in proper repair that portion of street formerly under control of the Harrodsburg Company This is one of the streets involved in the contest between the county and the town as to whose place it is to keep them in order Decided Upon A Plan At several meetings of the Fiscal Court and a number of taxpayers dur ing the past week the turnpike ques tion was discussed at length and many views given as to the management of the roads The first proposition offer ed was voted against by every magis trate present knocking it into a cock ed hat At the meeting Tuesday the order published elsewhere in THE REC average and its were richly deserved Hemphill After a brief illness Mrs Rachel Hemphill died at her home in this city Saturday noon She was in her 61st year and the widow of Dr Jas C Hemphill who died in 1858 Funeral services were conducted by Eld R M Campbell in the Christian church Monday at 10 oclock after which the remains were laid to rest in the Lan caster Cemetery The immense of people at the funeral was a marked testimony of the high of this good woman She was a of the Christian church and a devoted worker in the W U We know of no one who lived up to the teachings of the bible better than she A liberal contributor to all won thy causes a true friend and a devoted mother were characteristics for which she was widely known In her death the church faithful member and the community a shall super vise and superintend the roads in his district and perform such duties as this court may from time to time for him He shall be elected by court annually and shall hold his one year from the first of in each year and until his is appointed and qualified but or cause But before any commissioner is removed he shall have at least ten written notice that at a time in the notice he will be removed which notice shall be served upon him any officer of Garrard county au thorized to execute process or notice under the code of practice or by any person appointed by the court orCoun Judge for that purpose and a re moval when made shall take effect at end of the month succeeding the of removal and the removal shall be an order entered of record and commissioner be paid up to time at which his removal takes effect provided he first surrenders to court the books papers and other things which belong to said court and which are used in connection with said commissionership Each commission shall execute to the court a bond with sufficient surety conditionnd he will faithfully perform of iiis office Said bond shall be in a penal sum fixed by the court and with one or more sureties who shall in the aggregate be worth in Property at least twice the amount of penal sum of the bond over and above the property law exempt from execution and indebtedness of surety Each commission shall duly sworn and shall report to the Fiscal Court scmiannually at its regular terms Time commissioner measure and receive metal and gravel where the latter is used and see that the sameis properly spread upon the roads in his district and that the roads are in proper condition for spreading same When onehalf of each contract has bleu performed the commissioner may and when the work a contract is fully performed he shall certify the fact to the County Judge who is then authorized to or del the payment to the extent that workljas been completed If for any reason the County Judge sees he may send the magistrate who resides in or who is assigned to said district to inspect the work and report thereon and the County Judge may act in conjunction with the mag istrate if he deems it proper If in dividing the county two or more of the magistrates shall reside in the same turnpike road district then the court shall assign one magistrate to district as an inspector to exam inc the roads in their districts respect ively whenever it is proper to do so Each commissioner shall have an ann al salary of 200 to be paid on the or der of the County Judge at the end of each quarter commencing on the first of April 1889 andp ayable out of road fund All contracts for metaling or gravel roads are to be let by the court to the lowest bidder the court big the right at all times to reject any and all bids The court will rc ceive bids for the work to be done on each section which bids must be in wrjtiug sealed up the name of bidder being indorsed on the coverand statement to indicate that it is a for work on a turnpike road and each bid shall bs accompanied by a bond with good surety worth at least twice the the conditioned that the bidder if his is accepted will perform the con ditions of the bid Each commissioner will divide the roads in his district into sections as near five miles in length as practica but no road shorter live shall be added to any other road portion thereof in order to make a section each such short road to be a to itself These divisions shall in writing to the court stating the district and time number of sections and the beginning and points In case of a washout or destruction by lire or other casualty of a road culvert or bridge requiring immedi attention or when ditching is ne cessary the commissioner of that road shall report immediately to the mag istrate assigned to his division if he reached or to the County Judge if he is most convenient and the two shall decide what to do and when the work is done it shall be paid for on their ap provai The
