showed the no dice to the editor and said I see you stated In the newspaper that 1 1am dead The edlto said Yea ij The ifellow said I am not dead and I want you to correct It The editor said No we have to run our pa jI per on the principle that we do not j make any mistakes The fellow said You have to correct It because I am not deadI am very j much alive The editor said Yes thats a1ltrue but we bate to acknowledge that we have made a mistake We Just simply cant do it Finally after thinking It overij a new thought tame to the editor and ho said I will tell you what I can do 1 can put you among the list of births Senator Me Creary may have been dead and hs may have been ducking and dodging this question and that and the other but 1 am today putting him on the list of births and he Is back here now a new McCreary taking a poet tj thin like ho never took before In his life and says that hols for the county unit bill and when be does come out and says be Is he is I feel that I have kept you entirely i too long but I would like to detain you a minute or two about another thing Judge ORear before the Republican convention had this to say about Bradley It is a great privilege to he received In this manner hy the representatives of 237000 Repub Means of Kentucky and to be In troduced to this audience by my friend the senator who In my Judgment Is the greatest IvlngIl Kentucklan I am proud to soy of him furthermore that despite the machinations of the Ipbby here Is one senator from Kentucky on whose title there Is no stain and on whose record there is no blot Who Elected Bradley Bradley has been elected to the United States senate hasnt he Everybody admits that Who elected him There Is no truth In tho statement that anybody got any money for voting for him Perfectly clean and his tltln unspotted He got every single solitary vote that was cast for him out of patriotism and patriot Ism alone He was the best man for the Job That may have been because he was the chief attorney In Kentucky for the Whiskey Trust But Judge OKear says It Democrats who voted for Brad ley If you good women got those four men to vote for Bradley why in the name of common sense didnt you come out and say so when the world was saying that those four votes during all tho years that this has been going on or at least during the four years that he has been undertaking to make the to bacco growers believe that he was their friend I ask him tho ouostlon if he has known for at least four years that the tobacco trust was robbing the tobacco growers of Ken tucky out of 24000000 a year and in four years that would amount to nearly 100000000 If he has stood Idly by with a law sufficiently ample to cover the case and he has done nothing to give these people relief What ORear Saw and Did He saw the father at first able to provide for his wife and children he saw the price drop a few cents then he saw that dutiful husband and loving father Increase his acreage the following year and with this In creased acreage ho saw this striving farmer bend and grow necessity from the school to the tobacco patch to give her feeble efforts to her father and broth er In their fight with the Republican protected tobacco trust next he saw the mother driven from her humble homo to the fields place her baby In the fence corner and take a hoe now to fight starvation then at tin door All this and more he saw He proclaims from every stump in Kentucky that he saw these same people half fed halfclothedrobbed of 100000 000 by one of the richest trusts In all the world that he knew how to protect them from this outrage that he knew how to save these hundred mil
