Johnston declared Collier elected and the latter took charge Capt arose and said a number of unqualified voters had taken part and also that the was not held according to call and had it been called prompt at two oclock he have a majority Collier said the protest came too late as the chairman had then been elected whereupon Capt Herndon requested his friends to keep their seats until Gen Collier
