advertising of THE RECORD and you will keep posted as to when where and what to buy Contract Awarded The Fiscal Court met Saturday to open bids recently advertised for putting metal on turnpikes It was moved and carried that each name the successful bidder in his respective district and this was done Contracts were awarded for all roads in the county and it is hopedthe work will be pushed with the utmost rapidity miserable The turnpikes in Garrard in miserable condition The winter has been the worst on the roads for many years In some places they are almost impassable The other day a wagon stalled in town and six horses could not move it so deep were the wheels sunken in the mud As fqr repairs have been let it is hoped the roads will soon be put shape Line Extended There is a Town ordinance which prevents the erection of any building save of brick and metal between the Public Square and first alley The Council has now extended that limit to the first cross street and any building erected must be constructed of the above named materials This is a good law and we hope to see itenforced to the letter There are a number of excellent buildings in town and i is the heiglith of foolishness to permit people to erect firetraps near them Object to the School Several parties who are opposed to the Graded School have refused to pay their taxes for that purpose claiming legal technicality We do not think it necessary into a discussion of the m nygood reasons for maintaining and keeping up the school but advise the trustees to let thematter be tested by the court Then ifdecided in favor of the school those who refuse to pay will have to with interest If another vote can quickly lie taken when1 the limit can be raised to the pressing demand for more expense money The vote will of be in favor of theschool and it will be an advantage to the school the court decides Threefourths of the taxpayers want the school and as increased atten dace demands more money than indictments against insur ance companies for forming to raise rates We have taken occasion to make an investigation of this matter and come to the conclusion that the movement against the corn panics is very much on the order of a tempest in a teapot The companies have what is called the Kentucky and Tennessee Board of Fire Underwriters whose duties it is to investigate and estimate rates The location of all buildings the facilities of a town to fight fire the dangerous local ity of property etc is of course to be considered before the companies can possibly fix the rate A brick house with metal roof should certainly not be taken at as large figures as a frame house probably half a mile from water This proposition is as plain as the nose on a malls face The com paines can not as a matter of course know the exact surroundings of every piece of property in the state and in order to arrive at what are reasonable equitable figures the companies have this association or what may more properly be called a committee to help them make their estimates In many towns in Kentucky Lan caster prominetly among the number the companies paid out a great deal more ihlosses than they have col Several have with the old reliable ones hold on When ypu consider the fact that we are almost totally without means for fighting fire the people in Minding companies who will take risks here If right of way Eight the land owners alt who have seen so far readily consented and said they were only too anxious to give right as they see the many ways in which it would enhance the value their property As stated in last issue every county save Garrard has already guaranteed the right of way As soon as this question is settled a committee will be sent to New York City to lay the plan before the president of the Southern This committee will call attention to the short and direct line the rich and extensive coal and timber lands through which it will pass and give a general and full statement of the of each county The more it studied the more feasable the plan appears and as stated before if this county will the right of way we firmly believe the road will be constructed Of course there will be few objectors but you find them bob bang up against every enterprise that may be undertaken There are many benefits to be derived from the road that we have not the spactftu name them but there is one very great one to the farmers and merchants which we wish to call attention to and that is if this road is built it will give them two competing freight lines to Cincinnati and Louisville By to Burgin onlya few miles you get the benefit of into Cincinnati and as you know the Southern will be a direct line Louisville The road will be ofinestimable value the people of Lower Garrard as a depot will be at Bryantsville this saving the people of that section manv dollars on ping their stock to the city markets It will be the same benefit to those in the upper end of the county also It will put us on a trunk line to StLouis the East South The Southern is the largest system in the Uuited States We hope to be able to say in next issue that the right is secured and a
