However, both in Kentucky and in other parts of the South, we see the movement has now been begun on a substantial basis. Large purchases of timber and mineral lands are being reported every week, and with this news there comes, as might be expected, evidence of railroad building. The Southern railway is taking the initiative in the matter of constructing new lines, although the Louisville and Nashville and the Illinois Central arc each spending very large sums in betterments on their old tracks in this state. "Within a short time we shall doubtless hear of new roads projected, making substantial additions to mileage and opening up in new directions the vast mineral, timber and agricultural resources of the State. The mileage of Kentucky is far too small for a condition of high agricultural prosperity, not to men tion the development of our Manufactures, for which so many natural ad vantages are offered. Millions of acres of line farming lands are so remote from railway lines that thev can not send to market, and instead of producing a surplus the farmers of that sectiion are content with making a bare living. "With new railroads to open up the markets these now inac cessible regions would be regenerated. The people of that part of the state through which the new Southern line is to pass are to be congratulated. They cap tured James Philips at the distillery. they also found a large quantity of meal. Philips was taken to Pineville Thursday afternoon. He says that ho will refuse to testify in his own behalf, because, in so doing, he might have to implicate other parties. Philips says: "I will die before I will give anybody away." This is the eighth distillery Anderson has cut up near the same place in the last six months. BANK STOCK. Under a recent decision of the courts it has been held that national banks could not be taxed as banks, but it is held that stock in the banks in the hands of private persons may be taxed as other personal property is taxed. It is known now that it is the purpose of Auditor Stone to insist on this tax on stock in national banks, and steps will shortly be taken to enforce the collection by due process of law. In other states the banks have thought it best to pay for the stockholders as a matter of accommodation to the state and to the stockholders. No arrangement of the kind has been made in Kentucky, but Auditor Stone has said that if the banks would not pay the taxes he would sea that the individual stockholders did. DIED OF HEART DISEASE.
