Tennessee as Instructor The meeting was opened with music and appropriate devotional exercises after which the County Miss Elisa Lusk made a very nice and appropriate opening address She was followed by the Instructor who set forth the principal things necessa ry to a successful and enjoyable Insti tute and urged upon the teachers the importance of every one doing his dutyMr K F Postel was chosen as pro tern amt the following com mittees were appointed Committee on Lum ley Mrs Mary Anderson Mrs J A Amon and Misses Lizzie Tomlinson and Mittie Dunn Committee on F Postel A F Caldwell and Misses Amanda Anderson and EUzi Smith E W Baker was then appointed permanent secretary the committee read the program for the aternoon and the meeting adjourned until I3J oclock p the hourappointed the stone crossing Dr II C Her ring is putting in about COO feet of stone curbing for a fine brick walk also two fine stone crossings Mr Jas Dillon has just completed a stone cross ing in front of his place which is a great improvement Near Mr Dilons the city is doing some good street work in the way of laying tile and filling in the big hole always there full of stag nant water and gamboling pigs The L N officials have instructed their roadmaster through their attorney Lewis Walker to begin and complete without delay a stone walk from Stanford street east 500 feet to the railroad crossing The city will con struck a stone crossing to span Stan ford street from Mr Josephs to where the pavement begins Mayor R Kin naird has closed a contract with Mr Ham Brown to construct about 100 feet of brick pavement in front of his place W J Romans has about laying a string of curbing in front of his carriage mannfactory the same to be completed with good hard pavement brick at once The street the matter a RECORD man succeeded in getting hold of a copy of the report he sent in at Chickamauga This report covers the case and sets out the facts so fully that we reprc duce it verbatim It shows on its face that no blame can be attached to the captain for the alleged irregularity though everyone who knows him is satisfied that his conduct was straight and honest in the matter The follow ing is the report Camp Thomas Ga July 23 OS Adjt GenL 1st Army Corps Through Military Channels have the honor to report that I am to render my returns as Regimental Quartermaster Ky Vol Infantry for the following reasons It has been and is now the custom for the commanding officer of my regi ment to order me to the railway sta tion at Lytle and direct me to remain there during the entire day Nearly all the clothing drawn by me for the regiment has been opened and distri buted to the several companies during my absence and against my repeated protest and no proper or suitable re ceipts of any kind have been taken I have frequently endeavored to obtain proper receipt rolls from company commanders and have appealed to the colonel commanding the regiment to require such rolls to be given me but without success Also large quantities of clothing for which I am account able been left out of doors cov ered with a tarpaulin and without guard for days at a time and my re quests for a guard to protect this prop erty have been refused by commanding officer The Regimental sergeant is inefficient and my requests tor the appointment of another man in this position refused and I have am not now other clerical assistance The regimental quartermaster ser gent is also to duty commissary department- In view of these facts I request that an inspector ba appointed to into this matter a of fixing picnic The natives run out and meet them afar off throw their arms about them and kiss them This is the kind of service the politi ciansoldiers should be given Its no wonder the Rough Riders made loud kick to be sent there IT is reported that extreme tension exists between Great Britain and Russia Queen Vic has shown by her actions in our present troubles that she would have taken our part and if she gets into a scrap with Russia or any other foreign pow er it is safe to say Uncle Sam will take a hand and a half in the matter The American people are the most grateful on the globe and they will al ways remember the Queen for the pats on the back has recently given them SOME officer greatly lacking in dis cretion gave to a newspaper man the report of the unhealthy and danger ous sanitary condition at Santiago and of course the enemy got hold of it If there is much delay in the Span iards accepting the terms of peace it will be solely because they know our men cannot stay in Cuba The Smart Alex who gave out the information ought to be pitched into the sea The reports do not say who is to blame for the foolish break but it looks very much like the work of an Alex about the calibre of Roosevelt or some of the other tin soldiers who are keeping in with the reporters JUDGE GEORGE DAVISOX has not as yet signified his Intention of again a candidate for congress He does not seem inclined to make the race but the party leaders are urging him to again shy his castor As what the bosses want generally goes it may be safe to say the grey gelding will be the race again Some folks which are not entirely acceptable to the Presiden The reply also broaches matters that are to be considered by the peace con mission but it is understood that representations do not impose and do not affect the definite of the terms proposed by the United States The outlook for peace is exceedingly bright but the matter of disposing of the Philippines the Spaniards out of Cuba and Porto Rico and being formulat ed at Chickamauga for the health of the camp Rigid regulations will be enforced as to disposition of garbage and the preparation of food All drink ing water is to be boiled Board floors will be placed in tents and the officers are arranging for practice marches There is a report in official circles that orders have already been sent to Maj Gen Lee at Jacksonville to pre his forces for an early move to Havana It is the opinion of many of the best posted ones that Gen Lee will after the occupation of Cuba be ap pointed military governor It is ex pected that Col Wm J Bryans regi meat will go to Cuba with Lee Four columuns of the American army are now advancing through Porto Rico toward San Jaun driving the Spanish forces ahead of them Gen Henry is proceeding direct to Arecebo Gen Schwan is moving by another route Gen Wilson is proceeding along the main military road and Gen Brooke is proceeding from Guayama toward Cayey where he will also reached tho main millitary road The navy is to shift its base to the north side of the island to be ready to coop erate in the attack on San Juan A Chickamauga special says the bovs of the Second Kentucky will in all probability break camp during the present week and go on a practice march to some point yet to be decided upon by CoL Gaither The present plan is for the boys to go on a seven days march but CoL Gaither is using all of his efforts to obtain permission to go on a thirty days march If he succeeds in having his desire gratified he will march the boys back to old Kentucky If he fails to secure the thirty days march the regiment will probably go to Dayton Tenn which place the colonel now has in view and the boys are greatly pleased over the idea of going on a march as it will relieye the monotony of the preset camp life They hope the regiment will obtain permission from the war department to go back to as they would then have a chance of seeing home and they are confident that they would have a royal
