marked Indifference to questions of capital appropiiation1 and capital removal This with the action of our county Representative lost the best oppor- ¬ tunity that has been offered for years of getting a liberal appropriation for completion of the capital building Lexington was prepared to move for such appropriation and Louisville stood ready to back it up But the day of opportunity was lost and instead a reactionary feel- ¬ ing against Frankfort took its place a strong under current of hostility and few were found who were willing to say anything good for our city In this emergency the Common Council seems disposed to erect a hostile barrier between the State and ¬ a twelve inch pipesfwer down the same route at State cost and to give the city fiee drainage for the damaging surface water of pike and sheet thecity not contributing one cent to its construction This permission was also refused unless the sewer was made a public sewer to be tapped by any one with the Councils permission This condition disastrous to the proper maintenance of the sewer could not be accepted by the Com ¬ missioners So the State is shut out of a very leasonable privilege needed by it in a veiy giave emergency And jet our people will apply for a capital appropriation and oppose capital removal and the city will ak for an appropriation to pay half the cost of the brick street in front of the Capital grounds and for other favors How can they expect to get them when the city cieates obstruction tending to an unfriendly attitude The case 3eems to us hopeless ¬ to build Royal
