The Contest. The rain came down in tarrcnts all day Tuesday and at night the heavy clouds and muddy streets kept a great many from attending the declamatory contest at the Court House. Only a small sprinkle of people were present, but they were amply repaid for going. The young men acquitted themselves with great credit and there was much speculation as to the winner. Ihe speakers were Messrs Clay Goodloe, Danyille, O. C Crook, Richmond, Booth Sutton, Win. Marsee, W. L. Kuykendall, Marksbury and Marshall Maupin, Richmond. On Richmond street, W. J. Romans and John E. Stormes have put in a stone crossing, Dr. II. C Herring is putting in about 300 feet of stone curbing for a fine brick walk, also two fine stone crossings. Romans has about completed laying a string of curbing in front of his carriage manufactory, the same to be completed with good, hard pavement brick at once. The street committee on behalf of the city, and Judge Burnside representing the county, are arranging to construct a brick walk from earner of the new workhouse east, to the first alley, crossing the alley. Capt Mike Salter, first lieutenant and quartermaster of the Louisville Legion, about whom so much has been of said regarding the distribution clothing, is at home on a furlough of twenty days. While he declines to talk about the matter, a Record man succeeded in getting hold of a copy of the report he sent in at Chickamauga. This report covers the case and sets out the facts so fully that we reproduce it verbatim. It shows on its face that no blame can be attached to the captain for the alleged irregularity, though everyone who knows him is satisfied that his conduct was straight and honest in the matter. The follow ing is the report Camp Thomas, Ga. July 23, ?9S. Adj't. Gen'L 1st Army Corps, (Through Military Channels.) Sir: I have the honor to report that I am mable to render my returns as Regimental Quartermaster 1st Ky. Vol. Infantry for the following reasons: It has been and is now the custom for the commanding officer of my regiment to order me to the railway station at Lytle and direct me to remain there during the entire day. Nearly all the clothing drawn by me for the regiment has been opened and distributed to the several companies during my absence and against my repeated protest, and no proper or suitable receipts of any kind have been taken. I have frequently endeavored to obtain proper receipt rolls from company commanders and have appealed to the colonel commanding the regiment to require such rolls to be given me, but without success. Also large quantities of clothing, for which I am accountable, have been left out of doors covered with a tarpaulin and without guard for days at a time, and my requests for a guard to protect this property have been refused by commanding officer. The Regimental quartermaster sergeant is utterly inefficient and my requests lor the appointment of another man in this position have been refused and 1 have not and am not now allowed any other clerical assistance.
