The practical dilllculty is that the abolition of the canteen does not stop the sale of drinks. It drives the men to other places to drink. Drink ing beer under proper supervision in canteens may be a serious evil, but drinking whisky from bottles and at disreputable saloons near posts is a bigger nuisance from a military stand point. So far as the recent canteen law, it was unquestionably weak.
