Without being In any wise Instrumental in the plan of bringing Judge Reed into the race, the editor of the Messenger desires to commend his candidacy to the good people of the Third - Congressional District. Down In Jackson's Purchase, where both Judge Reed and tho editor of the Messenger were raised, In the homely vernacular of the people, we call him "Bill," and it Is likely that when he Is nominated ahd elected there will be those who will stick to the familiar cognomen. But we desire to say that he is no counter-fe- lt Bill. He is as genuine and as clean a Bill as was ever issued from God's treasury department. Rich in legal learning, ripe in the experience of men who fight for principle, honest by nature and by a life of practice, clean in his private life and In his public career, he is eminently fitted to adorn the Governor's chair. Judge Reed never trimmed In any political gale. He always had his vIowb on political questions and never hesitated to them, whether they wore popular or unpopular with the populace. As a member of the General Assembly, ho was a leader. In the practice of his profession, he was ethical. As a Judge on the bench, ho was as fair ns he was firm. In the very height of what Is called the night rider dispute, he was never known to swerve a hair from wnat was rignt. In the very bloom of a vigorous manhood, In the full possession of his bodily and mental faculties, without any entanglements with political factions, without nny promises to State politicians, he can enter the raco unhampered and unpledeod. Moreover, If ho Is elected Governor, he will 'bo a Governor that we need not be ashamed of. Presiy dent Taft received a rather remarkable peace message from the Mikado of Japan In response to the assurance conveyed to Baron UcM-d- a, the Japanese Ambassador, at the White House last Wednesday. The Baron had called apropos of the exchange of ratifications of the treaty recently negotiated with and the President took occasion to say to him that he placed no credence whatever In the persistent rumors that Japan was surreptitiously preparing to attack the United States, and that so far as this Government Is concerned, It had no fear of the war scare that had been doing a lively business In various parts of the country. Among other things the President specifically mentioned was the report that Japan was quietly negotiating for a naval base In Lower California, and this he emphatically discredited. The Mikado's message to the President was transmitted bv the Ambassador this afternoon and reads as follows: "To the President of the United States of America: "I was greatly pleased to recolve your very kind message conveyed to me through my Ambassador In Washington and I thank you for it. I was already well convinced that you had given no credonco to the false and wicked reports regarding Japan, but It was especially a sourco of profound satisfaction to me to receive from you the assurance that the relations of amity and good understanding between our two countries wore never bettor or more cordial than at this time. I am most happy to be able ontlrely to reciprocate that assurance. "MATSUCHITO." In making the Mikado's message public, the White House had nothing further to say than that It spoke for Itself. However, It Is the capstone of statements made by high official"! of both countries to the effect that the relations of the United States and Japan were as cordial as ever, If not more so than usual. It would seem that tho assurances conveyed from Toklo this afternoon would serve to quiet the apprehensions of such Americans as hav been led to believe that there really was ground for the alarmist stories that have been going the rounds. .la-pa- n, TWO NEW STATE HANK EXAMINERS APPOINTED A special from Frnnkfort savs W.
