Lieut Gan John M Schofield General Tohn B Gordon Gen Grenville M Dodge President D C Gilman Gen Chas F Henderson Hon Robert T Lincoln Hon Daniel S Lamont Dr W W Keene CoL James A Sexton It would have been difficult for the pres ident to have selected nine men more favorably known to the American peo pe and yet equipped perfectly for the work they would be caned upon toper form Lieut Gen was Gen files predecessor as commanding gen eral of the United States army and has held the unlimited confidence of all the presidents of the United States since Grant without regard politi cal adherence Gen Gordon had about the same experience in the confeder ate army as Gen Schofield on the northern side and in addition he has represented the state of Georgia for two terms in the United States senate in the face of a popular demand for his reelection The other gertlemen named are almost as widely known as Gens Schofield and Gordon their honesty and integrity are above reproach It is greatly regret ted that some of these men especially Gen Gordon have declined to act for had they served the people would have been given a straight and true account of the condition of the troops and the blame placed where it belonged A board composed of such men would not have used their offices for political purposes as it seems all others are these days MANY people believe the war is not over and that much more trouble will yet arise In an interview with the correspondent of the Louisville Dis patch at Decatur Ala Gen Joseph Wheeler said that he does not believe the war is over This belief is based on statements made to Gen Wheeler by President McKinley According to Gen Wheeler the President has no faith in the peace negotiations He expects the Spaniards to raise the question that the capture of Manila followed the signing of the protocol and on this ground refuse to yield the Philippines On this point the Presi dent expects the peace commissioners to fail to agree J his view of the is strengthened by the recent d tcisoa to send the Oregon and Iowa to the Orient and the recently ex pressed fear that the danger is not TilE dispatches say Rear Admiral Dewey considers the situation at Ma nila critical It is said he has asked for a battleship and another cruiser Aguinaldo declines to commit himself as to his future policy He considers Americas mission ended the United States to in command of affairs over there He is by far the most man in the navy and what lie does can be counted upon as being exactly right and proper AFTER several days of delay the Second Kentucky regiment left Chick amauga Park Monday evening for Lexington where the men will be paid off and furloughed for thirty days prior to being mustered out of the ser vice The regiment is in good health and has 1100 ablebodied men This regiment has certainly been in a hard row of stump and the war has evidently had it in for the boys If given its dues the Second is the best of the Kentucky regiments both in drill and men but a screw has been loose somewhere which kept the boys back THE War Department has issued an orler calling for the names of such of ficers in the regular and volunteer ar my service as may be considered by their commanding officers to be to brevet commissions for conduct and public service in the presence of the enemy Its tough on the handmedown officers that those words in the presence of the enemy were added If this part of the order is adhered to it will blast the hopes of the many who went in to get a handle put on their name We will wager a new hat that that clause is eventually stricken out It is not what the politician soldiers want TIlE reports from various camps as to the treatment of volunteers are ap palling It is hard to believe some of the statements made by witnesses ex amined so brutal do they show up those in charge The president has ordered a strict investigation promises to make it hot for those res ponsible but as they are all politicians it is Caught In the Itlvcr With a Grappling Hook Manner of His Death Explained NEWPORT Ky bept 14 The body of Charles Spinks the wealthy New port coal merchant was recovered from the Ohio river at the foot of York street at 845 oclock Wednesday by Win Bolts a coal dealer The deplorable accident that befell Mr Spinks Tuesday has cast a shadow of gloom all over the city of Newport ashe was one of the leading spirits in every thing of public interest in the city and his deeds of charity would make up a long list It has been ascertained that the accident occurred while Mr Spinks was attempting to step from a loaded coal barge to an empty one in order to get to the shore In doing this he was obliged to climb a ladder which slip ped and precipitated him into the wa ter below and before the accident had been noticed he drowned Mr Spinks was worth 500000 and leaves 150003 in life insurance to his son Harry The insurance was a joint one between the father and son being paid for out of the
