No one will say that this is equitable. A part of the roads are owned and operated by the Fiscal Court, a part operated by their boards of directors as heretofore. The amount of tax collected by the present assessment will not be sufficient to pay f.-- the roads already bought for several years after the repairs of the roads and the cost of supervision is taken from the fund. which will necessitate the continuance of the present unjust conditions for an indefinite time.
